Abstract:
A year ago, we wrote a policy brief titled Setting the NAFTA Agenda on Climate Change, which explored issues of energy and environmental cooperation among the three North American countries in light of the climate legislation that had recently passed the US House of Representatives. Similar legislation did not pass the Senate, and Congressional leaders are now considering much more modest measures aimed at reducing greenhouse gas (GHG) emissions and reforming US energy policy.

Abstract:
On May 12, 2010, Senators John Kerry (D-MA) and Joseph Lieberman (I-CT) released details of their proposed American Power Act, a comprehensive energy and climate change bill developed over the preceding nine months by the two senators, chairmen of the Senate Foreign Relations and Homeland Security Committees respectively, along with Senator Lindsey Graham (R-SC).1 With US unemployment just below 10 percent and the sunken Deepwater Horizon drilling rig's ruptured well pouring thousands of barrels of oil into the Gulf of Mexico each day, the senators promised that if passed the bill will: (1) reduce US oil consumption and dependence on oil imports; (2) cut US carbon pollution 17 percent below 2005 levels by 2020 and over 80 percent by 2050; and (3) create jobs and restore US global economic leadership. In this policy brief we evaluate the effectiveness of the proposed American Power Act in achieving those goals.

Abstract:
If governments are to respond effectively to the challenge of climate change, they will need to ramp up their support for innovation in low-carbon technologies and make sure that the resulting developments are diffused and adopted quickly. Yet for the United States, there is a tension inherent in these goals: the country's interests in encouraging the spread of technology can clash with its efforts to strengthen its own economy of particular importance is the spread of low-carbon technologies from the United States to the major emerging economies—China, India, and Brazil. Washington's strategy to promote the spread of low-carbon technologies to these countries must combine efforts to grow and open markets for low-carbon technologies with active support for accelerating the innovation and diffusion of these technologies. Its strategy will also need to reflect the unique challenges presented by each of the three countries.

76. Global Prospects for Utility-Scale Solar Power: Toward Spatially Explicit Modeling of Renewable Energy Systems

Abstract:
This paper provides high-resolution estimates of the global potential and cost of utility-scale photovoltaic and concentrating solar power technologies and uses a spatially explicit model to identify deployment patterns that minimize the cost of greenhouse gas abatement. A global simulation is run with the goal of providing 2,000 TWh of solar power (-7% of total consumption) in 2030, taking into account least-cost siting of facilities and transmission lines and the effect of diurnal variation on project profitability and required subsidies. The American southwest, Tibetan Plateau, Sahel, and Middle East are identified as major supply areas. Solar power consumption concentrates in the United States over the next decade, diversifying to Europe and India by the early 2020's, and focusing in China in the second half of the decade—often relying upon long-distance, highvoltage transmission lines. Cost estimates suggest deployment on this scale is likely to be competitive with other prominent abatement options in the energy sector. Further development of spatially explicit energy models could help guide infrastructure planning and financing strategies both nationally and globally, elucidating a range of important questions related to renewable energy policy.

77. Confronting the American Divide on Carbon Emissions Regulation

Abstract:
The failure of carbon regulation in the U.S. Congress has undermined international negotiations to reduce carbon emissions. The global stalemate has, in turn, increased the likelihood that vulnerable developing countries will be severely damaged by climate change. This paper asks why the tragic American impasse has occurred, while the EU has succeeded in implementing carbon regulation. Both cases have involved negotiations between relatively rich “Green” regions and relatively poor “Brown” (carbon-intensive) regions, with success contingent on two factors: the interregional disparity in carbon intensity, which proxies the extra mitigation cost burden for the Brown region, and the compensating incentives provided by the Green region. The European negotiation has succeeded because the interregional disparity in carbon intensity is relatively small, and the compensating incentive (EU membership for the Brown region) has been huge. In contrast, the U.S. negotiation has repeatedly failed because the interregional disparity in carbon intensity is huge, and the compensating incentives have been modest at best. The unsettling implication is that an EU-style arrangement is infeasible in the United States, so the Green states will have to find another path to serious carbon mitigation. One option is mitigation within their own boundaries, through clean technology subsidies or emissions regulation. The Green states have undertaken such measures, but potential free-riding by the Brown states and international competitors seems likely to limit this approach, and it would address only the modest Green-state portion of U.S. carbon emissions in any case. The second option is mobilization of the Green states' enormous market power through a carbon added tax (CAT). Rather than taxing carbon emissions at their points of production, a CAT taxes the carbon embodied in products at their points of consumption. For Green states, a CAT has four major advantages: It can be implemented unilaterally, state-by-state; it encourages clean production everywhere, by taxing carbon from all sources equally; it creates a market advantage for local producers, by taxing transport-related carbon emissions; and it offers fiscal flexibility, since it can either offset existing taxes or raise additional revenue.

78. The Politics of Carbon Leakage and the Fairness of Border Measures

Abstract:
The article critically examines domestic political concerns about the competitive disadvantages and possible carbon leakage arising from the introduction of domestic emission trading legislation and the fairness of applying carbon equalization measures at the border as a response to these concerns. I argue that the border adjustment measures proposed in the emissions trading bills that have been presented to Congress amount to an evasion of the U.S.'s leadership responsibilities under the United Nations Framework Convention on Climate Change (UNFCCC). I also show how the "level commercial playing field" justification for border measures that has dominated U.S. domestic debates is narrow and lopsided because it focuses only on the competitive disadvantages and direct carbon leakage that may flow from climate regulation while ignoring general shifts in the production and consumption of emissions in the global economy, which have enabled the outsourcing of emission to developing countries.

One might begin an examination of the issues involved in grand strategy with an effort to describe what we mean by the term. Over the centuries, some governments and leaders have attempted to chart a course for their nations that has involved something more than simply reacting to the course of events. In most cases they have confronted sudden and major changes in the international environment, often resulting from the outbreak of great conflicts, but at times involving economic, strategic, or political alterations that threaten the stability or even existence of their polities.

Abstract:
The desire to acquire reliable and cheap sources of energy has long been linked to security objectives. When the British fleet transferred from coal to oil, First Lord of the Admiralty Winston Churchill saw to it that the British government acquired a controlling interest in the Anglo-Persian oil company (the forerunner of today's BP). In more recent years President Nixon argued for energy independence in the face of the Arab oil embargo and skyrocketing oil prices that increased twenty fold in less than a decade. And if the U.S. Department of Defense today were considered as an independent energy consumer similar to sovereign states it would outrank more than 100 countries, including such states as Sweden. Among the great powers, China in particular has linked geostrategic calculations with acquiring secure and affordable energy sources. Acquiring such sources is thus for most states a desirable objective which enhances a state's autonomy and security. Similarly, further development of such supplies is expected to correlate with enhanced security. Both objectives, however, stand in uneasy tension with new environmental concerns. Pending dramatic advances in renewable energy production, fossil fuels, such as oil and natural gas, remain key sources of energy. Indeed, in the United States 95% of the energy used in the transportation sector derives from oil. Consequently, the desire to become more energy independent or acquire reliable supplies of such energy will for the foreseeable future lead to the continued use and even further exploitation of fossil fuels. Yet, the consumption and production of fossil fuels has been one of the key sources of greenhouse gases.And if, environmental degradation in turn leads to conflict, as, for example, the work of Homer Dixon has suggested, then environmental concerns must also enter into the agenda that is usually reserved for traditional security calculations (Homer Dixon 1999).
