Abstract:
New federal regulations, changes in fuel prices and trends, the expansion of distributed energy resources, declines in U.S. electricity consumption, and advances in technology are all spurring utilities and regulators to respond and adapt. Discussions of the challenges and opportunities these forces present for the U.S. electricity sector – as well as how the industry and its regulators are adapting – formed the heart of the 2014 Aspen Institute Energy Policy Forum. This report summarizes and organizes some of the key insights from those discussions.

Abstract:
The annual CIGI Survey of Progress in International Economic Governance assesses progress in four dimensions of international economic governance: macroeconomic and financial cooperation; cooperation on financial regulation; cooperation on trade; and cooperation on climate change. Governance related to these dimensions is scored on the following progress scale: 0%-19% represents "major regression"; 20%-39% represents "some regression"; 40%-59% indicates "minimal progress"; 60%-79% characterizes progress; and 80%-100% represents "major progress." Recognizing the difficulty of making objective judgments given the complexity of the issues, the results are offered as a range of subjective opinions from CIGI experts with diverse backgrounds.

Abstract:
The United States is entering an era of oil and gas abundance. Its new resources will increase U.S. energy security, but they may also undermine climate security—as fossil fuel combustion increases, so too does global warming. Unless Washington enacts a plan to simultaneously advance its competing energy and climate security objectives, it risks squandering the benefits of its new resources and suffering the disastrous effects of climate change.

Abstract:
With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

Abstract:
President Barack Obama's recent action to address climate change indicates that it will be one of the second term's topical questions. The new climate change action plan introduced by Obama in June 2013 is composed of various executive actions and based on three pillars: reducing carbon pollution; leading international attempts to approach climate change; and preparing the US for the effects of climate change. The measures already adopted on climate change provide an opportunity to examine the possibilities that the president has to implement his climate action plan through executive powers without Congress. The decision to advance the political agenda through executive decisions is at least partly attributable to the partisan gridlock currently gripping US politics. The reach and effect of the executive decisions to address climate change outlined in the climate action plan are yet to be determined. The topical question seems to be whether the actions already taken offer hope that the US will reach its target to reduce carbon pollution and slow the effects of climate change, or whether legislative action from Congress will be called for. Although climate change is now being addressed through executive actions that do not require new legislation from Congress, this does not rule out the possibility that legislation will be passed in the future.

Michael Levi, The Power Surge: Energy, Opportunity, and the Battle for America's Future (New York: Oxford University Press, 2013), 272 pp., $27.95. AROUND THE corner on K Street, one of the half dozen designer salad places in my part of downtown Washington recently closed after about a year in business. "Coming soon," the sign in the papered-over window reads, "Dunkin' Donuts." Hurried Washingtonians will soon be able to get their calorie fix for a tenth of the time and money spent. Maybe not so good for them in the long run, but John Maynard Keynes told us what happens in the long run. This, in miniature, is the choice the United States faces on energy and climate change. Fossil fuels are convenient, cheap, plentiful and, in the long run, deadly. Renewable energy-from the sun and the soil, the wind and the waves-is comparatively expensive, hard to produce and healthy. Mankind has chosen the cheap and plentiful path for the past two hundred years, burning coal, oil and gas and spewing the trash into the atmosphere. In May, the level of carbon dioxide in the atmosphere surpassed four hundred parts per million, the highest level in three million years. The planet teeters on the cusp of calamity. Science says it's time to switch to salads.
