Abstract:
Climate change, international trade, investment and technology transfer are all issues that have intersected in diverse institutional contexts and at several levels of governmental activity to form a new joint agenda. The purpose of this paper is to advance understanding of this joint agenda by identifying the specific issues that have emerged, the policies that have been adopted, especially in the EU and US, and the options that are available for further policy-making.

Abstract:
This study focuses on the financial resources needed to fight global climate change and the implications for the EU budget. The authors apply four different methodologies to estimate global financing requirements and attempt to determine the resources that will be needed at the EU level to meet the EU's climate change objectives. The study analyses current climate change spending of the EU budget, identifies shortcomings and indicates possibilities for correcting them. It also assesses the potential of the EU emissions trading scheme (EU ETS) to raise additional resources to finance coordinated actions at the EU level aimed at fighting climate change. Finally, it provides three case studies of national public expenditure related to climate change in Germany, the United Kingdom and the United States.

Abstract:
Bringing in the Americans is the first task for the UN-COP-15 for the Danish government along with its EU partners. The key contents of the EU's climate leadership towards the climate conference are assessed, such as the-20% by 2020 reduction target, the effort sharing agreement and reforms of the European Trading Scheme. EU climate leadership is both based on strong public support and economic features such as a lower energy intensity of production than the U.S. The EU and Danish strategy converge in promoting the concept of a "low-carbon economy", based on first-mover advantage exports in renewables technology, such as wind power. The contents of the "Danish example" are assessed; decoupling economic growth and emissions within a "lowcarbon economy"-storyline.

115. Climate Change and National Security: An Agenda for Action

When Hurricane Katrina struck New Orleans in 2005, Americans witnessed on their own soil what looked like an overseas humanitarian-relief operation. The storm destroyed much of the city, causing more than $80 billion in damages, killing more than 1,800 people, and displacing in excess of 270,000. More than 70,000 soldiers were mobilized, including 22,000 active duty troops and 50,000-plus members of the National Guard (about 10 percent of the total Guard strength). Katrina also had severe effects on critical infrastructure, taking crude oil production and refinery capacity off-line for an unprecedented length of time. At a time when the United States was conducting military operations in Afghanistan and Iraq, the country suddenly had to divert its attention and military resources to respond to a domestic emergency.

In October 2003, a report to the US Department of Defense received wide public attention for presenting a grim future scenario with warring states and massive social disturbance as a result of dramatic climate change. Although not intended to be a prediction, the authors nevertheless argued the plausibility of a scenario for rapid climate change which could result in a significant drop in the human carrying capacity of the earth's environment—food, water, and energy shortages, as well as extreme weather patterns. In turn, resource constraints and environmental damage could lead to geopolitical destabilization, skirmishes and even war.

The Atlantic Council of the United States and the China Institutes of Contemporary International Relations organized the first "U.S.-China Energy Security Cooperation Dialogue," held in Beijing on 31 October-1 November 2006. Conference participants included foreign policy analysts and energy experts from the U.S. and Chinese governments, international organizations, non-governmental organizations, and universities in both the United States and China. The agenda covered a broad spectrum of energy and energy-related geopolitical issues, including long-range forecasts for energy supply and demand, energy sources ranging from oil and gas to coal, nuclear and renewables.

Abstract:
This overview of theater strategy and theater security cooperation is a primer on one of the most important tools the U.S. military uses to engage other countries, deter unwanted actions, and defend U.S. and friendly nation interests. To be effective, theater strategy and theater security cooperation must be derived from and consistently linked to national and multinational strategic guidance and policy, and formulated to meet the requirements found in each region. To attain the combatant commander's strategic security goals, proper support for joint operation plans through organizational structure, force projection, sustainment, readiness training, and force development input is essential. Theater security cooperation directly supports national goals at the regional level, and enhances military operations by obviating the need for military action, or by preparing the environment better for U.S. military intervention, should it be necessary. Theater strategy is an important part of realizing national strategy around the world, and theater security cooperation is not only one of the most powerful tools in attaining the goals of theater strategy, but, through its ability to obviate the need for combat, a cost effective tool as well.

This briefing paper explores the difference between the EU and US-Australian positions on global climate policy in the wake of the 2007 Heiligendamm G8 summit and the UN High Level Event on climate change. It notes that although the two have very different analyses of the urgency of responding to climate change, they still concur on two of the most fundamental issues in post-Kyoto policy on climate change mitigation: neither side is arguing for a quantified ceiling on CO2 levels in the atmosphere, and neither is arguing for developing countries to take on quantified targets.

This year's Aspen Institute Conference on Telecommunications Policy began as an attempt to chart a future in which packet-based Voice over Internet Protocol (VoIP) will supplant traditional switched circuit telephony. Among other things, VoIP appears to be propelling the marginal cost of long-distance telephoning toward zero, a development with profound implications for interexchange carriers. However, prompted in part by Lawrence Strickling's specially-commissioned piece, “The Telecommunications Marketplace in 2002: A Somewhat Fanciful Scenario,” it did not take long for conference participants to realize that a great deal more than the future profitability of long-distance service is at stake.
