81. Natural Unemployment, the Role of Monetary Policy and Wage Bargaining: A Theoretical Perspective

Abstract:
This paper models unemployment as a general equilibrium solution in labor and capital markets, while the natural rate hypothesis explains unemployment simply as a partial equilibrium in the labor market. It is shown that monetary policy can have long-run effects by affecting required returns on capital and investment. If monetary policy is primarily concerned with maintaining price stability, the interaction between wage bargaining and the central bank's credibility as an inflation fighter becomes a crucial factor in determining employment. Different labor market institutions condition different monetary policy reactions. With centralized wage bargaining, a central bank mandate focusing primarily on price stability is sufficient. With an atomistic labor market, the central bank must also consider output as a policy objective.

In early 2005, Kurt M. Campbell, Director of CSIS' International Security Program, accompanied Secretary of Defense Donald Rumsfeld on a trip to Asia. Enroute, the Secretary and several of his close aides expressed an interest in learning more about the future of missile defenses in East Asia and the Subcontinent. Although familiar with the missile defense policies of countries in the region, they were concerned about how those policies were being implemented, whether the various national efforts were complementary or counterproductive, and how those efforts might affect the US approach to missile defense architecture.

83. Nepal's Crisis: Mobilising International Influence

Pro-democracy demonstrations and a general strike across Nepal in recent weeks mark a decisive shift in the country's political equations and probably signal the approaching end of King Gyanendra's direct rule. A successful popular movement could advance the search for peace but will depend on strong political party leadership in dealing with the Maoists; a messy transition would bring its own risks. Although domestic events will determine the speed and direction of political change, international players should us e their influence to establish practical plans to help stabilise the situation and build a more lasting foundation for peace. This briefing argues for the early formation of a Contact Group (consisting of India, the U.S. and UK, working with the UN) and a complementary Peace Support Group (other key donors and international financial institutions) to form a common front on strategy and tactics to maximise international influence in assisting Nepal's escape from its worsening conflict.

Abstract:
Federal district court Judge Anna Diggs Taylor has ruled that the warrantless interception of telephone and Internet calls between a foreign agent and American persons is illegal and unconstitutional. It is possible that she is right about the illegality, but she is almost surely wrong that it is unconstitutional. The government has appealed this decision to the Sixth Circuit. No one can say what it will decide, although other appeals courts have tolerated such surveillance. Ultimately the Supreme Court will have to decide the matter. The Constitutional arguments against the surveillance are unpersuasive. A Washington Post editorial dismissed them as “throat clearing.” Judge Taylor refers to the free speech provision of the First Amendment but fails to explain how listening to a conversation or reading e-mail abridges anyone's right to speak. Taken literally, a Constitutional ban on intercepts would make it impossible to overhear the mafia plotting murders or business executives fixing prices.

Abstract:
Government memos leaked to the press are nothing new in Washington, yet they can still command a front-page, above-the-fold headline. The latest came on December 2, 2005, when the Washington Post trumpeted, “Justice Staff Saw Texas Districting as Illegal; Voting Rights Finding on Map Pushed by DeLay Was Overruled.” (Part of this story was recycled by the Post on Monday, January 23, in another front-page, above-the-fold story.) The story that followed loosely described the contents of a 2003 internal Department of Justice memo written by career staffers in the voting section of the civil-rights division. Those staffers—five lawyers and two analysts—had concluded that the Congressional redistricting plan Texas had recently submitted to them for approval was in violation of the 1965 Voting Rights Act because it “retrogressed”—or, more simply, “diminished”—the electoral position of blacks and Hispanics. Then attorney general John Ashcroft and the political appointees in the civil-rights division—as well as, incidentally, a career lawyer higher in the chain of command (a fact that the Post failed to note)—rejected the memo's findings and allowed Texas to implement the new plan.

The aim of this paper is to examine the concentration of wealth among the group of top wealth holders, defined as those with wealth in excess of a high cut off. The paper begins by considering the definition of this cut off, analogous to the definition of a poverty line at the other end of the distribution. It then considers what can be learned about the proportion classified as 'rich' and about the concentration among the rich from four non-survey sources: journalists' lists, estate data, wealth tax data, and investment income tax data. It starts off from the world's billionaires in 2006, but is particularly concerned with changes over time within countries, taking France, Germany, the UK, and the USA, to illustrate the different sources.

87. Measures of Food Insecurity at the Household Level

Food insecurity and hunger have traditionally been measured by aggregate food supplies or by variables correlated with food insecurity. Because these measures often poorly reflect individuals' true deprivation, economists have turned to surveys with direct questions about food insecurity. Using these surveys, households have then been classified into broad categories, a classification system which ignores the richness of the multiple questions. In this paper, we propose food insecurity measures, along the lines of the well established poverty measures, which incorporates this richness and allow us to reflect the depth and severity, in addition to the incidence, of food insecurity. Using these indices, we calculate the extent of food insecurity and hunger in the United States. Along with giving a richer picture of food insecurity in the US, these food insecurity measures demonstrates that the ordering of various demographic categories differs depends on the choice of measure.

88. Overcoming Obstacles to Humanitarian Assistance in Darfur

Civilians and internally displaced persons (IDPs) in Darfur, western Sudan, are increasingly being attacked by militia groups. At the same time, it is progressively more difficult to deliver humanitarian assistance to Darfur as aid agencies are hampered by increased banditry and continued obstruction by the government of Sudan (GOS). Moreover, the African Union Mission in Sudan (AMIS) does not offer adequate protection as it continues to operate with severe budgetary constraints, inadequate amounts of military officers and equipment, and a limited mandate that does not allow it to prevent incidents or respond sufficiently to attacks. On December 14, 2005, the Sudan Peace Forum of the United States Institute of Peace (USIP) convened to address the continuing challenges facing the delivery of humanitarian assistance in Darfur. Firsthand accounts of the humanitarian crisis were presented by Sloan Mann of the United States Agency for International Development; Michael Heller Chu of the United Nations Organization for the Coordination of Humanitarian Assistance; and Jonathan Morgenstein of USIP. Ambassadors Chester Crocker and Francis Deng co-chaired the meeting. This USIPeace Briefing summarizes the discussion on the rising insecurity faced by civilians in Darfur, the challenges facing AMIS, the response by the GOS, and the opportunities for the international community to facilitate humanitarian assistance in Darfur.

Abstract:
In the paper, commissioned by Hussein Solomon and Akeem Fadare for their forthcoming anthology on Political Islam and the State in Africa, the focus placed on the political role of Islam in Kenyan politics. Prevalent fears (e.g. in the United States) of the country becoming a hotbed of Islamist radicalism and terrorism are critically examined against the background of the various categories of Kenyan Muslims, their general position in Kenyan society, their grievances, organisation and occasional role in various conflicts. This is all set against a background of Kenyan history, where the role of other religions (Christianity and traditional religion) is also highlighted. The paper concludes with some tentative recommendations for how the (mainly latent) conflicts might be defused.
