Abstract:
This report launches the second volume of the Brown Center Report on American Education. The five issues of volume one were published from 2000 to 2004. Volume one included regular reports on data from the National Assessment of Educational Progress (NAEP) and state assessments, analysis of student achievement in charter schools, a study of trends in homework, evaluations of the federal government's Blue Ribbon Schools Program, an investigation of the academic performance of high schools with powerhouse sports teams, analyses of student achievement in urban school districts and rural schools, a survey of exchange students from countries abroad to see what they think of American schools, and a survey of the mathematics preparation of middle school math teachers. Volume two will explore similar topics related to how well American students are learning.

Abstract:
The federal tax code provides about $500 billion each year in incentives intended to encourage socially-valued activities, including homeownership, charitable contributions, health insurance, and education. The vast majority of these incentives operate through deductions or other approaches that link the size of the tax break to a household's marginal tax bracket, which means that higher-income taxpayers receive larger incentives than lower-income taxpayers. Such an approach is often appropriate for provisions, such as deductions for business expenses, designed to measure income or ability to pay. But such an approach for incentives intended to promote socially-valued activities excludes more than a third of America, and misses an important opportunity to increase efficiency and economic growth.

73. Reducing Unwed Childbearing: The Missing Link in Efforts to Promote Marriage

Abstract:
Most social scientists acknowledge that, on balance, single parents, stepparents, or cohabiting couples are no substitute for childrearing by two married parents. Yet, new data from the federal government show that a record number of babies—nearly 1.5 million—were born to unmarried women in the United States in 2004. Empirical evidence of this sort has leveraged political support for the Bush administration's “Healthy Marriage Initiative.” Congress recently approved major funding for this initiative as part of welfare reform reauthorization. Approximately $100 million per year will be available for research, demonstration, and technical assistance projects to promote healthy marriage through such activities as public advertising campaigns, relationship and marriage education in high schools, and relationship and marriage skills for both unmarried and married couples. In addition, about $50 million per year will be available to promote responsible fatherhood.

Abstract:
China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

Abstract:
The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

Abstract:
Savings policy in the United States is at a critical juncture. The U.S. personal saving rate has declined from 10.8 percent in 1984 to zero in 2005.The national saving rate, which includes government and business savings, is the lowest among the G-20 countries and has decreased significantly in recent decades. These low levels of saving generally suggest lower growth rates of income and standards of living in the future.

Fundamental changes are taking place in the advertising marketplace. Audiences are moving away from big media and adopting niche media, with indisputable trends toward fragmentation, disintermediation and greater consumer control affecting the media sector. Consumers have expressed preferences for more personalized, relevant forms of media that speak directly to their needs and interests. Advertisers are experimenting with new ways of communicating with customers and searching for new ways of reaggregating audiences. In this new environment, new media expert Jeff Jarvis has observed, “the economies of scale must compete with the economies of small.”

The ongoing popular challenge to the pro-Western Lebanese government of Prime Minister Fouad Siniora marks yet another setback in the Bush administration's attempt to impose a new order on the Middle East more compatible with perceived U.S. strategic interests. The success of the nonviolent people power movement against Syria's overbearing role in Lebanese politics during the spring of 2005dubbed the Cedar Revolutionwas an impressive triumph of popular democratic forces, forcing the withdrawal of Syrian forces and enabling the country to proceed with parliamentary elections without Syrian interference. However, despite claims by the Bush administration to the contrary, the electionswhich, like all Lebanese elections, took place under the country's colonially-imposed confessional representation systemdid not constitute a victory for reformers. Instead, the victors were primarily a group of corrupt pro-Western elite politicians from the same traditional political families who have ruled the country since independence. Their credibility among the Lebanese people was reduced further this summer when the United States rejected their pleas to use its considerable influence to stop Israel's brutal 35-day military assault against their country which took the lives of more than 1,000 civilians and caused billions of dollars of damage to the country's civilian infrastructure.

80. The Radical Libertarian Political Economy of 19th Century Preacher David Lipscomb

David Lipscomb (1831-1917) was an influential Tennessee preacher who edited a weekly paper from 1866-1917 and published a book Civil Government in 1889. Although few, if any, economists appear to be aware of David Lipscomb, Lipscomb's writing includes many points that political economists, especially radical libertarian ones, are making today. This article highlights some of Lipscomb's insights and relates them to arguments made by economists in the past three decades. Lipscomb argued that government is not created for the benefit of the public but for the benefit of the rulers. He believed that all governments, including democratic ones, are problematic. He argued that self-serving politicians actually create conflict and violence and that the public should withdraw support from government. He argued that moral people should not participate in politics, should not vote, and should not fight in wars. Modern libertarian economists make similar arguments that Lipscomb made more than a century in advance.
