Abstract:
The Atlantic Council of the United States (the Council) and the U.S./China Energy and Environmental Technology Center (EETC) at Tsinghua and Tulane Universities cosponsored a Dialogue, “U.S.-China Cooperation on Low-Emissions Coal Technologies” in Beijing from June 24-26, 2009. This report synthesizes and summarizes the information presented during the Dialogue to allow for an ongoing exchange of information and ideas between the meeting participants and key stakeholders in the effort to lower emissions from the use of coal.

The broad issues surrounding the global need to achieve energy security in a world equally concerned over climate change and economic growth are well known and under intensive discussion in numerous forums and governmental official dialogues. The Atlantic Council of the United States, in partnership with the Clingendael International Energy Program at the Netherlands Institute for International Relations, initiated a series of workshops designed to broaden the discussion of energy issues to include the business community, governmental organizations and civil society organizations on both sides of the Atlantic.

Abstract:
Most analysts had thought this quarter would begin with the dissolution of the Lower House of the Diet and elections, but Prime Minister Aso Taro put off the election with the hope that additional economic stimulus measures would translate into increased support for his ruling Liberal Democratic Party. The stimulus package helped a bit, but Aso received a real boost when Ozawa Ichiro resigned as opposition leader in May due to a funding scandal. That boost in the polls quickly evaporated when Ozawa was succeeded as head of the Democratic Party of Japan by Hatoyama Yukio. Revelations that an aide had falsified his political funding reports for several years tarnished Hatoyama's image, but did not help Aso and the government raise their support rate beyond the low teens in many polls. As a result, most analysts continued to predict a victory for the DPJ in a general election expected in August and uncertainty continued hanging over the U.S.-Japan relationship because neither political party in Japan is likely to win a landslide – meaning another year or more of parliamentary gridlock.

The DPRK also vows to wage war against Japan if it tries to shoot down a missile that the DPRK says will carry a communications satellite. April 2, 2009: Reuters reports that President Barack Obama told President Lee Myung-bak that he wants to make progress on a free trade deal between the two countries.

As long as the East bloc existed, military conflicts were largely determined by the policy of the USA and the USSR and were therefore part of the East-West conflict. Since this symmetrical-global conflict was decided in favor of the West, numerous asymmetrical conflicts have erupted around the globe in the aftermath. Terrorist conflicts have become a worldwide menace. Jihadist terrorism has spread beyond the borders of the regions in which it had its origin and has reached a global dimension. To offset this threat requires knowledge of what motivates, feeds and sanctions jihadist terrorists and their followers. Research and analysis of the root causes and underlying conditions, motivators and enablers of terrorism including the agitation propaganda of jihadist terrorists are vital to shaping appropriate countermeasures to the threat from Islamic terrorism. The interaction and dependencies between media and terrorism are still to be fully investigated. Research gaps exist concerning the media effects of terrorism and its interaction therewith. In particular, the utilization of the Internet by terrorists needs further research. One way to begin this investigation, the approach this paper takes, is to look at the jihadist use of strategic communication management techniques according to the elements that are used to generate a strategic communication management plan.

Abstract:
The Western community is currently experiencing “a defining moment of international relations” as it undergoes one of its biggest and most severe crises. Some authors are already speaking of the “end of the West,” while others see chances for its rebirth. As the institutional epitome of transatlantic relations, the North Atlantic Treaty Organization has always been the most important yardstick for gauging their state. It is now once again at the center of the crisis. During the Cold War, NATO and hence the transatlantic partnership were based on three central elements: Firstly, a shared direct existential threat, which applied equally to all Western states; secondly, a broad base of common values, standards and convictions; and thirdly, a division of labor and system of burden and risk-sharing that were born of necessity. As the biggest military and economic power, the U.S. assumed a dominant role as 'primus inter pares' in the transatlantic alliance, which the weaker European partners voluntarily joined without becoming completely subordinate.

207. Post-Mortem on Europe's First War of the 21st Century

The small war between Georgia and Russia from 8 to 22 August 2008 has shattered any remaining illusions over the frontiers of the normative map of Europe. All the primary parties have to be criticised: Russia for setting a trap for Saakashvili to fall into, the Georgian leadership for its astounding military and political blunder in falling into it, and the United States for having failed to restrain its protégé. The first consequence is that Georgia has paid the price of Saakashvili's folly, with the definitive loss of Abkhazia and South Ossetia. The second consequence is triggered by Russia's continued occupation of strategic points in Georgia-proper, which means not peacekeeping but threatened strangulation of the Georgian economy and its role in the transit of oil and gas from the Caspian to the West. It also means that business as usual has become impossible, as already announced between NATO and Russia, and with more important decisions pending in both the EU and US. The third consequence is that the EU should immediately step up its policies to integrate Ukraine, with real perspectives of membership subject to the standard criteria. The fourth unknown consequence is how far this deteriorating process between Russia and the West will go. Russia may pretend, with its petro-power and wealth, to be immune from any actions by the West, but beyond the short-term it is vulnerable. Whatever these unknowns, already Russia has crossed a red line with its strategic occupation of Georgia-proper, rather than the option just to push Georgia out of South Ossetia. This latter option would have met with widespread understanding internationally. But with its chosen option Russia has placed itself in another category, which is a throwback to earlier times, and totally incompatible with the political and moral principles of modern Europe.

Lobbying Is A Thriving industry on both sides of the Atlantic. K Street is notorious in Washington as the locus of high-powered lobbyists, with the Hill as the primary object of their attention. Round Point Schuman and Avenue de Cortenbergh form the geographical center in Brussels, with lobbyists descending on Berlaymont and Parliament. Both systems involve a wide range of advocates juggling for a role in the policymaking process, from beekeepers to chemical manufacturers, environmentalists to fishermen, recreational boaters to soda makers. If you can think of an interest, industry, institution, or idea, you can probably find a representative promoting its case in the two capitals.

Policy makers have returned to the debate over whether and how total nuclear disarmament should take place. The notion that preventing the spread of nuclear weapons is much harder without also reducing their number seems to be motivating much of this interest. Consequently, officials in both the United States and other nuclear-weapon states hope that in direct exchange for renewed action on disarmament, non–nuclear-weapon states will support nonproliferation efforts.
