Abstract:
On 2 May 2011, U.S. special forces killed Osama bin Laden, the leader of al-Qaeda, during a raid in the Pakistani town of Abbottabad. From 1988 onwards he led the first truly transnational, if not global, terrorist organisation aimed at establishing and leading a worldwide coalition of likeminded radicals in their quest for an Islamic Caliphate. The elimination of bin Laden is bound to seriously weaken this atomised terrorist outfit, which relies on the ingenuity of its senior operatives to plan and prepare sporadic, but designed to prove spectacular, terrorist attacks in different parts of the globe.

Abstract:
It is time to reconsider U.S. policy in Colombia, including adding a peace agenda to our strategy. Following problematic and inconclusive results of more than a decade of support known as Plan Colombia, which is largely directed to the Colombian military, the Obama administration should retool U.S. policy. Adding support for a peace process offers specific policy benefits , including: protecting civilian populations by reducing violations of human rights and humanitarian law; strengthening democratic practice and creating consensus on a post-conflict Colombia; improving relations between Colombia and its neighbors; creating clearer policy channels for other U.S. priorities, including free trade and efforts to control the illicit narcotics trade; and renewing respect for American leadership in the region.

33. Extending the U.S. Military Role in Iraq

Abstract:
The Status of Forces Agreement (SOFA), signed in 2008 by outgoing President George W. Bush and Iraqi Prime Minister Nouri al-Maliki, requires the U.S. military to completely withdraw from Iraq no later than December 31, 2011. However, Iraq is failing to maintain internal security, continues to experience serious external defense deficiencies, and has unresolved political disagreements that could threaten stability. The national security interests of the United States and Iraq require extending the SOFA and retaining a smaller but still substantial U.S. military footprint in Iraq. The U.S. has signaled its willingness to extend its presence if requested by Iraq. Although Iraq's leaders increasingly recognize the necessity of extending the Status of Forces Agreement to permit U.S. military involvement beyond 2011, political obstacles have precluded them from initiating a domestic debate on extending the SOFA. As a result, it is necessary for the United States to take on a proactive and leading role when engaging with Iraq's leaders, and to communicate the importance and value of a new security agreement.

34. Al Qaeda's Religious Justification of Nuclear Terrorism

Abstract:
When legendary jihadist Abdullah Azzam was assassinated under mysterious circumstances in November 1989, suspects in his murder included Osama bin Laden and Egyptian Islamic Jihad (EIJ) leader Ayman al-Zawahiri. After the Soviets were expelled from Afghanistan, Azzam sought to shift jihad to his homeland, Palestine. Zawahiri sought to focus the jihad on Egypt and the other secular Muslim states, in hopes of restoring the caliphate, the rule of Islamic clerics, which had ended after the dissolution of the Ottoman Empire in 1924. After Islamic rule had been re-established in the Islamic world, Zawahiri wrote, “then history would make a new turn, God willing, in the opposite direction against the empire of the United States and the world's Jewish government.”

35. Renewed Conflict in Sudan

Abstract:
Sudan faces the prospect of renewed violence between north and south over the next twelve to eighteen months. Under the terms of the 2005 Comprehensive Peace Agreement (CPA) that ended Sudan's bloody civil war, which claimed two million lives and displaced four million more, a referendum in southern Sudan must be held by January 2011 to determine whether it remains united with the north or secedes from it. Given that popular sentiment in the south overwhelmingly favors secession, two basic scenarios are conceivable: the south secedes peacefully through a credible referendum process, or the CPA collapses and the south fights for independence. There is no scenario in which the south remains peacefully united with the north beyond 2011. Further complicating prospects for averting renewed violence are the ongoing conflict in Darfur and potential conflicts in other marginalized areas of the north. The violent secession of the south would hinder efforts to resolve these conflicts, as well as increase the prospect for greater internecine fighting among historic rivals in the south. The resulting significant loss of life and widespread political unrest would threaten regional stability and challenge U.S. interests in Africa.

36. LRA: A Regional Strategy beyond Killing Kony

The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

37. An Arms Control Process for the Middle East

Arms transfer to the Middle East are not the sole cause of the regional problems. In fact the acquisition of arms has been the product of the unresolved political settlement of the Arab-Israeli conflict as well as other conflicts in the region. Over the past five decades there have been a number of arms control proposals and attempts for the Middle east. One main weakness of these proposals was that they were not integrated into a political process. The continued Arab-Israeli conflict made it practically impossible to formulate and implement formal arms control agreements, resulting in a failure from the beginning. Therefore, in any move towards arms control and regional security in the region, the linkage between both conventional and non-conventional weapons and the ongoing peace process must be made. A peaceful solution to the Arab –Israeli conflict should proceed alongside any arms control negotiations, specially in the establishment of a Weapons of Mass destruction Free Zone (WMDFZ) in the region. It is quite evident that peace cannot be achieved while still being threatened by a weapons of mass destruction capability of a neighboring country, nor can a WMDFZ be achieved without the context of a comprehensive Israeli-Palestinian peace settlement. This has been recognized by the Obama administration as being a “vital national security interest of the United States”. The position of many countries in the region is that they find it difficult to enter serious arms control negotiations until some form of regional peace is fully established. This stems from their perception that nations in the region still consider military force as the only viable source to achieve their policy objectives. The danger from this underlying reasoning, if perceived as the only alternative to preserving a regional security balance, is that it could give rise to an uncontrollable arms race and to a parallel proliferation of weapons of mass destruction. Any massive rearmament will surely create an unrestricted arms race in the Middle East which will automatically be accompanied by the proliferation of weapons of mass destruction. The fear is that the proliferation of weapons of mass destruction could give rise to states announcing a so-called “in-kind” deterrence or “the right to retaliate in kind”. Unless controlled this arms race will give rise to another military conflict with catastrophic human and environmental consequences.

38. A Third Lebanon War: CPA Contingency Planning

Abstract:
Lebanon has been a flashpoint for Arab-Israeli violence and military confrontations since the mid1970s. Its political system is weak and outside parties continue to vie for political advantage as part of a larger regional conflict. In particular, Syria and Iran provide support for the militant Islamist group Hezbollah as a strategic asset to pressure Israel. Hezbollah now controls most of southern Lebanon, while its political wing has developed a strong presence in the Lebanese parliament. In July and August 2006, Israel and Hezbollah fought what became known as the “Second Lebanon War,” which killed and displaced many thousand s of people and destroyed much of Lebanon's infrastructure. Since then Hezbollah has steadily rearmed in contravention of UN Security Council Resolution 1701, which requires, inter alia, “the disarmament of all armed groups in Lebanon, so that, pursuant to the Lebanese cabinet decision of July 27, 2006, there will be no weapons or authority in Lebanon other than that of the Lebanese state” and “no sales or supply of arms and related materiel to Lebanon except as authorized by its government.” Hezbollah's arsenal is more potent in quantity and quality today than it was in 2006. Although the border area between Israel and Lebanon is quieter than at any time in the previous decade, speculation that a third Lebanon war will occur in the next twelve to eighteen months has been steadily rising. Israel could decide the security threat posed by Hezbollah has reached intolerable levels and take preemptive military action. Hezbollah, while outwardly showing no interest in confronting Israel at this time, may for various reasons choose or be pressured by Iran to flex its new military capabilities. As happened in 2006, even small-scale military engagements with limited objectives can escalate into a major conflict. Whatever the precipitating reasons, a new conflict over Lebanon would have significant implications for U.S. policy and interests in the region.

39. Transforming the Quartet principles: Hamas and the Peace Process

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

Abstract:
The six Federally Administered Tribal Areas (FATA) along Pakistan's western border have long been seen as a hub for militants, some with sympathies to the Taliban and al-Qaeda. The region has increasingly come to the world's attention as a recruitment and training base for groups responsible for attacks on Pakistani soil and as a launch pad for attacks on US troops and their allies in Afghanistan. Even though the various groups comprising the Pakistani Taliban have been around for a number of years, it was only in December 2007 that they formally established themselves as a united force.
