Abstract:
Seven and a half years after 9/11, the global community faces a resilient and dangerous al- Qa'ida. Despite immense efforts to understand al-Qa'ida, informed analysts disagree widely over its actual strength. Some consider the group a visceral and literal threat to Western civilization. Others proclaim the organization is irrelevant given the isolation of its senior leaders in Pakistan's Federally Administered Tribal Areas (FATA). Finally, some point to al-Qa'ida's failure to prosecute meaningful attacks in the United States since 9/11, and the absence of successful large attacks in the West since the London bombings in 2005, as evidence of the organization's decline.

Abstract:
The challenges to peace and stability in Afghanistan spiked in 2008. The Taliban resurgence that began in 2006 continued to gain strength, with militants now capable of exerting influence over wide swaths of the countryside. Roadside bombs, assassinations, and carefully coordinated attacks on government and military targets have become common place. In the face of this rising violence, increased attention has been paid on how to resurrect positive momentum in a war and nation-building effort that has played second fiddle to Iraq for the last five years. Strategy reviews have been initiated, additional troops called for, and for the first time high level U.S. officials are talking openly about engaging in dialogue with the Taliban. While many believe that rethinking the existing strategy in Afghanistan is necessary, mere mention of talking to the Taliban has engendered heated debate. For some, it is a black and white issue, guided by principles of right and wrong. For others, the issue is grey, rooted in practicality. In the end, however, it is one that needs to be addressed in the context of a larger strategy. Overall, it is critical to view the concept of negotiating with the Taliban as one strategic element among others that has the potential to improve the chances for success in Afghanistan.

Abstract:
After the september 11 attacks, the Bush administration's foreign policy toward Somalia focused primarily on counterterrorism. This focus was a result of Somalia's proximity to the Middle East, U.S. concern that al-Qa'ida might relocate to the country, a history of terrorist bombings targeting Western interests in nearby Kenya and Tanzania and early contact between al-Qa'ida and individuals in Somalia. Although ties exist between al-Qa'ida and Somalia's al-Shabab militant group, the overwhelming objective of U.S. policy in Somalia should not be confronting international terrorist activity. Instead, the United States should contribute to creating a moderate government of national unity in Somalia, which offers the best hope of minimizing Somali links to international terrorism. Long-term U.S. interests in the Horn of Africa will not be served by a policy that is consumed with military action to the detriment of supporting economic development and a broad based Somali government.

Abstract:
The extremist environment in the Philippines continues to improve. The main organizations that have traditionally been at the forefront of national security concern are either exhibiting a continued readiness to engage in negotiations with the government in Manila or are variously suffering from battlefield losses, criminalization or reductions in popular support. Although there has been an increase in kidnappings by the Abu Sayyaf Group (ASG), this is actually a sign of the group's weakness and declining capabilities. Moreover, the United States and Australia remain committed to underwriting assistance packages to the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), both of which continue to make steady advances in the struggle against violent extremism.

Abstract:
In a video aired on ABC News in June 2007, Afghan Taliban commander Mansour Dadullah is shown speaking to a group of around 300 masked men. The men are presented as “suicide bombers” about to go on missions in Western countries, in particular to the United States, Canada, the United Kingdom and Germany. The video created considerable media attention, but was soon dismissed as “jihadist bravado” rather than representing a genuine threat. Two years after it was aired, the Afghan Taliban have yet to put Dadullah's words into action.

THE ORGANIZATIONAL STRENGTH, military strategy and leadership quality of the Taliban in Pakistan's tribal territories has qualitatively improved during the last few years. At the time of the U.S.-led military campaign in Afghanistan in late 2001, allies and sympathizers of the Taliban in Pakistan were not identified as “Taliban” themselves. That reality is now a distant memory. Today, Pakistan's indigenous Taliban are an effective fighting force and are engaging the Pakistani military on one side and NATO forces on the other.

THE NEXT PRESIDENT will inherit from the current administration a dysfunctional counter-terrorism apparatus. The U.S. military has been stretched thin by the wars in Iraq and Afghanistan, the intelligence community has been discredited by the lack of weapons of mass destruction in Iraq and the ongoing failed hunt for Usama bin Ladin, and the Department of Homeland Security has so many missions and so many disparate agencies that it is ineffective. An even more challenging task will be to restore to the United States credibility in the world and to reduce the number of people who bear us ill will.

SEVEN YEARS AFTER the 9/11 attacks, there is good news and bad news. First, the good news: al-Qa`ida has not been able to attack again inside the United States. No one could have possibly predicted this on September 12, 2001, when we looked and felt so vulnerable. In the past seven years, al-Qa`ida has been able to strike the non-Islamic West in only two cities, London and Madrid. Both of these attacks were conducted by local cells with varying levels of connectivity to the central or strategic hub of al-Qa`ida. No matter how you spin it, and even if they attack again on the day this article is published, this is not an impressive record for an organization that looked so powerful on 9/11. It is important to recognize our success in mitigating al-Qa`ida's impact on the world—even in the midst of several years of bad news coming out of Iraq and Afghanistan.

Abstract:
More than one-third of the remaining 255 detainees at the U.S. detention facility in Guantanamo Bay are Yemenis, representing the single largest national contingent. Since the detention facility opened in early 2002, Yemenis have consistently comprised a sizeable percentage of the population. Other countries, most notably Saudi Arabia, have successfully repatriated many of their nationals, but Yemen has been unable to convince the United States to release detainees into its custody. There is even widespread speculation in both the United States and Yemen that the Yemeni government does not actually want the detainees back and is content to let them remain in U.S. custody. The Yemeni government, however, maintains in private its stated, public goal to return the detainees to Yemen, charge those it has evidence against and release the rest. For the United States, this has been insufficient, and it has repeatedly sought assurances from the Yemeni government that it will set standardized restrictions before any individuals are released. Part of this hesitation stems from security concerns about what would happen to the detainees once they are returned to Yemen.
