531. Women, Gender, and Terrorism Policies and Programming

Abstract:
In recent years, policymakers and international actors have begun to recognize the important role of women and women’s organizations in preventing and countering violent extremism (P/CVE). In October 2015, the UN Security Council adopted Resolution 2242, which linked the women, peace and security (WPS) and the P/CVE agendas and called for synergies between efforts aimed at countering violent extremism and those furthering the WPS agenda. In 2016, the US government incorporated P/CVE in its National Action Plan on Women, Peace and Security. The idea that women can be powerful allies in the fight against violent extremism is based primarily on two interrelated observations. First, women often function at the heart of their communities and are thus best placed to recognize early warning signs of radicalization. Effective P/CVE programs will capitalize on this. Second, a community that hopes to address extremism effectively must include the broadest possible range of perspectives in its programming. Because society, economies, and war affect them in gender-specific ways, women bring different perspectives to discussions and plans affecting security. That said, women-centric P/CVE programming is in its infancy. An initial review of these programs points to five main problems, which are explored in this policy brief.

Islam: An American Religion demonstrates how Islam as formed in the United States has become an American religion in a double sense—first through the strategies of recognition adopted by Muslims and second through the performance of Islam as a faith. Nadia Marzouki investigates how Islam has become so contentious in American politics. Focusing on the period from 2008 to 2013, she revisits the uproar over the construction of mosques, legal disputes around the prohibition of Islamic law, and the overseas promotion of religious freedom. She argues that public controversies over Islam in the United States primarily reflect the American public's profound divisions and ambivalence toward freedom of speech and the legitimacy of liberal secular democracy.

As OPEC has loosened its grip over the past ten years, the oil market has been rocked by wild price swings, the likes of which haven't been seen for eight decades. Crafting an engrossing journey from the gushing Pennsylvania oil fields of the 1860s to today's fraught and fractious Middle East, Crude Volatility explains how past periods of stability and volatility in oil prices help us understand the new boom-bust era. Oil's notorious volatility has always been considered a scourge afflicting not only the oil industry but also the broader economy and geopolitical landscape; Robert McNally makes sense of how oil became so central to our world and why it is subject to such extreme price fluctuations. Tracing a history marked by conflict, intrigue, and extreme uncertainty, McNally shows how—even from the oil industry's first years—wild and harmful price volatility prompted industry leaders and officials to undertake extraordinary efforts to stabilize oil prices by controlling production. Herculean market interventions—first, by Rockefeller's Standard Oil, then, by U.S. state regulators in partnership with major international oil companies, and, finally, by OPEC—succeeded to varying degrees in taming the beast. n this talk, I will revisit a question that Joe has asked in his work over the last twenty-five years: “Is the American century over?” Joe has given this question a consistently negative answer, and has recently, in a book with this title, extended his expected time frame for the American century to 2041. Before reaching this conclusion, Joe directly addressed the question that seems central to me: Will its internal cultural and political divisions decisively weaken the United States in world politics? He pointed out that “culture wars could adversely affect American power if citizens become so distracted or divided by domestic battles over social and cultural issues that the United States loses the capacity to act collectively in foreign policy” (ACO: 73). But in his answer he claimed that “past culture battles over slavery, prohibition, McCarthyism, and civil rights were more serious than any of today’s issues” (ibid). He did not expect disruption of American power as a result of internal social divisions.

Abstract:
African immigrants, one of the fastest-growing immigrant populations in the United States (U.S.), face many unique challenges. Since December 2013, the Ebola Virus Disease (EVD) has been claiming lives and altering the societies of origin of West and Central African immigrants. Using the PEN-3 cultural model, a thematic analysis of mainstream U.S. news media was conducted to assess the socio-cultural factors influencing EVD-related stigma experienced by African immigrants. Results of this analysis revealed the perceptions and enabling/nurturing factors that exacerbated or prevented EVD-related stigma. Future interventions designed to address stigma experienced by African immigrants should include EVD-related stigma.

Abstract:
This article explores the migration experiences of Zimbabwean immigrant women living in the Greater Cincinnati, Ohio area. It argues that despite the increased population of women migrating, sometimes alone, in search of a better lifestyle, their unique experiences have remained invisible in studies on migration. The study followed a participatory research approach and used a photovoice method for data collection. Over a period of seven months, participants took photographs that vividly captured their experiences. Implications from the findings and the nature of the photovoice as a participatory approach for future research with Zimbabwean immigrant women are presented.

538. Elite Cues or Social Cues? The Formation of Public Opinion on Foreign Policy

Abstract:
In July 2014, a wave of violence erupted in the Middle East, as Israel responded to a barrage of rockets from Gaza by launching airstrikes, and eventually, a ground incursion intent on degrading Hamas’s military capabilities. In Washington, both Democrats and Republicans firmly sided with Israel: the Senate passed a unanimous resolution blaming Hamas for the conflict, and both prominent Democrats and Republicans gave staunch defenses of Israel’s right to defend itself. Although both Democrats and Republicans in Washington were united in their support for Israel, a series of polls conducted at the time found that Democrats and Republicans in the public were not aligned with them: in a Pew poll, for example, 60 percent of Republicans blamed Hamas for the violence, while Democrats were more evenly split, with 29 percent blaming Hamas and 26 percent blaming Israel. A Gallup poll detected a similar pattern: 65 percent of Republicans thought Israel’s actions were justified, but Democrats were more divided, as 31 percent backed the Israeli response, and 47 percent called it unjustified.

539. Now That TPP Is off the Table, What's Next for NAFTA?

After President Trump withdrew the United States from the Trans-Pacific Partnership (TPP) trade agreement earlier this year, it seemed that NAFTA was next in his crosshairs. But soon President Trump is expected to take a measured approach to the issue of trade and step away—at least temporarily—from his threats to dismantle the North American Free Trade Agreement (NAFTA) by signing an executive order calling for a comprehensive study of US trade imbalances. The Trump worldview has consistently blamed foreign trade deficits, especially those with China, for job losses here at home. He has wanted to take down NAFTA to purportedly save American jobs, calling it “the single worst trade deal ever approved in this country.”Much like healthcare, trade networks are complicated, and not all agreements have the same goals. It’s instructive to take a closer look at both TPP and NAFTA, two very different trade agreements, to evaluate how a more protectionist stance might play out. Heavily promoted by the Obama administration, TPP would have allowed the United States to form a trade consortium with eleven Pacific Rim nations (representing 40 percent of the world’s GDP) to secure market access and protections for certain US industries. More than this, the political reason to join TPP was to provide a US-led counterweight to China’s growing dominance in the region’s economy.

540. Hard Times for Soft Power: A Q&A with Joseph Nye

Last December, the Weatherhead Center recognized the upcoming retirement of University Distinguished Service Professor Joseph S. Nye, Jr. by dedicating the 2016 Manshel Lecture on American Foreign Policy to him. One of the most influential foreign affairs scholars of our time, Nye served as Center director from 1989 to 1992—though his roots at the Center trace back to its infancy in 1961, when he was a research assistant to Director Robert Bowie. Nye's accomplishments run deep. He began his distinguished career as a Harvard faculty member at the Kennedy School of Government in 1964, and became the school's dean in 1995. He held security appointments in both the Carter and Clinton administrations, and his thought leadership has influenced heads of state and policy makers around the world. He is perhaps best known for coining the term “soft power,” which describes the ability of states or institutions to attract and persuade others through noncoercive means. The Weatherhead Center sat down with Nye to discuss the fate of soft power in the context of current US foreign affairs—and also asked him to share his memories of early days at the CFIA.
