31. Contextualizing Conceptions of Corruption: Challenges for the International Anti-corruption Campaign

Abstract:
While in an initial legal and academic anti-corruption wave corruption itself was at the center of analysis, research is now increasingly focused on anti-corruption discourse and praxis. The latter analyses have generated numerous criticisms of anti-corruption activities and anti-corruption research, and these are presented in this literature review. These criticisms range from the anti-corruption norm's legitimacy deficit, to the difficulty of defining and measuring corruption, to the discourse's depoliticization through its technicalization. The anti-corruption movement faces particular difficulties with respect to the tension between the universality of the anti-corruption norm and its simultaneous contextualization for specific and local application. This tension is especially important because it touches upon the central issues of the respective political communities, such as the division of the private from the public, which differ from one cultural context to another. The contextualization of anti-corruption concepts has to be enabled in various areas: first, with respect to the culturally shaped conception of the division between the public and the private; second, with respect to local understandings of corruption, that is, what is actually meant when talking about “corruption”; and third, with respect to the low socioeconomic development levels in some countries, which do not permit the absence of corruption (evading a zero-tolerance rhetoric).

The growing use of dialogue processes to address emerging crises worldwide and to find consensus among stakeholders on a particular complex economic, social or political issue has been accompanied by the need and demand for better evaluation methodologies to: 1. Measure the impact of dialogue interventions (intended and unintended consequences), 2. Better understand when and how dialogues should be used and how they can be designed and conducted for maximum impact, 3. Convince external and internal actors to participate in, or support such intervention, and 4. Help build the field of dialogue by identifying good practices, systematizing lessons learned and finding common elements for comparative studies.

As election observation activity has grown and the number of organizations involved has proliferated, several critical challenges have emerged. Foremost is the need for greater coordination and standards of professionalism among election observation organizations. To this end, The Carter Center, the United Nations Electoral Assistance Division (UNEAD), and the National Democratic Institute for International Affairs (NDI), launched a collaborative project to build consensus on best practices in this field.

Abstract:
The Iraq crisis has been a stress test for the transatlantic partners.1 It is the latest in a series that at once has been revealing and redefining their relationship since the Cold War's end. The first Gulf War, Bosnia, and Kosovo: each measured the ability of Americans and Europeans to continue working effectively together. Each highlighted distinctive habits of national mind and action obscured by the exigencies of the Cold War. Each raised pointed questions about the pattern of interaction between the United States and its major allies. Each provided insights into the capabilities, limitations, and internal strains of multilateral organizations: NATO, the European Union, and the United Nations. Each altered attitudes and images in ways that affected how the next crisis was handled.

Every year the lives of millions of people are devastated by natural disasters, conflict and other humanitarian emergencies. 2005 has seen particularly extreme humanitarian emergencies including the tsunami, the Sahel food crisis, and hurricanes Katrina and Stan. Tackling these crises requires a range of actions including immediate humanitarian assistance and long-term development. This short paper focuses on one concrete way in which the global humanitarian response could be improved to help prevent avoidable suffering and death — the upgrading of the existing UN Central Emergency Revolving Fund (CERF) to a new Central Emergency Response Fund.

Capotori, offered a formulation of a definition of minorities in 1979: a minority must be a "non-dominant" group; its members must possess "ethnic, religious or linguistic characteristics differing from those of the rest of the population", and they must also show, if only implicitly, a sense of solidarity, directed towards preserving their culture, traditions, religion or language".

Abstract:
The crisis on Iraq has challenged key features of international relations. The United States and Britain intervened in Iraq without the specific support of the United Nations, avoiding a second resolution in February 2003 precisely because they feared coercive action would be vetoed. The UN has taken a serious blow and the parameters of international law on self-defence and the use of force are being redefined by US and British actions. The crisis has also left the transatlantic relationship in tatters, with the appearance of serious divisions in Europe and inside the European Union. France, Germany and Russia coordinated their positions against coercive actions within the UN Security Council, adopting a number of joint declarations in 2003 on how to strengthen the inspection regime. With all this, the very notion of the West as it existed in the Cold War seems under question.

38. CÔTE D'IVOIRE: "The War Is Not Yet Over"

"The war is not yet over", an ICG mission to Côte d'Ivoire repeatedly heard in November 2003. There are ominous signs that the Côte d'Ivoire peace process initiated in January 2003 has broken down. If the country goes back to war, it could well take all West Africa with it, endangering even recent progress in Sierra Leone and Liberia. The UN Security Council needs to take a leading role in the peace process, initially by upgrading its current presence to a full peacekeeping mission. This could include subsuming some 1,400 West African troops under the umbrella of an expanded operation. The UN should also step up cooperation between its ongoing peace operation in Liberia and its Ivorian peace mission, MINUCI.

Warring parties and international aid providers in Sudan have an historic opportunity to bring to an end what is perhaps the most extreme and long-running example in the world of using access to humanitarian aid as an instrument of war. A mid- December meeting between the UN and Sudan's warring parties – the Technical Committee for Humanitarian Assistance (TCHA) – provides an unparalleled vehicle to build on recent short-term agreements and to once and for all remove the institutional barriers to unimpeded access for humanitarian agencies. Such an opportunity may not arise again, so it is imperative that mediators, the UN Security Council, and interested governments provide concentrated and immediate support for this objective.
