11. The Political Economy of UN Peacekeeping: Incentivizing Effective Participation

Abstract:
The United Nations (UN) has a unique set of mechanisms for financing its peacekeeping operations, and it can draw on significant funding for this purpose: total authorized expenditure for the 2013-2014 budget year was $7.54 billion. These resources allow the UN to employ civilian peacekeepers, enter into commercial contracts for its peacekeeping missions, and shape the financial incentives of states deciding whether and how to participate in a UN peacekeeping operation. Ideally, UN peacekeeping financing mechanisms should incentivize timely state contributions of highly effective peacekeeping units willing to make full use of their capabilities.

First is the emergence of sustained economic success in the developing world (mostly in Asia, but increasingly also in Africa and, in a less spectacular way, Latin America) amid compelling, continuing need among the world's poor. Second, the slow-moving, serious financial and economic crisis of the industrialized world since 2008 has reordered priorities in many of their capitals toward domestic spending and away from costly international projects.

UN Secretary - General Ban Ki - moon invited business leaders to bring to the Climate Summit the bold actions they are undertaking to address climate change. These public – private initiatives are touted to be a key outcome of the summit – especially given that few governments will be in a position to make major new commitments. The hope is that they will inject some positive momentum into the global talks by showing that business is already ' getting on with it ' and leading the way.

In an increasingly interconnected world multilateral cooperation becomes more important as countries are forced to work together to address new global challenges. Traditionally, multilateral fora have provided a stage for small countries to exercise influence and act internationally. The authors argue that small countries have a set of assets at their disposal compared to larger countries that give them a comparative advantage in a multilateral world order. To make that argument, the paper highlights a number of examples based on the authors' first-hand experience from the Danish Foreign Service and the United Nations and summarises the toolbox of small countries that seek to pursue political influence in multilateral organizations.

Abstract:
Member States of the United Nations unanimously endorsed the Millennium Declaration on September 8, 2000. One of its provisions resolved "to encourage the pharmaceutical industry to make essential drugs more widely available and affordable to those who need them in developing countries." Then, in late September, the UN established the Millennium Development Goals (MDGs), drawing its authorization from the original Declaration. There are eight goals that address a variety of global issues, including education, poverty, environment, and health. The Goals were set to be achieved by 2015, with indicators applied to measure progress. For example, to measure poverty reduction, the number of people living under $1.25 per day is tracked. To measure progress in reaching universal education, primary school enrollment is tracked.

It is widely recognized that many states parties to an arms trade treaty (ATT) will need assistance to fulfil their treaty obligations. The issue of international assistance has been consistently raised by United Nations member states throughout the UN process of negotiating an ATT.For example, states will need assistance to establish and strengthen their legislative and administrative frameworks as well as their licensing and enforcement capacities in order to enable them to exert greater control over international transfers of conventional arms. The creation of an ATT will require the expansion of existing assistance programmes as well as the development of new approaches and efforts specifically designed to assist states with treaty implementation. For example, the European Union (EU) already provides funds for technical and material assistance for states to develop or strengthen transfer control systems and is willing to expand these activities to help states implement an ATT. International assistance has been promoted as one of the positive outcomes for states parties to an ATT that are neither major exporters nor importers of conventional arms.
