Anniversaries are a typical time to take stock and think about change. The United Nations (UN) roller coaster ride has been severe in the post-Cold War era – from the euphoria surrounding Security Council decision-making to use military force against Iraq in 1990-1991 when "renaissance" was the common multilateral refrain, to the current morass after severe divisions over the decision by the United States (U.S.) and United Kingdom (UK) to go to war in Iraq in 2003 with a return to the "dark ages" of unilateralism.

Abstract:
In this working paper, Kristin Marie Haugevik seeks to analyse the nature of the changes in Britain's approach to the European Security and Defence Policy (ESDP) after 1998. Ever since the beginning of the European integration process in 1951, Britain's approach to European security and defence cooperation has been characterized by anti-federalism and transatlanticism. Hence, it was unexpected when Tony Blair, together with Jacques Chirac, took the initiative to frame a common security and defence policy for the EU in Saint Malo in 1998. This paper discusses to what extent Britain's new approach to the ESDP after 1998 can be explained as the result of a strategic adaptation, and to what extent it can be seen as a result of more profound changes in the British identity and security interests. These two accounts are tested by analysing Britain's approach to some of the most important ESDP documents since 1998: the Saint Malo declaration, the Laeken declaration, the Nice Treaty, the European Security Strategy, and the Constitution Treaty.

The following is a preview of a forthcoming Washington Institute monograph focusing on U.S., British, and German counterterrorism efforts from September 11 to the London bombings, written by former Institute Soref fellow Michael Jacobson. Current Soref fellow Emily Hunt offers excerpts from Mr. Jacobson's timely book, along with commentary of her own. The London bombings served as an unpleasant reminder that Britain remains a primary target of the global Islamist terrorist movement. Michael Jacobson's forthcoming book on legal and law enforcement changes in the United States and Europe is particularly pertinent in light of such attacks. The following excerpts from his analysis challenge popular misperceptions about U.S. and European approaches to counterterrorism and highlight their common ground. They also shed light on the way in which the "security vs. civil liberties" debate is playing out on both sides of the Atlantic.

On September 11, retired Israeli maj. gen. Doron Almog declined to disembark from an arriving Israel El Al airliner at London's Heathrow airport and flew back to Israel, thereby avoiding British police waiting with a warrant for his arrest. The warrant, instigated in part by pro-Palestinian groups, alleged that Almog had committed war crimes while head of the Israel Defense Forces (IDF) Southern Command operating in the Gaza Strip in 2002. The airport incident has serious implications, the full extent of which will only become clear in time, for visitors to Britain from Israel and possibly America (due to U.S. involvement in Afghanistan and Iraq). Israelis, Americans, and, indeed, British citizens could be vulnerable when visiting other countries as well. London's role in the Middle East peace process could also be constrained.

Russian media reported on October 5 that President Vladimir Putin and Prime Minister Tony Blair, who held talks that day and signed a joint statement on combating terrorism, discussed the issue of Akhmed Zakaev, the Chechen separatist envoy who received political asylum in the United Kingdom in December 2003. State Duma International Affairs Committee Chairman Konstantin Kosachev, who was present at the meeting, said that Blair showed "understanding" on the issue. "The British prime minister made clear that he is in favor of changing and strengthening current British legislation to allow more specific and decisive action to be taken against people suspected of links to terrorism," Kosachev said in remarks carried by Ren-TV.

As the edition of the UK Department for International Development "Understanding and Supporting Security Sector Reform" puts it: "[...] in broad terms the security sector comprises all those responsible for protecting the state and communities within it." Accordingly, police, justice, public and nongovernmental organizations and human rights protection institutions can also be included in the security actors' list.

The Mozambique Security Network Symposium was held in Maputo on 30 June-1 July 2003. The meeting gathered approximately sixty participants from government, regional and sub-regional organisations and civil society. The event was made possible through the support of the UK Government's African Conflict Prevention Pool and was facilitated by the Global Facilitation Network for Security Sector Reform (GFN-SSR), a project funded by the United Kingdom that seeks to unite all actors and agencies in this field of study. Through the generous support of the United Nations Foundation, a number of representatives from Latin American countries also attended the meeting to draw on lessons learned and shared experiences from another southern region.

This week, the United States and United Kingdom are circulating a draft resolution in the UN Security Council proposing a package of new measures intended to "re-energize" sanctions against Iraq. They hope to bring the resolution to a vote before the next six-month phase of the "oil for food" program begins on June 4. This revamped sanctions regime will lift restrictions on civilian trade, while retaining both international control over Iraq's oil income through the UN escrow account, and a ban on the import of arms and dual-use items critical to the production of weapons of mass destruction (WMD).

A review of current and forthcoming developments in the European defense industry (which here means mainly Britain, France, Germany, and Italy) would lead, I believe, to some fairly clear conclusions. The relationship between sectoral and national (including regional) economic development is changing profoundly. This is above all because the defense industry currently represents a major and extremely significant instance of globalization. However, this is not the kind of globalization described in many summaries.
