11. Accounting for the politics of language in the sociology of IR

Abstract:
With its 2009 report on the state of the discipline of International Relations (IR), the Teaching, Research, and International Policy (TRIP) Project of the Institute for the Theory and Practice of International Relations aimed to tackle directly Ole Wæver's claim that IR 'is and has been an American social science' (Wæver 1998: 687). Driven by the question of whether or not one could see national variations in the way scholars think about the discipline, and if one could agree on the existence of a single IR discipline, the TRIP project engaged in an ambitious ten-country survey about 'the state of the discipline' (Jordan et al. 2009). The choice of the ten countries surveyed then (Australia, Canada, Ireland, Israel, Hong Kong, New Zealand, Singapore, South Africa, United Kingdom, and the United States) reflects an obvious yet unmentioned selection criteria: these countries use English as the main language of scientific communication. If no consensus could be reached as to whether IR was an American discipline per se, there could at least be an implicit consensus that to be considered and acknowledged — and thus evaluated, measured, and assessed — the discipline(s) of IR had to be Anglophone by definition. This presumption also underpinned Stephen Walt's recent commentary on the persistent dominance of Anglo-Saxon scholarship in IR. 'I'm still struck', he admitted, 'by the relative dearth of “big thinking” on global affairs from people outside the trans-Atlantic axis, including continental Europe. And by “big thinking” I mean ideas and arguments that immediately trigger debates that cross national boundaries, and become key elements in a global conversation' (Walt 2011).

To an outside observer, Europe acts as a bloc with all 27 member states discussing issues and unanimously making decisions on foreign policy. But behind the scenes lies a tacit agreement that the largest member states with the most resources take the lead. Three of those states are in a category of their own: France, Germany, and the United Kingdom.

Abstract:
British International Relations (IR) theory is distinguished by a concern with institutions and norms, and by an emphasis on history, philosophy, and law rather than the formal methods of the social sciences; in both respects, but especially the latter, it differs from American IR theory. The origins of British IR theory are traced, and the importance of the 'English School' (ES) is stressed, partly because of the work it stimulates, but also because of its role as a brand which helps to establish the independence of British IR from the otherwise dominant American profession. Along with ES scholarship (pluralist and solidarist), political theory and IR, and critical theory, including critical security studies, are the major areas where contemporary IR theory in Britain is located. This is likely to persist, but the generally critical approach taken to social scientific theorizing may be changing, with the increasing importance of historical sociology and critical realist work. It may also be the case that the privileged status of IR theory in British IR may be under challenge.

14. Beyond Convergence versus Path Dependence: The Internationalization of Industrial Relations at Ford Germany and Britain (1967–1985)

Abstract:
For a long time scholars of industrial relations tended to associate notions of internationalization with the debate about the cross-border convergence of industrial relations systems. Convergence versus path dependence was thus a key controversy in industrial relations studies for decades. This debate was mirrored in multinational companies when their attempts to “export” industrial relations practices to foreign subsidiaries encountered host country influences that constrained such attempts. In recent years many scholars shown the need for a wider and more complex analysis of internationalization processes that goes beyond the convergence/path dependence dichotomy. Building on this development, the paper presents a historical case study of the impact of cross-border subsidiary integration on industrial relations at Ford Germany and Ford UK between 1967 and 1985. I argue that convergence and path dependence need to be combined with a third “differential internationalization” approach that reflects the country-specific gradual change that emerges from subsidiary integration. The paper concludes by reflecting on the implications of the case study for contemporary internationalization debates.

Abstract:
The development of local security and justice sectors in developing, fragile and conflict-affected states has for a long time been an important strand in the UK’s approach to delivering its national security and development objectives. The 2009 White Paper on international development committed DFID to placing considerably greater emphasis on promoting security and access to justice in developing states. The Ministry of Defence’s Green Paper is likely to place greater emphasis on soft power, including security cooperation activities. In some countries, the UK has poured bilateral resources into this domain, from the training of Afghan military and police to the reform of the Sierra Leone security sector and the strengthening of various African militaries and police forces.

16. Rebranding Russia: Norms, Politics and Power

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.

17. Transforming to Effects-Based Operations: Lessons from the United Kingdom Experience

Abstract:
The author examines the extent to which the United Kingdom (UK) has transitioned to effects-based operations to ascertain: (1) Areas where the U.S. Army could draw lessons from UK policies; (2) Areas where the U.S. Army and the British Ministry of Defence could develop integrated or complementary approaches and doctrines towards transformation for future alliance/coalition operations; and (3) Implications for the U.S. Army for working with the UK. This monograph is subdivided into four parts. Section 1 is a review of the evolution of British defence policy since the end of the Cold War and evaluates the degree to which it has adopted an effects based approach. Section 2 examines the British operational experience since the end of the Cold War including an analysis of the lessons learned and its experiences of working with allies. Section 3 analyses the UK's capability development through its doctrine and acquisition strategies. Section 4 evaluates the implications of these findings for the U.S. Army and makes 17 main recommendations.

18. Making Sense of Climate Change, Natural Disasters, and Displacement: A Work in Progress

There has been a lot of talk lately about climate change and displacement. Predictions have been made that millions of people – perhaps a billion people – will be displaced because of climate change in the coming years The terms being used for those displaced by environmental factors vary. Some scholars and policy-makers refer to 'environmental refugees' which is in turn criticized by others (particularly by those coming from a refugee background.) Anke Strauss of the International Organization for Migration predicts that by 2010 – 3 years from now – we'll see an additional 50 million 'environmental migrants' which she defines as “persons or groups of persons who, because of sudden or progressive changes in the environment affecting adversely their livelihoods, have to move from their habitual homes to temporary or durable new homes, either within their country or abroad.” The 2006 Stern Review by the UK government refers to permanently displaced “climate refugees” while the Intergovernmental Panel on Climate Change refers to “climate change refugees” or just “refugees.” The issue of climate change and displacement has become a popular issue in the public debates with major conferences organized on the issue, including this year's International Conference of the Red Cross and Red Crescent in November 2007. More will certainly be written about these connections in the coming years.

At an April 3 news conference in Tehran, Iranian president Mahmoud Ahmadinezhad unexpectedly announced the decision to release fifteen captured British marines and sailors. In a theatrical gesture that included assailing Western policy in the Middle East and accusing the British crew of entering Iranian waters, he pardoned the detainees to mark both the Prophet Muhammad's birthday on March 30 and what he reportedly called "Christian Passover." (In Farsi, "Pesah" means Passover and "Fash" means Easter. According to the Islamic Republic News Agency report of his remarks, the president used Pesah instead of Fash.)

20. Gulf Challenge: Iran's Seizure of British Naval Personnel

On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.
