Abstract:
As the primary agency for law enforcement, the police operates at close proximity to the public and exerts significant influence over the security of individuals and communities through its behaviours and performance. Therefore, ensuring accountability of both the individuals and institutions of the police is a fundamental condition for good governance of the security sector in democratic societies. The parliament, as the highest representative body in a democratic system, plays a significant role in maintaining police accountability. The objective of the edited volume on “The Role of Parliament in Police Governance: Lessons Learned from Asia and Europe” is to put forward good practices and recommendations for improving police accountability, with an emphasis on the strengthening of the role of parliament in police governance. The comparative analysis includes insights and lessons learned from eight country case studies including Belgium, Germany, India, Indonesia, the Netherlands, Philippines, Thailand and the United Kingdom. The findings of the cases studies can be taken into account when analysing and considering options for improving the accountability of the police to parliament as well as strengthening independent oversight bodies and parliament-police liaison mechanisms. However, it must be emphasised that these good practices always need to be adapted to the exigencies of the local context.

Abstract:
Ombuds institutions for the armed forces are key actors in establishing good governance and implementing democratic controls of the security sector. These institutions are tasked with protecting the human rights and fundamental freedoms of armed forces personnel, as well as providing oversight and preventing maladministration of the armed forces. This publication highlights good practices and lessons learned in seven case studies of ombuds institutions for the armed forces from the following OSCE states: Bosnia and Herzegovina, Canada, Finland, Georgia, Kyrgyzstan, Ukraine, United Kingdom.

In 2015 Oxfam Scotland called for the creation of an Inequality Commission, building on Scotland’s politicians from across all parties stating their support to tackle economic inequality. The Scottish government has committed to establishing a Poverty and Inequality Commission in 2017–18, but its design will be critical. This report, produced in collaboration with the Fraser of Allander Institute, explores the scale of inequality in Scotland and the drivers behind it. The report examines some, but not all, of the intersecting and overlapping dimensions of economic inequality and poverty – as well as potential policy responses and the powers of the Scottish Parliament. The report then explores lessons from the work of previous commissions and makes a series of recommendations for the Scottish government as it establishes the new Poverty and Inequality Commission.

India has a long history of passing laws and signing treaties and conventions focused on eliminating violence against women and ensuring women’s equal rights. Some of the world’s most progressive laws are embodied in India’s Constitution: women had the right to vote and were considered equal citizens since the beginning of Independence—a feat even the United States and Britain did not manage to accomplish. Nevertheless, gender inequality remains a daily reality in India, sometimes with deadly consequences.

Abstract:
This article discusses the 'Big Society' of the U.K. and particularly the Localism Bill, a distinct component of this agenda aimed at decentralizing government, transferring power to local authorities and communities. This research examines the Localism Bill effectiveness and ways in which it is different from other decentralization efforts, while also exploring the possibility of adopting select provisions of the Localism Bill in Yerevan. Our main findings show that the respondents who are well informed about the U.K. government’s domestic policies recognize the freedoms and flexibilities that are transferred to local governments. The level of satisfaction with the Council has increased considerably among the citizens of Sutton. Our analysis also demonstrates that respondents to the second survey were willing to champion and/or support local government reforms in Yerevan. Nonetheless, the majority of them did not believe such reforms were feasible at this time.

This paper examines the quality of impact assessments in the European Commission and the United Kingdom for the period 2005-2010. We coded 477 impact assessments for the UK and 251 for the European Commission, using a detailed scorecard - adjusted to reduce the bias evidenced by previous usages of this instrument.
