In late 2004 and the first half of 2005, the US media elite caught the mobility bug. Within weeks of one another, three newspapers of national record – The New York Times, The Wall Street Journal , and the Los Angeles Times – each independently published a series of articles describing, by various measures, whether and how Americans are 'getting ahead' today. Collectively, the articles offered a re-examination of a powerful narrative in the United States: that of a classless society, with boundless opportunity awaiting those who choose to seize it.

422. Inequality and Mortality: Long-Run Evidence from a Panel of Countries

Abstract:
We investigate whether changes in economic inequality affect mortality in rich countries. To answer this question we use a new source of data on income inequality: tax data on the share of pretax income going to the richest 10 percent of the population in Australia, Canada, France, Germany, Ireland, the Netherlands, New Zealand, Spain, Sweden, Switzerland, the UK, and the US between 1903 and 2003. Although this measure is not a good proxy for inequality within the bottom half of the income distribution, it is a good proxy for changes in the top half of the distribution and for the Gini coefficient. In the absence of country and year fixed effects, the income share of the top decile is negatively related to life expectancy and positively related to infant mortality. However, in our preferred fixed-effects specification these relationships are weak, statistically insignificant, and likely to change their sign. Nor do our data suggest that changes in the income share of the richest 10 percent affect homicide or suicide rates.

Abstract:
Over the last decade there has been a dramatic expansion in use of non-financial performance measures for government organizat ions (Talbot 2005). Often, governments have limited themselves to what may be called “performance measurement” -- choosing measures and reporting performance against them. In this situation, the words typically associated with the effort are “accountability” and “transparency.” Political overseers are made aware of performance, and may then react based on a judgment about whether performance is good or bad. Other times, government organizations have gone beyond measurement to “performance management” – using measures as a tool to improve performance along dimensions measured, not just record performance levels assumed to be unchanging. The basic idea is that various non-financial performance measures serve a role analogous to the profit measure in firms for encouraging better performance. Performance management is thus seen as a potentially powerful tool to remedy underperformance in government.

424. Relics of Cold War: Defence Transformation in the Czech Republic

Abstract:
On 28 October 1918, the newly created Czechoslovak Republic—incorporating the historic Czech lands (Bohemia, Moravia and Czech Silesia) and Slovakia— declared its independence after three centuries under Austrian and then Austro- Hungarian rule. This First Republic, initially led by its popular first president, Tomá G. Masaryk, lasted until the resignation of his successor, Edvard Bene, in October 1938. This followed an agreement between France, Germany, Italy and the United Kingdom forcing Czechoslovakia to cede the Sudetenland to Germany. From March 1939 until the end of World War II Czechoslovakia was split into the German Protectorate of Bohemia-Moravia and the nominally independent Slovakian State, which was also under de facto German control. Czechoslovakia regained its independence in 1945. The Communist Party took over government in 1948 and in 1955 Czechoslovakia signed the Treaty of Friendship, Co-operation and Mutual Assistance (the Warsaw Treaty) along with Albania, Bulgaria, Hungary, Poland, Romania and the Soviet Union and, from 1956, the German Democratic Republic. A period of hardline communist rule followed. Attempts at democratic transformation in 1968, the so-called Prague Spring, were ended by a Soviet-led invasion by the forces of fellow Warsaw Treaty Organization members in August 1968, after which the leading reformists were replaced with orthodox Communists. Czechoslovakia's Communist regime relinquished its monopoly on power in November 1989 following more than a week of popular demonstrations, a series of events known as the Velvet Revolution. A former dissident, Václav Havel, was elected president of the renamed Czech and Slovak Federal Republic. On 1 January 1993, the federation was peacefully dissolved and the Czech Republic and Slovak Republic (Slovakia) became independent democratic states. In 1999 the Czech Republic joined the North Atlantic Treaty Organization (NATO), and in 2004 it joined the European Union.

Abstract:
On the evening of December 19, 2003, the Libyan Foreign Ministry issued a statement, the product of nine months of tough negotiations with the United Kingdom and United States, renouncing weapons of mass destruction and related missile delivery systems. The statement said Libya had “decided, with its own free will, to get rid of these substances, equipment and programmes and to be free from all internationally banned weapons.” It added Libya intended to comply with the Missile Technology Control Regime, the nuclear Nonproliferation Treaty, the International Atomic Energy Agency (iaea) Safeguards Agreement and Additional Protocol, and international biological and chemical weapons agreements and treaties. It pledged to “take these measures in a transparent way that could be proved, including accepting immediate international inspection.” Soon after the issuance of this statement, Libyan leader Muammar al-Qaddafi publicly endorsed the move, terming it a “wise decision and a courageous step.”

Abstract:
The 1840-42 Anglo-Chinese war (the so-called “Opium War”) is almost universally believed to have been triggered by British imperial rapacity and determination to sell more and more opium into China. That belief is mistaken. The British went to war because of Chinese military threats to defenseless British civilians, including women and children; because China refused to negotiate on terms of diplomatic equality and because China refused to open more ports than Canton to trade, not just with Britain but with everybody. The belief about British “guilt” came later, as part of China's long catalogue of alleged Western “exploitation and aggression.”

Abstract:
This paper models unemployment as a general equilibrium solution in labor and capital markets, while the natural rate hypothesis explains unemployment simply as a partial equilibrium in the labor market. It is shown that monetary policy can have long-run effects by affecting required returns on capital and investment. If monetary policy is primarily concerned with maintaining price stability, the interaction between wage bargaining and the central bank's credibility as an inflation fighter becomes a crucial factor in determining employment. Different labor market institutions condition different monetary policy reactions. With centralized wage bargaining, a central bank mandate focusing primarily on price stability is sufficient. With an atomistic labor market, the central bank must also consider output as a policy objective.

428. Skill formation in Britain and Germany: Recent developments in the context of traditional differences

Abstract:
This paper proposes a comparison of skill formation in Germany and Britain over the last decades. Taking historical trends into account, the two cases can be regarded as representing different types of skill production regimes. Institutional features include a relatively low degree of standardization of training and a larger amount of on-the-job training in Britain. In Germany, post-compulsory training has been conducted predominantly within the dual system of vocational training, underlining the vocational specificity of a large part of the labor market. As a consequence, international differences in individual skill investments, transitions from school to work and other life-course patterns can be observed. At least in Britain, however, the situation seems to have changed considerably during the 1990s. The paper argues that the divergence in more recent developments can still be understood as an expression of historical path dependency given the traditional connections between the post-compulsory training system and the broader societal context in which it is embedded. These concern, in particular, links with the system of general and academic education as the basis for – and also a possible competitor with – vocational training; links with the labor market as they are indicated by specific skill requirements and returns to qualifications; and, links with the order of social stratification in the form of the selective acquisition and the social consequences of these qualifications. The links manifest themselves as typical individual-level consequences and decisions. Founded on the basis of these distinctions, the aim of this paper is to investigate the preceding conditions for recent developments in the qualification systems of Britain and Germany, which have adapted to specific challenges during the last decades.

In passing and implementing the Access to Information Act 2002, Jamaica has established a new and more open form of governance and accomplished what many other countries are still attempting. The Act, which provides citizens an enforceable right to official documents held by public authorities, is key to enhancing democracy, ensuring citizens' participation, and building greater trust in Government decision making. Access to public documents can assist citizens in exercising their other fundamental socioeconomic rights, such as the right to housing, appropriate health care, and a clean and healthy environment, and it can serve to make government more efficient and effective.

430. The Costs and Benefits of Front-loading and Predictability of Immunization

Abstract:
How can the international community save more children's lives faster and more effectively in the 21st century? This Working Paper analyzes the extent to which “frontloading” and predictable vaccine funding, as proposed by the International Finance Facility for Immunization (IFFIm), is more effective in impacting vaccine coverage than spending vaccine funds equally throughout the lives of projects. The IFFIm is an initiative of the Global Alliance for Vaccines and Immunization (GAVI), and supported by the governments of the United Kingdom, France, Sweden, Italy, Spain and Norway. An initial IFFIm investment of $4 billion is expected to prevent 5 million child deaths by 2015, and more than 5 million future adult deaths. Using a stylized model, the authors quantify the positive and negative effects of predictable vaccine funds and frontloading, and finds IFFIm's approach can increase the impact of vaccine coverage by 22%. This is because stable and long-term financing allows vaccine manufacturers and countries to plan for long periods of time, knowing that resources will be available. Front-loading helps to reduce the spread of disease and to immunize large groups of people faster.
