412. Exchange Rate Pass-Through to Export Prices: Assessing Some Cross-Country Evidence

Abstract:
A growing body of empirical work has found evidence of a decline in exchange rate pass-through to import prices in a number of industrial countries. Our paper complements this work by examining pass-through from the other side of the transaction; that is, we assess the exchange rate sensitivity of export prices (denominated in the exporter's currency). We first sketch out a streamlined analytical model that highlights some key factors that determine pass-through. Using this model as reference, we find that the prices charged on exports to the United States are more responsive to the exchange rate than is the case for export prices to other destinations, which is consistent with results in the literature suggesting that import price pass-through in the U.S. market is relatively low. We also find that moves in the exchange rate sensitivity of export prices over time have been significantly affected by country and region-specific factors, including the Asian financial crisis (for emerging Asia), deepening integration with the United States (for Canada), and the effects of the 1992 ERM crisis (for the United Kingdom).

Abstract:
« Long-distance nationalism », an expression coined by Benedict Anderson, is often used in reference to transnational political activities. But the dynamics of this expatriate nationalism tend to be neglected. Mere nostalgia or even spontaneous mobilisations are evoked to explain this phenomenon. They, however, fail to explain the mechanism that lies behind « long-distance nationalism ». This paper wishes to highlight, through the example of the Hindu nationalist movements, the implication of political entrepreneurs in the country of origin and the instrumental dimension of « long-distance nationalism ». The Sangh Parivar, a network of nationalist Hindu organisations, was indeed replicated among the Hindu diaspora and its structure was litterally exported by a centralised body located in India itself. Of course, the spread of the Sangh Parivar and of its Hindutva ideology abroad was greatly facilitated by local policies like multiculturalism and by the rise of racism in the countries of emigration. A comparison of Hindu nationalist outlets in the United Kingdom, the United States of America and Canada brings to light the two main factors in instilling « long-distance nationalism » : a favorable local context for ethnic mobilisation among migrants on the one hand, and a centralised organisation in the country of origin on the other hand. Eventually, the engineering of long-distance Hindu nationalism from India questions the changing nature of nationalism in a globalised world.

The global economic and financial picture is changing rapidly. A review of some of the key elements is in order, as the U.S. economy has slowed rapidly and the Federal Reserve has responded aggressively with rate cuts, while the Bank of England's tough policies pushed one of the United Kingdom's largest mortgage lenders, Northern Rock, to the brink of collapse as a bank run on that suddenly beleaguered institution ensued. Meanwhile, Japan, still the world's second-largest economy—though perhaps the least dynamic of the major ones—slipped into negative growth at a 1.2 percent annual rate in the second quarter after having initially reported growth over 2 percent. The rate-boost-obsessed Bank of Japan finally decided to stop raising rates, and, to add to the complexity of the picture, Japan's relatively new prime minister Shinzo Abe resigned, unable to provide the leadership sorely needed in a nation lacking economic and political direction.

At an April 3 news conference in Tehran, Iranian president Mahmoud Ahmadinezhad unexpectedly announced the decision to release fifteen captured British marines and sailors. In a theatrical gesture that included assailing Western policy in the Middle East and accusing the British crew of entering Iranian waters, he pardoned the detainees to mark both the Prophet Muhammad's birthday on March 30 and what he reportedly called "Christian Passover." (In Farsi, "Pesah" means Passover and "Fash" means Easter. According to the Islamic Republic News Agency report of his remarks, the president used Pesah instead of Fash.)

416. Gulf Challenge: Iran's Seizure of British Naval Personnel

Abstract:
On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.

British security officials have announced their conclusion that Britain is now al-Qaeda's "number one" target. Over 1,000 individuals have been arrested on terrorism charges since September 11, 2001, and about two hundred individuals currently await trial. Twenty-three have been convicted on terrorism charges. In November 2006, MI5's head, Dame Eliza Manningham-Buller, estimated that there were 30 major plots under way, and that an attack in the UK was "highly likely."

418. Some Assembly Required: Sudan's Comprehensive Peace Agreement

Regional mediators and international facilitators helped the two main opposing forces in Sudan's fifty-year civil war, the National Congress Party (NCP) of the North and the Sudan Peoples Liberation Movement and Army (SPLM/A) of the South, to reach a detailed Comprehensive Peace Agreement (CPA) after two-and-a-half years of negotiation, from 2002 to 2005. The United States served as the catalyst for the peace process and then became part of a group of facilitators including the United Kingdom, Norway, and Italy. At different points during negotiations, each of these countries exerted influence on the Sudanese parties. Kenya took the lead in mediating the negotiations under General Lazaro Sumbeiywo. Sudan Vice President Ali Osman Taha, representing the North, and Dr. John Garang, representing the South, spent fifteen months negotiating the final agreement in Naivasha, Kenya. Implementation of the CPA requires continuing good security with minimal fighting, agreement on the boundaries of North and South that affect the distribution of Sudan's oil wealth, completion of midterm elections, and a referendum in the South. Slow implementation of key provisions of the CPA is causing Sudanese to question the political will and even the good faith of the northern government. Failure to provide an immediate peace dividend, lack of competence in managing southern expectations, and corruption have led to public criticism of the southern authorities. Hope is waning that the CPA will pave the way to a modern, united Sudan with a government responsive to all its peoples. The SPLM/A leadership is focusing on developing the South rather than creating a national political movement. The crisis in Darfur has diverted the international community's attention. Implementing the CPA will require sustained international pressure and imagination to help resolve numerous political, economic, and social problems.

419. Blair, Brown and the Gleneagles agenda: Making poverty history, or confronting the global politics of unequal development?

Abstract:
Tony Blair and Gordon Brown, the United Kingdom Prime Minister and Chancellor of the Exchequer respectively, set out a highly ambitious 'development' agenda for 2005 when it was the UK's turn to hold the Presidency of the Group of 8 and thus host than annual summit, held on this occasion in Gleneagles in Scotland. This agenda embraced issues of aid and debt, trade and climate change. It was given additional prominence by the activities of the Making Poverty History campaign. However, the G8 could never have worked to 'make poverty history' because such an achievement was not remotely within its compass. The details of the agreements reached at Gleneagles and at subsequent international meetings reveal a much less impressive record than the initial hyperbole suggested. The global politics of development is not animated any longer—if indeed it ever was—by what the 'North' is willing to do for the 'South'. It is driven instead by a complex 'global politics of unequal development' into which Blair and Brown's Gleneagles agenda has been swept up. The outcome may represent significant change in some of the patterns of global politics, but it will not mark the ending of poverty.

This summary report provides an overview of The State of American Cities. It addresses four major questions that are explored in further detail in the topic report: What are the current trends and drivers of change in US cities? What factors measure and explain city success in the U.S? What policies have promoted the success of US cities? What can English cities learn from this? The report argues that whilst the US and England are marked by significant cultural and political differences in their views on cities, the two nations are undergoing similar economic and demographic transitions that pave the way for a useful comparative policy dialogue on urban areas.
