181. Assessing the responses of the Chinese media and research community to the Ukrainian crisis

Abstract:
Assessments of the official Chinese reaction to the crisis in Ukraine have focused primarily on China's abstention in the vote on a UN Security Council resolution condemning Russian actions and, to a lesser degree, on the three-pronged Chinese proposal for addressing the crisis. However, by examining an array of Chinese sources, including media reports, editorials, and research think-tank publications, a number of viewpoints are presented that provide a better sense of the scope of Chinese thinking on the subject. These concentrate on the notion of Chinese neutrality, Western interference, the domestic sources of the Ukrainian crisis, and possible policy options available to Chinese decision-makers. Understanding these provides a more nuanced understanding of Chinese reactions to the Ukrainian crisis and its possible significance for China.

Abstract:
South Africa did not join in the chorus of condemnation against Russia's annexation of the Crimea, instead adopting a position that in part mirrored language used by Russia to explain its actions, but in other ways reflected key principles of South African foreign policy. Together with its fellow BRICS members, South Africa opposed the imposition of sanctions and was critical of suggestions that Russia might be excluded from the G-20 Summit in Australia later in the year. Non-interference in the internal affairs of states and the inviolability of borders have been central organising principles of African affairs since decolonisation. South Africa's approach must be understood in the context of a desire to see the balance of forces change to reflect the rise of emerging powers. The West's unilateral actions since the end of the cold war have not sat well with the South African government. Civil society elements aligned to the ruling tripartite alliance have condemned what they perceive as Western propaganda against Russia and the West's involvement in stirring unrest in Maidan Square, Kiev. Furthermore, from a realpolitik perspective, South Africa accords its alliance with the BRICS states high priority. Yet, as a relatively small country, it is in South Africa's interests to encourage adherence to a set of global rules that are respected by all.

The North Atlantic Treaty Organization (NATO) is in search of a new narrative. While Russia's involvement in Eastern Ukraine and its annexation of Crimea will not give NATO a new sense of solidarity, these events have highlighted what the alliance and its members must urgently do. It is time for all NATO countries to engage in a real strategic debate about why defense matters and what members should do to uphold the transatlantic relationship.

The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

In Ukraine, the West demonstrated once more the efficiency of its organizational weapon and its skill in pushing states into military operations of low intensity. there is still hope that unlike Serbia, Iraq, Libya, etc. Ukraine will not degenerate into another textbook study-case and a tick in the appropriate box in the list of successes of Western political technologists and experts in political coups and “protection of democracy.” While watching what is going on in Ukraine we should demonstrate the strength of spirit and a morally healthy social atmosphere so that to stand opposed to Western ideological attacks and to develop our state, rationally and consistently. Without this, it is impossible to survive in the world where certain countries have mastered the skills of disguising their destructive foreign policy aims with high-sounding phrases about common good and “human values and freedoms” which they distort beyond recognition.

189. The Role of International Organizations in the National Security of Ukraine

On 17 September 2013, Kyiv hosted the International Conference “The Role of International Organisations in the National Security of Ukraine”. The Conference was organised by the Razumkov Centre jointly with the NATO Liaison Office in Ukraine and the Ukrainian Diplomatic Academy under the auspices of the Ministry of Foreign Affairs of Ukraine, and with the support from the Embassies of Norway, Poland and Switzerland in Ukraine and the Ministry of Defence of Estonia. The event had taken place two months before the EU Eastern Partnership Summit in Vilnius, where Ukraine and the EU were supposed to sign the Association Agreement. After long and tough talks between the Ukrainian authorities and European partners, the parties came close to an uneasy compromise. It seemed that the willingness to sign the Agreement – at least on the part of Ukraine – was beyond doubt. Almost all the panellists, despite some reservations, expressed their confidence in the strategic importance of such a step for Ukraine’s future. Furthermore, the time was approaching to sum up the results of Ukraine’s chairmanship in the OSCE – one of the leading international organisations dealing with European security issues. That is why, the Conference has become an important element of fervent discussions both in Ukraine and abroad about the future of security and sustainable development in Europe. The agenda proposed by the Conference organisers covered different security domains: military, economic, humanitarian, and energy sector. Despite a specific subject matter allocated to each panel and the appropriate selection of participants, all the aspects were closely interwoven during the discussions, which directly reflected the nature of current threats and challenges and complex interconnections of different security aspects. To ensure a productive discussion, the Razumkov Centre prepared the Discussion Paper based on the Expert Meeting of 24 July 2013, which involved representatives of the Ministry of Foreign Affairs of Ukraine, the Ministry of Defence of Ukraine, the National Institute for Strategic Studies, leading non-governmental think-tanks (NOMOS Centre, the Institute for Euro-Atlantic Cooperation, the Centre for International Studies, Uniworld International Foundation), along with the results of an expert survey and public opinion survey. This issue of journal contains: Discussion Paper prepared for the International Conference; Expert assessments of Ukraine’s cooperation with international organisations; Public opinion on some aspects of Ukraine’s foreign and security policy; Conference Participants’ presentations; Articles by the military-political experts.
