Abstract:
There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. The analysis report includes research of the main trends and their components of relevant change in the European security environment; considers political steps of the main international actors within the sphere of the security architecture of the region. The author de- scribes the possibilities of enhancing a regional cooperation, an implementation of multilateral initiatives in the context of modern security challenges. The report reviews the effect of these changes on the defense policy of Ukraine, suggests and substantiates appropriate recommen- dations for Ukrainian public authorities on the need for more active involvement in the forma- tion of the new sub-regional security system.

Abstract:
The government that followed the 2014 Maidan revolution in Ukraine has pushed a decentralisation agenda. After decades of Soviet style top-down governance, the status and role of local governments – hromadas – has been pushed to the fore. If implemented successfully, it could increase local development and political engagement, ultimately contributing to increased political stability in Ukraine and Europe. Yet the significance of decentralization reforms is often lost in the noise surrounding Crimea, the secessionist conflict in the east, and the political power struggles in Kiev. For legal reasons, the current decentralisation process is ‘voluntary’, with local communities having to agree to the changes. This has introduced unintended challenges, but also a bottom-up political dynamic to the process. At the same time, uncertainty and opposition to decentralisation reforms remain, perhaps understandable given a rapidly shifting political and legal landscape, the diverse political and personal interests involved, and the fear of political fragmentation that could benefit Russia. Denmark is one of several EU countries supporting the reform process. This DIIS Report focuses in on the processes unfolding in local communities and political arenas, affecting peoples’ lives, their hopes, and their relationship to the state from local to national level.

Abstract:
US Secretary of State Rex Tillerson described the state of current US-Russian relations as at its “lowest point since the Cold War.” This situation has potentially dangerous implications for the US, Russia and Europe, as well as a variety of regional conflicts around the globe. Among the top of this list is the Nagorno-Karabakh in the South Caucasus. In the past three years, the frequency, intensity and technological level of flare ups in the Nagorno-Karabakh conflict between Armenia and Azerbaijan have intensified. Adding to the propensity for danger is the fact that several regional conflicts are now linked together—Syria, Ukraine and Nagorno-Karabakh and the policy toward Iran—with actions in one conflict affecting developments in another.

Abstract:
Attempts by Washington and Brussels to push Russia to the fringes of global politics because of the Ukrainian crisis seem to have failed. Thanks to its important role in mediating the Iranian nuclear agreement, and to its unexpected military intervention in Syria, Moscow proved once again to be a key player in international politics. However, Russia’s recovered assertiveness may represents a challenge to the uncertain leadership of the West. This report aims to gauging Russia’s current role in the light of recent developments on the international stage. The overall Russian foreign policy strategy is examined by taking into account its most important issues: Ukraine and the relationship with the West; the Middle East (intervention in Syria, and ongoing relations with Turkey, Iran and Saudi Arabia); the development of the Eurasian Economic Union; the Russian pivot towards Asia, and China in particular. The volume also analyzes if and to what extent Moscow can fulfill its ambitions in a context of falling oil prices and international sanctions.

Abstract:
This paper aims to analyze the construction and transformation of the post-Soviet security perspectives of Georgia and Ukraine in the context of the post-Soviet Russian foreign policy in the “near abroad,” quite often termed the “legitimate sphere” of Russian influence by high-ranking Russian officials. This inquiry covers the panorama of the foreign policy in post-Soviet Russia across the FSU, from the early 1990s through to the present, where Georgia and Ukraine’s independent and pro-Western orientation are the main issues securitized for the Russian Federation. Accordingly, the maintenance of territorial integrity has become a security priority for Georgia since the early 1990s and will most likely be Ukraine’s top concern after the Crimean occupation by the Russian Federation in March 2014 and the subsequent developments in Eastern Ukraine. Therefore, it could be claimed that post-Soviet Russian and Georgian/Ukrainian security strategy (following peaceful revolutions) represent a zero-sum game.
