3. The View from Aden: A Shadow State between the Coalition and Civil War

- Four years into the war that engulfed Aden since March 2015, the city in the South of Yemen might look tranquil and safe in the eyes of foreign observers as the interim capital of the internationally recognized government of Abd Rabou Mansour Hadi. To its inhabitants, however, it is a satellite out of orbit with no institutions or a state to govern or uphold the rule of law and where civilians face many challenges daily. Civilians were relieved, in July 2015, when Popular Resistance Forces (a mix of different factions from Aden, independent, Salafists, reformers and followers of many factions from the Southern Movement) and forces of the Arab Coalition (led by Saudi Arabia and United Arab Emirate, UAE), defeated the Saleh-Houthi forces, expelling them from the city. They began to dream of a normal life and a fresh start for real institutions that will build a modern civilian state and remedy their decades long suffering, exclusion, marginalization, and inability to run their own city. Simultaneously, fighters raised the flags of Saudi Arabia and UAE along with the flag of the former People’s Democratic Republic of Yemen. Meanwhile, elements loyal to the Southern Movement renewed their demands of secession of Southern Yemen from the North. These hopes died shortly after, however. The mandate of the interim government intertwined with that of the National Council, and so did the interests of the Coalition states that sponsor these two bodies. As a result, Aden slipped into a state of insecurity with a multiplicity of armed militias and widespread corruption. This paper seeks to describe the fragmentation process of the Yemeni State, four years after the Coalition’s offensive to restore legitimate authority. It highlights the practices of Abd Rabou Mansour Hadi and his government in running the country and how rivalry between Saudi Arabia and its ally, the UAE, translated, on the ground, in the form of a contest for authority between the Interim Yemeni Government and the Transition Southern Council. The paper also highlights corruption, insecurity, and the rise of civilian protests against the status quo in Aden.

4. A Strong Central State: A Prerequisite for Effective Local Governance in Yemen

- Local governance has been viewed by academics, analysts and some political leaders in Yemen as a panacea to redress the excessive control of the central government, bring the state closer to its citizens and provide those citizens with socio-economic and political stability. Federalism, as a form of local governance, was adopted at the end of the National Dialogue Conference in 2013-2014, although there were disagreements over the number of regions and the federal map. It was posited as a viable vehicle for power-sharing and decentralization in Yemen and is considered a likely outcome after the conflict. However, there are several prerequisites for the effective devolution of power that are not yet in place in Yemen, most prominently the existence of strong consolidated central institutions. In short: it is a mistake to view federalism as a means of achieving stability, rather than a future goal once stability has been achieved.

5. Citizens in Training: Conscription and Nation-building in the United Arab Emirates

- n 2014, the United Arab Emirates (UAE) embarked on a bold experiment: It began drafting young men into the military. This move was not only a departure for the Emirates, it was a departure from world trends. Governments have been moving away from national service requirements for decades as military missions have changed and governments have sought to create highly skilled all-volunteer armies. But the UAE move to press young men into military service was meant to build the country, not just the army. Several factors contributed to the decision to adopt conscription. One was a deeply unsettled regional environment. Another was a drive to promote a stronger sense of shared Emirati identity. A third was a growing fear that young Emirati men were becoming lazy and “soft” just as the government eyed an increasing imperative to shape its workforce for a world less centered on oil. A fourth consideration was the UAE’s resolve to blunt the forces that contributed to the Arab uprisings in 2011. Staring down all of these factors, the UAE leadership decided a bold intervention was needed. The leadership constructed a program combining intensive physical fitness training with military training, national education, and character education. It did not only reach 18 year-olds. Everyone 30 years of age and younger is required to register, pulling men from their jobs and families to live with their peers in barracks, perform predawn calisthenics, and clean toilets. Those lacking the fitness for military training—nearly one in five—are not exempted, but rather are trained for civilian roles in vital sectors. The UAE drew from careful studies of other national service programs around the world—especially in Finland, Singapore, and South Korea—and had indirect knowledge of Israel’s program. Compared to these countries, the UAE has made innovations in its approach to citizenship education, workforce development, and public health. Women can volunteer, but fewer than 850 have done so, compared to 50,000 male conscripts. Women are cast largely in a supportive role as relatives of conscripts.

6. Gulf Countries as a Destination for Syrian Financial Capital: The Case of the United Arab Emirates

- Abstract:
- This paper addresses the situation of Syrians in the UAE, and their readiness to contribute to the reconstruction of Syria. It has two parts: The first part begins with a look at the history of the Syrian community in the UAE, and then examines the influx of “new Syrians” into the UAE after 2011. It also sheds a light on Syrian groups and organizations assembled by Syrians in the UAE before and after the 2011 Revolution in response to political change in Syria. Finally, it examines the cracks within the Syrian community and its organizations. It concludes by examining the volume of Syrian capital in the UAE, and the economic sectors in which it is located. The second part is based on a survey, conducted by the researcher on a selected sample of Syrian economic, academic, and professional elites residing in the UAE, that conveys their views on the issue of reconstruction in Syria.

- Accusing Qatar of supporting Islamic militants and Iran, Saudi Arabia, the United Arab Emirates (UAE) and Bahrain abruptly announced in June a travel blockade on Qatar. They tabled 13 demands for their fellow member state in the Gulf Cooperation Council (GCC) to fulfill before the blockade would be lifted. Egypt, which is particularly sensitive to Qatar’s hosting of Egyptian Muslim Brotherhood personalities critical of the Sisi regime, joined in this action. Qatar has protested that the demands constitute an unacceptable infringement on its sovereignty. It has offered to discuss the demands but has been told that the demands are non-negotiable. The blockade adds a further complication for American policymakers dealing with current Middle Eastern power struggles. The initiative for blockading Qatar appears to have been led by Saudi Arabia and the UAE. Bahrain joined, but Oman has steered clear of the controversy, perhaps partly because of its appreciation of Iranian support in earlier decades for the Sultan’s leadership against rebel Omani forces. Kuwait has sought to mediate the dispute but lacks the weight to alter Saudi and Emirati policies.

The second part compiles three papers presented at the workshop on the preferences, perspectives, and policies of Bahrain, Oman, and the United Arab Emirates (UAE) relating to cooperation with NATO. The third part summarizes the presentations of all workshop participants and accompanying discussions without making any explicit attributions as the event was held under Chatham House Rule. All speakers participated in the workshop in a personal capacity and expressed exclusively their personal views and assessment. Moreover, as this summary incorporates all different views expressed, a participant will unlikely endorse all arguments to be found herein.

9. How to Counter Terrorism by Supporting Civil Society in the United Arab Emirates

- President Obama recently made a series of commendable declarations supporting civil society and affirming its importance to securing stability and fighting extremism. At the White House’s Summit on Countering Violent Extremism in February 2015 he announced, “When people are oppressed, and human rights are denied—particularly along sectarian lines or ethnic lines—when dissent is silenced, it feeds violent extremism. It creates an environment that is ripe for terrorists to exploit. When peaceful, democratic change is impossible, it feeds into the terrorist propaganda that violence is the only answer available.” The President added, “[W]e must recognize that lasting stability and real security require democracy. That means free elections where people can choose their own future, and independent judiciaries that uphold the rule of law, and police and security forces that respect human rights, and free speech and freedom for civil society groups.” That same month he said, “My argument to any partner that we have is that you are better off if you've got a strong civil society and you've got democratic legitimacy and you are respectful of human rights.” In April 2015, speaking specifically about the six U.S. allies that comprise the Gulf Cooperation Council (GCC)—Bahrain, Kuwait, Qatar, Oman, Saudi Arabia, and the United Arab Emirates (UAE)—he noted, “The biggest threats that they face may not be coming from Iran invading,” and warned of “populations that, in some cases, are alienated, youth that are underemployed, an ideology that is destructive and nihilistic, and in some cases, just a belief that there are no legitimate political outlets for grievances.” A lack of peaceful outlets for political grievances does indeed drive extremism and instability, but the Obama Administration continues to provide seemingly unconditional political and military support for GCC countries that have actually increased their repression against civil society in recent years. This contradiction at the heart of U.S. policy must be confronted and resolved, especially because it has a direct bearing on counterterrorism cooperation and U.S. national security interests. The president promised to have a “tough conversation” with the GCC leaders about their destructive policies. The \ White House and Camp David meetings with GCC leaders on May 13-14, 2015 provides the perfect opportunity to develop that conversation. Human Rights First produced blueprints in 2015 for how the United States can support civil society in Bahrain and Saudi Arabia to encourage reform and respect for human rights—advances that would help bring stability to a volatile region and align with the administration’s stated policy goals. This report extends that series to an analysis of the repression of another U.S. security partner in the Gulf: the United Arab Emirates. It examines the UAE’s relations with the United States and what Washington can do to support a besieged Emirati civil society. Strong, functioning civil societies across the world—including in the UAE—are, as President Obama rightly identified, “a matter of national security” for the United States. This report is based on research conducted during a Human Rights First fact-finding trip to the UAE in April 2015, including dozens of discussions with human rights defenders, civil society activists, journalists, academics, lawyers, independent experts, officials from the United States and other governments, and others. Local human rights activists spoke to Human Rights First on condition of anonymity out of fear for their safety. Human Rights First thanks all those who provided information for this report.
