Abstract:
Across the world, there are many countries that have established institutions to serve and engage with their citizens and kin living abroad. Such institutions are called Diaspora Ministry/ Department in some cases, while in others they operate as independent units under the Ministry of Foreign Affairs. The dissolution of the Soviet Union in the late 1990s paved the way for the birth of a set of new countries that have their nationals or ethnic kin beyond their borders, and consequently increased the need to establish such institutions. The ensuing process of globalization facilitated countries in their efforts to establish closer ties with their citizens and kin communities. Today many countries work to strengthen their public diplomacy efforts, or “soft power,” and expand their sphere of influence through their diasporas.

712. Political Update: The Hashemi Verdict the Health of Democracy in Iraq

Abstract:
On Sunday, Iraqs Vice President Tariq al-Hashemi was sentenced to death by hanging after he and his son-in-law were convicted of organizing the murders of a security official and a lawyer. All told, Hashemi is subject to more than 150 charges of terrorism based upon allegations that he used death squads to target his political opponents. The verdict carries distressing implications for short-term domestic security in Iraq and for diplomatic relations with neighboring Turkey, where Hashemi currently resides and has been based since his trial began. While some observers view the case against Hashemi in purely sectarian terms, the targeting of a Sunni politician in a Shiite-led state, the sentence in fact highlights the pernicious nature of personal rivalries within Iraqi politics. Further, it demonstrates the politicization of the Iraqi judicial system under Prime Minister Nouri al-Maliki, who has commandeered Iraq's legal institutions in order to consolidate power around his inner circle.

Abstract:
Last week the All Party Parliamentary Group on Conflict Issues, held an event in Westminster. The meeting introduced a new concept where a network of Greek Cypriot and Turkish Cypriot civil society organisations (CSOs) were calling for a shake-up of the Cyprus peace process. They made a strong case to include a more central and active role for civil society, woman and young people to work in tandem with negotiations between the leaders of the two communities.

After 60 years of membership in the North Atlantic Treaty Organization (NATO), Turkey’s role in the alliance stands strong amid new security threats and challenging regional change. It also largely corresponds to the New Strategic Concept of the 2010 Lisbon Summit, outlining the range of principles to which the members must adopt in order to continue effective cooperation and meet new responses, capabilities and partners (NATO, 2010). In light of this, Turkey’s strategic geography is crucial for the new security environment in the Euro-Atlantic region and beyond. Taking the recent examples of the intervention in Libya and the missile defense system, this policy update will highlight the importance of Turkey’s role within NATO regardless of initial foreign policy disagreements with the alliance and recent negative trends in Turkish public opinion towards the West.

Abstract:
This study deals with the relationship between the current account deficit and the budget deficit in Turkey. Artificial Neural Networks are employed to investigate this relationship. According to the results of the application the twin deficits hypothesis which indicates a positive correlation between the two deficits isn’t valid in Turkey. As this paper tries to analyze the factors accounting for the absence of this kind of correlation, it develops a flexible understanding which doesn’t refuse a hypothesis or a theory (the twin deficits hypothesis) completely, on the contrary, emphasizes the importance of investigating the conditions in which a hypothesis, theory or a model is valid.

Abstract:
In the pre-1971 period, "One China" for Turkey was the Republic of China in Taiwan and the two countries were in cooperation against communist expansion. However, in 1971, though being reluctant for the expulsion of Taiwan from the United Nations, Turkey recognized People's Republic of China as the sole legal representative of China and pursued the "One China" policy in that respect. Thus, in the post-1971 period, Turkey's relations with Taiwan have continued only in terms of economy, trade and culture without recognizing it as an independent political unit. Beginning from early 1990s, Turkey began to take initiatives to increase its trade cooperation with Taiwan.

Abstract:
In this paper, Europeanization of minority rights in Turkey will be explained in detail and in the conclusion part, it will be compared and contrasted with the Europeanization of minority rights in Greece. In this comparison, it is difficult to compare and contrast the mechanisms of Europeanization in Turkey and Greece because these mechanisms are suitable for the member states of the European Union (EU). For the candidate countries, the question of “how it is Europeanized” can be only answered with conditionality. Therefore, instead of trying to adapt Turkey in the case of minority rights to the mechanisms of Europeanization for the member states, in this study, it will be dealt with how the EU matters in affecting the minority rights protection in candidate and member states. Therefore, what this study implies when it is expected to explain Europeanization of mi`nority rights in Turkey is not to handle this case through the Europeanization theories, but how the EU affects the candidate countries through conditionality.

Much has already been written about the 2011 Security Council. This has been with good reason. The current configuration of powerful non-permanent members with aspirations for permanent seats is notable. As a result, there has been widespread speculation regarding the impact so many large members will have on the tone and substance of the Council's work this year. Like last year, when countries like Brazil, Japan, Mexico, Nigeria, and Turkey all served together, the collective strength of the non-permanent or elected membership is impressive.
