Abstract:
Most of the recently published books on the Kurdish problem in Turkey focus on the armed struggle and the Kurdistan Workers Party (PKK). Watts, however, offers a much-appreciated alternative approach. "Pro-Kurdish political parties" (p. xvii), or what she also calls "challenger parties" (p. 16), "have made themselves matter and... have impressed their ideas and agendas on reluctant and often repressive states" (p. x). "The central argument of this book is that... pro-Kurdish elected officials and party administrators engaged [as]... 'loudspeaker systems' for the transmission of highly contentious information politics that challenged the narratives of security, identity, and representation promoted by Turkish state institutions.... They [also] tried to construct a competing 'governmentality' and new collective Kurdish 'subject' in cities and towns in the southeast" (p. 13).

Abstract:
In this timely volume, Alexander Warkotsch gathers a variety of authors from different backgrounds who work and research Central Asia to produce an empirically well-sustained analysis of the policies and practices in the European Union's (EU) approach towards the area. Warkotsch, an associate researcher at Würzburg University in Germany, has a strong research record on Central Asia, which together with the regional and EU expertise of the authors makes this volume an important contribution to studies about EU relations with Central Asia. In fact, this is an under-researched area and there are few studies attempting at grasping the dynamics underlying these relations. The volume coordinated by Neil Melvin1 (2008) was perhaps the first attempt at systematizing these relations, looking at the dilemmas the EU faces resulting from the development of closer cooperation in economic, security and political terms with Central Asian states while remaining loyal to its normative approach of promoting democratization, securing the protection of human rights and strengthening social justice. Michael Emerson and Jos Boonstra's study (CEPS, 2010) departs from the 2007 EU strategic document and brings a strong regional dimension to the study of EU's engagement and how it mixes with other actors very much present in the area, including China, Iran, Russia, Turkey and the United States.

Abstract:
The rebels will have to rely on external lines of supply to replenish their arms and ammunition if they are to continue eroding the regime's control. The emergence of al-Qaeda-linked terrorist cells working against the regime poses risks to the United States and a challenge to those calling for material support of the armed opposition. As the militias continue to face overwhelming regime firepower the likelihood of their radicalization may increase. Moreover, the indigenous rebels may turn to al-Qaeda for high-end weaponry and spectacular tactics as the regime's escalation leaves the rebels with no proportionate response, as occurred in Iraq in 2005-2006. Developing relations with armed opposition leaders and recognizing specific rebel organizations may help to deter this dangerous trend. It is imperative that the United States distinguish between the expatriate political opposition and the armed opposition against the Assad regime on the ground in Syria. American objectives in Syria are to hasten the fall of the Assad regime; to contain the regional spillover generated by the ongoing conflict; and to gain influence over the state and armed forces that emerge in Assad's wake. Therefore, the United States must consider developing relations with critical elements of Syria's armed opposition movement in order to achieve shared objectives, and to manage the consequences should the Assad regime fall or the conflict protract.

Abstract:
In his article “Turkey and the Gulf Dialogue in the Middle East” Şaban Kardaş reflects on the enhancement of the Turkey- Gulf relationship, arguing that both sides have overlapping interests in deepening economic and trade connections as well as in achieving a more equitable settlement to regional disputes. To this end, Kardaş draws on the insights of the TESEV- Derasat workshop on 5 September 2012 where experts discussed the current regional environment, the diverging and converging views on regional issues, the implications of Turkey’s growing involvement in Gulf affairs and the policy options available to the sides. Abstract:
In her article “Turkey and Armenia Post –Protocols: Back to Square One?” Nigar Göksel provides the reader with a brief overview of the history of diplomatic relations between Turkey and Armenia. The article endeavours to shed light on the ways in which “the protocol framework” tried to stimulate a high-level diplomatic normalisation process between the two countries and further examines why this process broke down. As a potentially tricky period approaches, more clarity and communication is needed to create a conducive environment to move forward in the future. Only then will stumbling blocks, like the Nagorno-Karbakh conflict, be solvable. Nigar Göksel makalesinde Türkiye ve Ermenistan arası diplomatik ilişkilerin kısa bir tarihçesini okurla paylaşırken, geliştirilen “protokol çerçevesi” ile iki ülke arası normalleşme sürecine ışık tutuyor. Abstract:
This report contains the findings of TESEV Foreign Policy Program’s survey of the perception of Turkey in Cyprus. Conducted by Rebecca Bryant and Christalla Yakinthou, the survey aims to understand and represent Turkish and Greek Cypriot assessments of their respective relationships with Turkey today. The report uses a set of fifty extended interviews to present Cypriots’ anxieties, hopes, and fears regarding their relationships with Turkey and possibilities for the future. The report reveals some striking findings. While Turkish Cypriots demand sovereign equality from Turkey; Greek Cypriots are more concerned with the economic performance of Turkey and Greece, rather than the role of Turkey on the future of the island. Both sides think of Turkey’s military presence on the island as an issue and it is also widely believed that Turkey should adopt a more constructive attitude and take concrete steps towards a long-term solution. u rapor TESEV Dış Politika Programı’nın Kıbrıs’ta Türkiye algısını anlamaya yönelik çalışmasının detaylı sonuçlarını içermektedir.
