611. Converging Europe: The Transformation of Social Policy in the Enlarged European Union and in Turkey

Abstract:
Is Europe converging in terms of policy development? How has the global financial crisis affected this and policy development in Europe more generally? What policy differences exist between European Union (EU) member states and other European countries? These and other questions posed in this volume are largely motivated by an attempt to understand the implications of the EU's Lisbon Strategy, which the editor, Ipek Eren Vural, defines as “a medium term development plan to facilitate transformation of the European economy, and to coordinate the economic and social policies at the national level” (p. 2). On the basis of this strategy and the Open Method of Coordination (OMC), or “governance tool” to pursue the economic and social “pillars” of the strategy (p. 2), there is reason to expect some convergence in Europe. Focusing primarily on the abovementioned social pillar within what Vural labels as institutional, intergovernmentalist, and neo-Gramscian frameworks in her introduction, this volume explores a wide range of issues/policies, including (un-) employment, poverty, flexicurity, pensions, welfare states, and gender equality. Drawing on time-series data from Eurostat as well as other data sources, the contributors generally find that the Lisbon Strategy was not successful in achieving its social policy aims; it was also undermined by the global financial crisis. There has been some policy convergence in Europe, but this varies by the type of convergence, the time period examined, and the specific policy domain. This review will briefly summarize and analyze the parts of this book and conclude with some final thoughts about the volume as a whole.

Abstract:
Women have been both the subjects and objects of Turkish modernization for a long time. They have always been at the forefront of burning questions in Turkey, either with the decades-old debate of wearing headscarves in public institutions, or, lately, with Erdoğan's agenda-setting remarks that women need to give birth to at least three children or abortion will be constrained. However, studies about their position in society or their role in modernization have not gone far beyond superficial repetition. Dedeoglu and Elveren, to a large extent, fill this academic gap in Turkey through editing this book. It consists of thirteen valuable chapters dealing with different aspects of gender issues that are at the junction of tradition and modernity. To this end, the book mainly aims at understanding the impact of neoliberal social policies, political Islam, and EU accession on gender in Turkey. Women stuck between formal equality on paper and social realities in practice are examined using different data sets and topics, from female labor ratios to payment policies, and from social security reform to the individual pension system. For all the diversity of topics, the authors' comprehensive analysis about the reasons for the secondary position of women in society and the possible outcomes of eager but not-yet mature governmental reforms makes this study a reference book not only for readers who want to learn more about gender, society and the neoliberal economy in Turkey, but also for decision makers who want to be aware of the margins of socio-economic dynamics in Turkey.

In recent years, not only have the changes in Turkish foreign policy been discussed but also the key factors and actors behind the change. This book deals with both the professional and academic life of the foreign minister of Turkey, Ahmet Davutoğlu, and provides information on him and on developments in Turkish foreign policy. The author, Gürkan Zengin, is a journalist with an interest in foreign relations. His book includes a number of important stories of Davutoğlu from when he was a university professor and advisor up to today as a diplomat and minister. It seems that the author reached his conclusions and got information for the book from colleagues of Davutoğlu, his writings, and from other media. At first sight, this book is very beneficial for those who are interested in Davutoğlu and Turkish foreign policy in general.

There are few regions more unknown and caricatured than Central Asia, and within it perhaps no country is less understood than Turkmenistan. Central Asia is oil, caravanserais, the Great Game, and the Silk Road; in the popular imagination, Turkmenistan's only distinguishing feature is its reputation as a “Stalinist Disneyland” with revolving statues, Gaddafiesque Books of Wisdom, and empty cities of marble. The people are absent.

The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

616. EU's Readmission Agreement and Visa Liberalization Talks with Turkey: Backing up Turkey's Protracted Way to the EU

Abstract:
European Union (EU) has been reluctant to start visa liberalization talks with Turkey until mid–2012 despite the fact that citizens of all other candidate countries have enjoyed visa-free travel to Schengen area since 2009. The Turkish diplomats had mastered to negotiate roadmap to visa-free travel in an exchange for the initial of the readmission agreement, implementation of which is considered key in securing EU's eastern borders. The issues of migration and visa policy are covered in the negotiating chapter Justice, Freedom and Security, which has been blocked by the Republic of Cyprus. Demonstrating that the said topics represent joint interest of Turkey and the EU, the chapter was added to the positive agenda launched this May with the aim to keep Turkey's accession process alive. Despite the fact that visa liberalization and readmission agreement will both be negotiated outside of Turkey's accession framework, reforms adopted in these areas are likely to ease Turkey's alignment with the provisions of the relevant chapter of the acquis communautaire. Visa liberalization and readmission agreement are thus important factors influencing Turkey's protracted journey to the EU.

Abstract:
Considering the recent developments in the EU member states, such as French dismantling of Roma camps, minority protection within the EU has increasingly become questionable. Although the EU often neglects the track record of member states' records in minority rights, minority protection has increasingly received EU's attention in the accession process of Central and Eastern European Countries (CEECs). Minority discontent as a potential threat to the stability of Europe in the aftermath of the Cold War has triggered the EU to focus on minority rights. However, the improvement of minority rights in candidate countries remains limited, especially considering the implementation of minority rules adopted in the pre-accession process.

When I arrived in Astana at 7:30 AM, still half-asleep, on a rainy August morning, I was relieved to have survived the train ride. Three weeks earlier, I had visited Turkestan, a city in southern Kazakhstan that is home to the mausoleum of Sufi scholar Ahmed Yasawi. The Almaty-Turkestan train lasted some twenty-two hours. I shared a four-person sleeping compartment with my travel companion Roberto and two Kazakh men, a retired eighty-nine-year-old school principal from Turkestan and a forty-year-old Kazakh from Shymkent, another southern city. When the Shymkent gentleman entered the cabin, he was wearing a pistol on his belt to "scare people." Fortunately, he removed the belt at night.

619. Arab Spring, Turkish "Summer"? The trajectory of a pro-Western "moderate Islam"

Abstract:
The “moderate Islam” that has developed in Turkey could play a role in shaping the outcome of the Arab revolt that began in 2011. The modern Turkish state established by Atatürk after the collapse of the Ottoman Empire had to find ways to integrate Islam politically. Turkey was a late-industrialising country and the Islamic political current tended to have an anti-Western, antiliberal profile on this account. Two tendencies within Turkish political Islam are distinguished: one connecting religion to economic nationalism, the other primarily cultural and willing to accommodate to neoliberalism. The 1980 military coup geared the country to neoliberalism and cleared the way for this second tendency to rise to power through the Justice and Development Party (AKP) of R.T. Erdo ˘gan. For the West and the Gulf Arab states the export of this model to the Arab countries destabilised in the popular revolt would amount to a very favourable outcome. Gulf Arab capital was already involved in the opening up of state-controlled Arab economies, including Syria. Although the situation is still in flux, by following the Turkish model Muslim Brotherhood governments could potentially embrace political loyalty to the West and neoliberal capitalism.
