521. Prospects for Resolution of the Kurdish Question: A Realist Perspective

Abstract:
The developments in early 2013 generated expectations that the almost three decades old armed conflict between the Turkish state and PKK would eventually come to an end. This article adopts a skeptical position and identifies two principal factors that make a peaceful settlement a distant possibility. First, the current military situation is a stalemate that is not ripe for peace. The costs of the conflict remain highly tolerable for both sides. Next, huge differences separate what the Turkish government is willing to deliver and what the Kurdish insurgency is willing to accept for disarmament. In particular, the PKK has no incentive to accept disarmament and demobilization given current geopolitical dynamics conducive to Kurdish self-rule. Abstract:
After a major wave of democratization over the last decade, the stalemate in Turkey's reform process and the rising concerns about 'creeping authoritarianism' under the ruling AKP government attracted the attention of many scholars. How could Turkey manage to achieve substantial progress in democratization over the last ten years and why has the current government lost its reformist spirit? This article seeks to answer these questions by developing a multi-dimensional, holistic approach that tries to integrate structures and actors, domestic and external forces, rather than single-mindedly focusing on certain aspects whilst downplaying other crucial elements.

523. The Human Element: Nuclear Power Development in the Middle East

Abstract:
Most discussions on nuclear power in the Middle East in recent years have focused predominantly on Iran's suspected weapons program. However, the region is also home to another major nuclear-related trend: it is likely to play host to the first new nuclear energy states of the twenty-first century. While many countries in the broader Middle East have expressed interest in civil nuclear power, three–the United Arab Emirates (UAE), Turkey, and Jordan–have set firm tar- gets for its implementation by the end of this decade. If they are to reach these ambitious goals and if they are to develop and deploy safe, secure, and sustainable civil nuclear power programs, these countries will have to overcome a range of technical, institutional, and, most importantly, human-resource related challenges. Of the countries in the region, the UAE is by far the most advanced in the development of its program. Having made public its interest in civil nuclear power in a white paper in 2008, the country purchased four nuclear reactors the following year from a South Korean consortium and is aiming to have its first reactor connected to the grid in 2017, an extremely ambitious time frame for a newcomer nuclear energy state. Turkey has a long history of attempting to implement civil nuclear power, and its latest agreement with Russia for the provision of four reactors at Akkuyu on the Mediterranean coast is, by some counts, its sixth attempt at a commercial-scale program. However, there is good reason to believe that this time will be different for Ankara; the terms provided by Rosatom– the Russian state-controlled nuclear company that will finance, build, and operate the project–shield Turkey from a large amount of financial–if not operational–risk, and the Akkuyu project is due to be operational by 2020. Like Turkey, Jordan has a public goal of de- ploying its first nuclear reactor by the end of the decade. Having reduced its shortlist of nuclear vendors to two bidders (Rosatom and a French-Japanese consortium led by Areva and Mitsubishi), the Jordanian Atomic Energy Commission plans to make its final decision in time to start construction of its first plant by the end of 2013.

Abstract:
During the summer and fall of 2009, the continuing and often violent Kurdish problem in Turkey seemed on the verge of a solution when the ruling Adalet ve Kalkinma Partisi (Justice and Development Party) or AK Party (AKP) government of Prime Minister Recep Tayyip Erdogan and President Abdullah Gul announced a Kurdish Opening. Gul declared that "the biggest problem of Turkey is the Kurdish question" and that "there is an opportunity [to solve it] and it should not be missed."Erdogan asked: "If Turkey had not spent its energy, budget, peace and young people on [combating] terrorism, if Turkey had not spent the last twenty-five years in conflict, where would we be today?" Even the insurgent Partiya Karkaren Kurdistan (PKK) or Kurdistan Workers Party, still led by its imprisoned leader Abdullah Ocalan, briefly took Turkey's Kurdish Opening seriously. For a fleeting moment optimism ran rampant. That optimism, however, would ultimately go unfulfilled. What happened? The Kurdish Opening failed to live up to expectations because of roadblocks it encountered before it had a chance to get off the ground. Decades-old resistance to decentralization and an unwillingness to negotiate seriously with the PKK additionally worked to undermine the stated goals of the Kurdish Opening. This article will provide historical background to the recent efforts as well as a timeline of the government's initiatives and the Kurdish response regarding the Kurdish Opening. The question of why the Opening has failed to date will be examined. Recent developments including the civil war in Syria, which suggest that some possibility for progress on the Kurdish question remains, will also be discussed. Finally, the article puts forth recommendations to facilitate progress on finding a political settlement between the Turkish government and the PKK.

Abstract:
Populists argue that Islamic immigrants are fundamentally different from Europeans. As evidence, they point to notions of religious and cultural identity. Such arguments have popular resonance. As more mainstream politicians pick up on these themes, they begin to take on an air of common sense. Nevertheless, they are mistaken. Europe has a long track record of reconciling competing identities. This has happened by focusing on patterns of interaction (solidarity) rather than obvious indicators of distinctiveness. Using the examples of the Netherlands and Turkey, this article illustrates the wide spectrum of European approaches to the challenge of getting different groups to share the same geographic space.

Abstract:
Three earthquakes have shaken the main pillars of the global system - security, economy and politics - over the past two decades. The foreign policy Turkey has pursued throughout these three major earthquakes draws on principles that are in line with the challenges of the enormous transformations underway. The fall of the Berlin Wall, 9/11 and, most recently, the Arab Spring and the euro crisis have had tremendous implications for the international order. With its international position and historical depth, Turkey has shown that it has the potential to contribute to the transformation of the international system, and it will continue to maintain its determined stance in the future.

Abstract:
At the Ministry of Foreign Affairs over which he presides, they call him "Professor" rather than "Mr. Secretary." The same holds true for his colleagues within Turkey's ruling Justice and Development Party (AKP). Indeed, he speaks like a professor come to politics and diplomacy from academia. Addressing his interlocutors in a soft voice and modest manner, he reflects the environment of his early childhood in Konya, an environment shaped by the Turkic traditions his family brought with them from Central Asia when they migrated to Anatolia during the sixteenth century.Foreign Minister Ahmet Davutoglu carries himself with casual elegance. He is fond of talking about his enchantment with Istanbul and its world, but says he could never loosen the bonds that tie him to his mountainous birthplace in the Konya region. He considers the great Sufi mystic Jalal ad-Din al-Rumi, who ended his days in Konya and whose followers established the Mevlana order there, to be a personal and spiritual bulwark. His father, a pious shopkeeper, moved to Istanbul so that his only son could get a suitable education, going against the current of his traditional and conservative upbringing to enroll the boy in the Istanbul Erkek Lisesi (Istanbul Lycée for Boys), where the language of instruction was German. The young Ahmet was thus exposed from an early age to Western culture, becoming an avid reader of Goethe, Kafka, and Berthold Brecht. A brilliant student, he went on to study at Istanbul's Bosphorus University (originally Robert College), where he received BA and MA degrees in economics and political science and a PhD with honors in political science and international relations in 1989.Turning down several offers from U.S. universities, Davutoglu accepted a teaching position at the International Islamic University of Malaysia in 1990 so he could pursue his interests in Eastern philosophies (especially Buddhism) and Islamic movements and trends in East Asia. While in Kuala Lumpur, he established and chaired the political science department at the university, which made him associate professor in 1993. Before returning to Turkey, he spent time in Cairo and Amman to perfect his Arabic.Back in Istanbul, Davutoglu taught at several universities, notably Marmara University and Beykent University, becoming a full professor in 1999. He also established the Institute of Arts and Sciences. A dynamic professor, he attracted an enthusiastic following, especially among Muslim-oriented youth. Later, many of those who studied under him would serve the AKP as a cadre whose Islamic base was cross-fertilized with Western knowledge.When Recep Tayyip Erdogan became Turkey's prime minister in March 2003 following the AKP's 2002 victory at the polls, he appointed Davuto?lu as his primary foreign policy advisor and ambassador at large. By that time, Davutoglu had already published the influential Strategic Depth (2001) and several other books, including Alternative Paradigms: The Impact of Islamic and Western Weltanschauungs on Political Theory, and Civilizational Transformation and the Muslim World (the latter two published in English). As Erdogan's chief advisor, he played an increasingly prominent role in shaping Turkish policy in the Middle East. He strongly opposed the U.S. invasion of Iraq and in general set out to reshape Turkey's Arab diplomacy, including forging a relationship with Hamas. Soon recognized as the principal architect of post-Kemalist Turkish foreign policy, he became a distinguished player in global diplomacy and in May 2009 was appointed minister of foreign affairs. Davuto?lu's trajectory could serve as a model for a new generation of Turks from the Anatolian heartland who want to combine their geohistorical heritage with the Turko-Islamic confluence to restore their ties to the Arab world and the wider Islamic East.Our interview took place on 13 February 2013. Arriving at the Foreign Ministry at the appointed hour, we were greeted by one of Davuto?lu's aides, who told us, "Normally, the professor's busy schedule does not permit lengthy interviews, but since the topic is Palestine and the organization you represent deals with Palestine, he has given it priority over other pressing concerns." The secretary himself greeted us graciously, and carefully examined the latest issue of our quarterly, Majallat al-Dirasat al-Filastiniyya, reading the titles on the front cover aloud in Arabic and then turning to skim several abstracts. He had not asked to see the questions beforehand, and after we outlined the main points we wanted to discuss, we began. It is no exaggeration to say that our meeting with Dr. Davutoglu was a lesson in the theory and application of Turkey's foreign policy, particularly its Eastern face, addressing a range of topics from the Arab legitimacy crisis and Turkey's ideas for a new regional system to the problematic relationship with Israel and the future of the Palestinian issue.You are considered the architect of the new Turkish foreign policy. What can you tell us about the achievements related to your vision of Turkey's "strategic depth" and the "zero problem with neighbors policy"?

Turkey's actions in the South Caucasus face serious limitations as long as it has no direct influence over the dynamics of conflict settlement. Turkey has the potential to support transformation and reform within the societies of the South Caucasus through soft power. The current state of Turkey's relations with Armenia will keep on seriously curtailing Turkey's outreach in the South Caucasus. Azerbaijan is a stakeholder in Turkish-Armenian relations and Turkey, because of its inability to proceed further with its bilateral agenda with Armenia, has become a stakeholder in the settlement of the Nagorno-Karabakh conflict. Azerbaijan's leverage on Turkey appears to be more and more influential. The importance of the notion of Turkishness in national politics is an important factor in assessing the strength of pro-Azeri feeling. The Kurdish problem is today a major political challenge. It is the most powerful dynamic underpinning the questioning and progressive redefinition of national identity.

Abstract:
The generally accepted idea that gender parity in education will automatically lead to women's empowerment is also inherent in Untied Nation's Millennium Development Goal 3. This working paper questions this necessary link between years of schooling and women's empowerment without considering other factors. For this purpose, this paper comparatively examines progress achieved in girls' years of schooling in different regions of the world and in Turkey. This paper then discusses cases where gender parity in education did not entail women's empowerment and argues that policy makers should pay attention to the content of education and socio‐cultural context for education to bring women's empowerment.
