401. A Muslim Mystic Community in Britain: Meaning in the West and for the West

Abstract:
THE NAQSHBANDIYYA is perhaps one of the widest-spread Islamic religious brotherhoods due to its active involvement in political affairs. Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

402. Turkey's Potential Role in the Emerging South-Eastern Mediterranean Energy Corridor

Abstract:
South-Eastern Mediterranean gas findings have raised much interest in recent years. Even though the estimated quantity of reserves is not globally significant, it is enough to be a regional game changer, promising a considerable amount of gas surplus to be exported. The main export route and potential customers are still being debated. Turkey, with its growing gas consumption, geographical location and existing pipeline system, is considered to be the most feasible option both as a customer and a transport route. Nevertheless, the fact that Israel and Cyprus, with whom Turkey had difficult relations, are the first two explorers of significant resources complicates considerably the situation. Optimistically, the reserves may lead to a solution to the Cyprus conflict and restore diplomatic ties between Israel and Turkey. However, energy resources are known to be a double-edged sword that can lead to collaboration but also to conflict. Either way, gas production will find its way to the markets. It will be up to regional actors to decide whether this way will be paved via interim agreements or via a permanent settlement that could initiate regional energy cooperation in the Eastern Mediterranean.

403. Erbil Sends Oil, Ankara Gets Trouble

Abstract:
Since the international media reported crude oil flowing from the KRG to Turkey, doubts about the act's legality, political acceptability and opacity have surfaced. This oil trade is commercially enticing for energy-hungry Turkey, but is also politically risky. The Turkish government's lack of transparency regarding the KRG energy deal's economic and technical aspects has triggered domestic criticism - an especially risky proposition given the proximity of next year's election - and the KRG deal may also hinder international reliance on Turkey as a reliable energy hub. Turkey would be better advised to position itself as a partner for the export of Iraqi oil and gas, without making any distinction between federal and regional authorities. An Ankara-Erbil-Baghdad partnership based on normalized energy relations would help Turkey build new energy bridges with the EU, reducing gas prices for European consumers and strengthening Turkey-EU relations.

404. Turkey's Energy Strategy and its Role in the EU's Southern Gas Corridor

Abstract:
The Southern Gas Corridor (SGC) is a European Commission initiative aimed at facilitating the diversification of the routes and sources of gas imported into Europe. This paper is devoted to the analysis of Turkey's role in this initiative. Following a summary of the current economic and energy situation in Turkey, the paper presents recent developments in the SGC and an analysis of Turkey's role in the EU's SGC vision. It concludes that although the newly-built infrastructure within the SGC framework will probably serve Azerbaijani and Turkish interests first in their future relations with the EU, rather than the other way round, as had been initially hoped by the EU, it still addresses the EU's basic strategic interests, namely, the diversification of gas supply routes and suppliers.

Concerns about the deterioration of democracy in Turkey are not new: the trials over the 2003 „ Sledgehammer ‟ alleged coup plan (2010-12) and over the ‟ Ergenekon ‟ secret organisation (2008-13) broke the military‟s influence over politics, but were widely criticised because of their reliance on secret witnesses and disputes over evidence. Ironically, their outcome has recently been challenged by Prime Minister Erdoğan himself, who has disowned the trials now that the judiciary has the AK Party in its sights. International concern was also stirred by the violent crackdown on the countrywide protests of May/June 2013. Unrest then was triggered by the planned redevelopment of Istanbul‟s Gezi Park in May 2013, but developed into a wider movement critical of government corruption, increasing restrictions on freedom of speech and concerns about the erosion of secularism. Protests simmered on through September, winding down in autumn and winter only to reignite in March of this year.

Abstract:
The Kurds in Syria, Turkey and Iraq face complex challenges. Among the current Kurdish realities, the emergence of Kurdish self-governing areas in northern Syria controlled by what is considered to be the Syrian branch of the Kurdistan Workers' Party (PKK) generates considerable uncertainty. The complex civil war in Syria and antagonism between the Kurdish Democratic Union Party and a fragmented Kurdish political spectrum generate many questions as to the future of these Kurdish areas in Syria. In the case of Turkey, old and new internal and regional factors have threatened the dialogue under way between Turkey and the PKK. These include the lack of clear state policies to resolve the conflict, Turkey's current internal crisis, the complications of cross-border dynamics, and the mutual impact of the Kurdish questions in Syria and Turkey. In Iraq, tensions continue between the Kurdistan Regional Government and the country's central administration. The consolidation of Kurdish autonomy – with new elements such as the energy agreement between Erbil and Ankara – continues to generate uncertainty in a context where many issues remain unresolved.

407. Egypt's Future: Yet Another Turkish Model?

Abstract:
The Turkish model deemed most relevant to 2011-12 post-Mubarak Egypt was the Islamist-led transformation of the polity and economy that occurred following the rise to power of the Justice and Development Party (AKP) in the 2002 general election. As it transpired, this version of the Turkish model lasted but one year before another took its place. That model was the political project of the Turkish military that seized power in September 1980. This thirty-one year old Turkish model of a constitutionally empowered executive body, controlled by the military appears to have trumped the contemporary, Islamist one in Egypt. But the Turkish military coup of 1980 unwittingly and unintentionally laid the groundwork for the transition that ultimately swept it from power and its leaders into jail. The pertinent question then is will Egypt's civilian political and economic actors be similarly and sufficiently astute to exploit the opportunities they inevitably will have even under military rule? Egyptian political forces will inevitably mount serious challenges as they did in Turkey. In Egypt, however, the domestic and regional political and economic contexts are so different from those in Turkey that the outcome of the struggle for power between civilians and the military are likely to deviate substantially from this Turkish model.

Abstract:
The Turkish-Kurdish peace process began in early 2013 and stalled soon after. During that period, the Kurds expected the government to release KCK activists, improve Ocalan's prison conditions, allow Kurdish-language education, and lower the 10-percent electoral threshold. In response, the government announced a reform package, which, among others, allowed education in Kurdish in private schools. The government also sought to shut down Ocalan and remove the PKK from the peace process, by reaching out to Massoud Barzani's Kurdistan Regional Government. Still, there is no doubt that a strong and democratic Turkey would improve the Turkish-Kurdish relationship and benefit the lives of Kurdish citizens.

Abstract:
States often fall out or collaborate over issues to do with international migration whilst migrants through their very actions shape the interdependence of states. Turkey and the EU also frequently argue over migration issues. Over the years, Turkey's economy grew significantly. It became an attraction and a safe haven to migrants and refugees. In April 2013, a new migration and asylum law came into force that responds to these new challenges. This was followed by the EU-Turkey visa liberalisation and readmission agreements. This contribution sketches some of the issues and notably the wider context to these latest developments.

Abstract:
The transformation of Turkish foreign policy has become a closely followed subject, fueling important debates on the underlying reasons, resources, actors, outcomes, and nature of the policy progress. This change has also introduced new challenges to those who have adopted generic models to understand and explain Turkish foreign policy. This article will examine and discuss the main causes that have complicated the study of Turkish foreign policy during this period, such as simultaneous changes in the nature and conceptualization of the international system –the end of the unipolar world, the emergence of new power centers - and domestic transformations in Turkey, including active civilian control of military, the emergence of an attentive public opinion in foreign policy.
