281. Turkey After July 15 – Dawn or Disaster?

Abstract:
Director General of the Foreign Service, 2003-2006 United States Ambassador to Turkey, 2000-2003 July 15, 2016 will live in the minds of Turks the way 9/11 is fixed in the minds of Americans. That evening a small group of mostly military officers attempted to forcibly overthrow the government and possibly assassinate Turkey’s President, Recep Tayyip Erdogan. Air Force planes bombed Turkey’s parliament while it was in session. A FaceTime call from President Erdogan mobilized thousands of citizens, who poured into the streets, directly confronting troops participating in the coup attempt, and within a short period of time, the coup collapsed. President Erdogan described the crushing of the coup as a “gift from God.”

282. Turkey's political direction: Authoritarianism, liberal democracy or dissolution?

Abstract:
After the re-run of the parliamentary election on 1 November 2015, it is certain that Turkey will again be ruled by the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) one-party government. Based on this premise, this study provides a future-oriented analysis in the form of three scenarios: 1) an authoritarian Islamist state; 2) a consolidated liberal democracy; and 3) the dissolution of the Turkish state. The study also identifies three major drivers: a) the AKP and the Islamic-conservative state project; b) regional instability; and c) the Kurdish question. Regarding scenario one, there are factors and processes present that decidedly increase the possibility of an authoritarian Islamist state in Turkey. On the other hand, the republican tradition of parliamentary democracy has at the same time proved to be remarkably resilient, suggesting that the course of events depicted in the positive scenario two still have a significant chance in the long run. Scenario three, the dissolution of the Turkish state, would create enormous instability in the EU’s immediate neighbourhood and exponentially increase unpredictable tendencies and conflicts. The internal and external forces that could produce such a dramatic outcome are still rather weak, but they do exist in an embryonic form. Thus, the republican modernization project attaching Turkey to the Western legacy of secular humanism should not be underestimated and may well prevail in the end. For the time being, however, it seems to be on the losing side as the political process is consolidating the Islamic-conservative version of Turkish nationalism. At the present moment this current is pointing to a concentration of power and a non-pluralist authoritarian regime whereby national identity is increasingly constructed in a form that conceptualizes political liberalism as an existential threat.

Abstract:
Turkey has recently come to look like a beat-up boy. At home, it seems to have regained the authoritarianism of its past. Abroad, its behavior looks rough edged and militaristic. It gets blamed for not doing enough, or the right things, on Syria, the problem of the Islamic State of Iraq and Syria (ISIS), and Europe’s migrant crisis. Some have concluded that this country, its regional policies in tatters and under the assault of an autocratic president, Recep Tayyip Erdoğan, can no longer be regarded as an ally. Much of the criticism is on target, some less so. Real issues exist in Turkey and in the relationships that the United States and European countries have with it. At a tough time for the region, concerted and effective strategies to protect the interests the United States and its allies have in and with this key European and Middle Eastern country are more important than ever.

Abstract:
In many places it is forgotten that Europe, especially the EU, is a veritable success story, as this continent has never before experienced a period such as the past seven decades of democracy, peace and prosperity. Faced with the current challenges, especially the refugee crisis, there has been an increasing tendency among European governments to take unilateral action. This approach cannot be successful, however, as European governments attempt to implement policy prescriptions of the past to solve problems of the present. In fact, we need not less but more Europe—but also a reformed Europe: a European Union with one voice for external policy (common foreign, security and defense policy and asylum and migration policy) and the capacity to overcome its internal turmoil (common economic, budget, and tax policies, and a minimum of a transfer union). We also need a European Union that makes the benefits of globalization available to all people. The European Union is currently experiencing one of its worst crises in its history. Old fault lines that have run through the continent for centuries, once considered overcome, have become prominent once again; new challenges have arisen, especially in the wake of globalization, climate change and new technological developments (the Digital Revolution). The world has seemingly become ungovernable. The proclaimed 1989 “end of history” (Fukuyama) is certainly over, and history has a firm grip on Europe. This, at least since the outbreak of the financial and economic crisis in 2007/08, no longer deniable fact is reflected in the still unresolved crisis in Greece (“Grexit”), the associated Euro Crisis, the British referendum on exit from the EU (“Brexit”), and in the renaissance of geopolitics. The annexation of Crimea by Russia undertaken in violation of international law, the war in eastern Ukraine, as well as state disintegration in Libya, Yemen, Iraq and Syria have made it clear that, from the Caucasus to the Balkans and from Pakistan/Afghanistan via the Middle East to North Africa, extends a “Ring of Fire,”—a term used by former Prime Minister of Singapore Lee Kuan Yew to describe the geopolitical challenges of Europe more than twenty years ago. These long concealed —or ignored—distortions are now breaking out again in the form of “wars of succession,” leaving behind territories plagued by unrest, civil wars, and failed states, and resulting in terrorism and refugee waves now reaching the center of Europe. The resulting “crisis mode,” within which the European Union has been operating for several years now, reached its climax with the result of the referendum conducted in June, determining Britain’s exit from the European Union (Brexit). Aside from the medium and long-term economic implications for the country, Brexit was an earthquake with unforeseeable consequences especially on the political level. Scotland is once again discussing its potential separation from the United Kingdom, the fragile peace funded by the EU in Northern Ireland is threatened by collapse, and in a considerable number of other EU countries—mainly France and the Netherlands—populist and nationalist parties are interpreting Brexit as a signal to seek their salvation in national initiatives.

Abstract:
Since 2010, Professor Rochelle Davis has conducted research among the refugee communities in Jordan, Lebanon, and Turkey, working with MAAS Alum Abbie Taylor. With 60 million people counted as refugees or internally displaced, we are currently witnessing the largest global forced displacement since World War II. These displaced millions are primarily fleeing war, conflict, and persecution, but a host of other factors also contribute to the unstable conditions they face in their home countries: forced conscription; lack of access to health care, jobs, and education; drought and environmental degradation. More than half come from the Middle East, Central Asia, and the Horn of Africa. Despite the news of migrants arriving daily in Europe, the overwhelming majority of those displaced remain in or near their home countries.

Abstract:
On April 22, 2015, CCAS Visiting Lecturer Dr. Mohammad AlAmad and his family left their home and lives in Syria behind. “Human smugglers drove us to the Turkish border,” says AlAhmad, “and then my wife and I carried our two young children, walking through barbed wire and muddy water into Turkey. We were full of trepidation, fear, and the pain of being displaced.” Though AlAhmad left Syria because he had been accepted to participate in the Institute of International Education’s Scholar Rescue Fund, which provides support for threatened scholars and places them with visiting appointments at partner academic institutions, he did not yet know his family’s ultimate destination. Once in Turkey, AlAhmad learned that his appointment would be at Georgetown, starting in August.

287. Exiled in Babylon: Refugees and the Politics of Language

Abstract:
In the city of Mardin, the Tower of Babel cliché holds particular relevance. The old city—a beautiful array of historic stone houses stacked on a mountain slope in southeast Turkey—is located at the northern edge of Mesopotamia, once the land of Babylon. More than geography, the linguistic panorama of the area evokes the Genesis Babel story, the myth used to explain the variation of human tongues. Mardin is a microcosm of the Ottoman Empire’s ethnic, religious, linguistic and cultural diversity, largely eroded by nationalism’s drive for homogenization. A large Kurdish population lives in Mardin, holding on to their mother tongues despite decades-long Turkish “assimilation” policies. A sizable Arab population lives here too, separated from Arabs in Syria and Iraq after the fall of the Ottoman Empire. Linguists classify their language as “Mesopotamian Arabic,” related to bygone Iraqi dialects. Most Mardinites grow up speaking at least two—sometimes three—languages, learning either Kurdish or Arabic at home, the other on the streets, and Turkish at school. Further adding to the linguistic diversity, there remain several hundred neo-Aramaic speaking Assyrians and even fewer Armenians who once made up the majority of the city’s population; despite their now meager numbers, they attract tourists who come for the locally produced Assyrian wine and traditional Armenian and Assyrian silver crafts.

Abstract:
This article aims to present some notes and findings about the fieldwork that I conducted in Istanbul with Syrian musicians in 2015. The main questions of the research were the identity of the Syrian musicians and the status of Syrian music and musicians in Istanbul. In this article I will first present some details about the musical institutions in Syria and the problems related to “being a musician” and studying music in the era of Al-Baath party ruling. I will add some notes about the Kurdish musicians in Syria. The second section is about Syrian musicians in Istanbul. I will discuss how far they can communicate among each other and with musicians from Turkey, and what are the messages that they try to spread through their music. For this aim, I analyze some musical activities that took place in Istanbul, such as the concerts of the Syrian community, as well as the relationship with the Turkish music of the Syrian alternative media in Turkey. Then, I discuss whether Turkey is seen as a temporary or permanent station by Syrian musicians. Lastly, I will analyze two musical activities and their repertoire that took place in two different stages to show the diversity of Syrian community in Istanbul. Abstract:
Turkey undertakes an important role in responding to the Syrian humanitarian crisis by hosting the largest number of refugee population around the world through opening its borders to Syrian refugees subsequent to the conflict in Syria after 2011. Turkey has been managing the refugee phenomenon at the beginning with a discourse of 'guest'. The temporary protection regime for Syrian refugees in Turkey ratified in October 2014 on the one hand, and the discourse of 'guest' on the other, constitute significant basis to the sociological aspect of the matter at hand. By nature, the terms 'host' and 'guest' imply an element of temporariness. Against this backdrop, there is a pressing need to focus on the fact that over 2.5 million refugees settled in the urban areas will not be returning shortly to their country of origin even if the war is over now. This study, based on gendered perspective, aims to explore the factors determining the perception of the insider for the outsider and vice versa within the scope of Simmel's 'stranger' typology. Following Simmel's definition of the stranger, in this article I consider Syrian refugees as people who comes today and stays tomorrow. The methodology of this study is based on in-depth interviews with refugee women from Syria and native women in Turkey as well as focus group meetings in Hatay and Gaziantep provinces, conducted in the framework of my PhD thesis.

Abstract:
Host societies typically draw boundaries towards immigrants on the basis of specific axes of diversity that are important to their self-understanding. This article analyzes Turkey's self-definition and resulting treatment of immigrants in the context of the current refugee influx by evaluating choices and justifications of political decision-makers. It argues that the highlighting of religious brotherhood towards Syrian refugees and the use of religious arguments to justify hospitality point to a recurrence of religion as key variable of identification in Turkish society and provides evidence for a neo-Ottoman turn. Also, it suggests that Syrian refugees in Turkey are mainly treated as temporary guests who are tolerated, rather than seen as permanent members of society. therebye, Turkey highlights a boundary towards outsiders and protects a homogenous core, thus employing aspects of an assimilationist mode of immigrant incorporation. Overall, this research outlines how the underlying self-image can find relevance in political decision-making such as the treatment of immigrants and thus sheds light on how boundaries and social categories are created and dissolved.
