181. Syrians in Turkey: Groupings, Fractures and a Floundering Civil Society

Abstract:
This paper describes Syrian emigration to Turkey since 2011, and the forms of organization in which Syrian refugees have engaged. It provides figures on the number of Syrian refugees in Turkey inside and outside the camps and the places of their distribution in Turkey, by province. The paper also studies this distribution according to three factors: the nature of asylum (individual/group), the ethnic factors for the groupings, and investment associations. It examines the fissures in the relations between the Syrians in Turkey (based on the region, class, or profession within the Syrian institutions). In addition, it addresses forms of solidarity within Syrian communities in Turkey and inside Syria. These forms of solidarity are classified into three categories: economic, relief, and cultural and political. The paper concludes that the Syrian elite, with its various specializations, was not immune from the situation in Syria; rather the elite also continues to provide support within Syria, and looks forward to the post-conflict phase, in which it can participate in all aspects of reconstruction.

Abstract:
The category of world music is a new genre-title created by that latest embodiment of globalization, the glocal (global-local) market in the music industry. The increase in the power of the world music market in late 1980's and the popularization of the Romani musician as an identity in that regard plays an important role in the popularization of the 9/8 Romani dance tune both in Turkey and in the Balkans sound. The Gypsy-Romani themed films in the last quarter century by Emir Kusturica and Tony Gatlif, the Gypsy-Romani music festivals held in Europe and North America, and the increase in the Romani instrumentalist and performer productions in the Balkans popular music market; also, the rise in the scientific and artistic interest in the academia show the emphasis on both the distinctive and the European identity of the Gypsies, while supporting the new political economic conditions. This article critically reviews the popularization process of Turkish Roma musicians and musics in the world music industry via correlation with Balkan territories.

Abstract:
This paper analyses the gendered organisational practices of Environmental Non-Governmental Organisations (ENGOs) in the United Kingdom (UK) and Turkey and the possible outcomes of these practices on gender compositions in senior roles. Since gender is an important element in organisations, it is expected to have implications for policies of ENGOs. The research on which this paper is based was undertaken as part of a Ph.D. which examined the gendered nature of ENGOs in Turkey and the UK. The research revealed how and why ENGOs are gendered especially in positions of power and influence. This is an important question because of pressure groups’ influence on environmental decision-making, and yet it has largely been neglected until now. This research revealed that while the ENGO sector is dominated by young single middle-class female employees, white, middle class men are in charge of the decision-making. It showed that the ENGOs reflect the rest of the society and its dominant patriarchal values. The research concluded that gender-biased working practices such as culture of long working hours, lack of formal recruitment and promotion procedures and short-term contract work relations limit career progression of women. This is due to the gendered roles and the traditional division of work in society (the gender division of labour), where triple workload of women remains invisible as a result of patriarchal and capitalist relations existing in both societies.

Abstract:
In line with the recognition of the significance of women in the path to development, various countries have sought to increase female labor market participation over the past decades. While many European countries have been successful, numerous Asian countries have failed. The purpose of this study is to compare the patterns of female employment in three Asian countries since the 1990s including India, South Korea, and Turkey and to discover the main determinants of the issue. Female employment is a multidimensional concept that should be evaluated from cultural, economic and political perspectives. The study thus adopts a broad perspective containing cultural, economic and political factors in different nations.

185. The Autocrats’ Comeback: A Cautionary Tale

Abstract:
Autocrats are making a comeback. Turkish President Recep Tayyip Erdoğan’s recent reelection, and the preceding repression of journalists and dissenters, is a prime example of this resurgence and sheds light on the playbook that many aspiring autocrats follow today. Erdoğan and other autocratic leaders voted into power through democratic means are part of a new breed of dictators—ones who swiftly dismantle the democratic system of checks and balances and the separation of powers designed precisely to prevent tyranny. The resulting system is an electoral autocracy—a system that retains the vestiges of democracy, but looks and acts like a traditional dictatorship. And this democratic erosion is ascending in prevalence—from 2000 to 2010, it accounted for 40 percent of all democratic failures. Personalist rule—a distinct mold of autocracy in which power is concentrated in the hands of one individual, sometimes referred to as strongman leaders—is also on the rise. Today, 40 percent of all autocracies are ruled by strongmen.

Abstract:
The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

187. The NATO/US-Turkey-Russia Strategic Triangle: Challenges Ahead

Abstract:
Turkey and NATO are experiencing a mutual crisis of confidence. Turkish policy makers lack confidence in NATO guarantees and fear abandonment—both prominent historical concerns. At the same time, policy makers within the alliance have begun to question Turkey’s intentions and future strategic orientation, and how well they align with NATO’s. One important factor contributing to this mistrust is Turkey’s recent dealings with Russia. Turkey is trying to contain Russian military expansion in the Black Sea and Syria by calling for a stronger NATO presence at the same time that is seeking to diversify its security strategy by improving ties with Russia and reducing its dependence on the United States and NATO. Turkey’s contradictory stance is no more apparent than in its evolving policy regarding the Syrian civil war. The threat topography of NATO’s southern flank reflects a complex web of state and non-state actors involved in asymmetric warfare. The Turkish shoot down of a Russian jet in 2015 highlighted the complexity and helped to precipitate military dialogue between NATO and Russia in Syria. Since then, Russian President Vladimir Putin and Turkish President Tayyip Erdogan seem to have overcome their strategic differences in their preferred outcome for Syria and have de-escalated the tensions following several rounds of peace talks headed by Russia, Turkey, and Iran and involving some, but not all, factions involved in the Syrian conflict. Yet several important questions about Turkish security policy and its impact on Turkish-U.S./NATO relations remain. What are the security implications of Turkey’s military actions on the southern flank? How is the continued fight against extremism in the region, including ISIS, likely to affect relations? And how should the West respond to Turkey’s security ties with Russia, including the Russian sale of advance military equipment to Ankara? The answers to all of these questions depend in part on whether Turkey’s behavior with Russia in Syria is a tactical move or a strategic shift away from NATO. Understanding these dynamics is key to devising policies and actions to minimize security risks between the U.S., NATO, and Russia. This paper argues that Turkey has economic and political interests in developing closer relations with Russia, but that these interests are not as strong as Turkey’s strategic alliance with the West, and NATO in particular. Turkish policymakers, who lack confidence in NATO, are pursuing short-term security interests in Syria as a way to leverage Western acquiescence to their interests regarding the Kurdish populations in Syria and Iraq. These objectives, however, are not aligned with Russia’s security objectives and do not add up to a sustainable long-term regional security strategy. In the short term, Turkey’s contradictory approaches to relations with NATO and Russia are likely to lead to ambiguity and confusion in the regional security architecture, with Syria being the most visible example of this disarray. To combat this approach, U.S. leadership and NATO should work to convince Turkey that the alliance takes Turkish security concerns in Syria seriously and to minimize the risks of Turkey’s acts as a spoiler in the region. For instance, addressing Turkish concerns over Washington’s arming of the Kurdish rebel group, the YPG, in northern Syria, will go a long way to resolving the key issue motivating Turkey’s decision to partner with Russia.

Abstract:
The migration and refugee crisis that erupted in 2015 landed recession riven Greece with a series of humanitarian, political, social, and financial as well as foreign policy and security challenges. Following a near disastrous open-borders policy steeped in leftist ideological parochialism, Athens aligned itself closely with Germany in support of the EU-Turkey deal that drastically reduced the human flows from Turkey into the EU and invited NATO naval forces to help monitor the implementation of the agreement. This paper is structured around two parts: the first part describes the immigration and refugee crisis itself, from a global, European and national-Greek perspective; the second part analyzes the risks to and policy responses of Greece and how they relate to the country’s overall geostrategic position, at a time when Europe is being redefined as it struggles to respond to a multitude of challenges.

189. Framing the Russian Aircraft Crisis: News Discourse in Turkey’s Polarized Media Environment

Abstract:
This article analyzes the way in which the downing of a Russian aircraft by a Turkish F-16 jet on 24 November 2015 was framed by pro-government (Türkiye, Yeni Akit, Yeni Şafak) and anti-government (Cumhuriyet) newspapers. Framing means selecting some aspects of a perceived reality and making them more salient in a communicating text. News frames give us definitions and identify those responsible for an event; make moral judgements; and propose solutions to problems. The analysis of the news frames utilized by four newspapers underlines the fact that in a polarized media environment news frames are highly politicized and the distinction between news frames and official discourse is frequently blurred.

Abstract:
Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.
