Abstract:
Israel's Chief of Staff Shaul Mofaz met senior Turkish defence officials on July 27 to discuss defence cooperation. Israel and Turkey, facing similar strategic problems based on shared interests and fears, are in the process of building the most powerful alliance in the Middle East. They are doing so in the face of opposition from the Arab and Muslim worlds as well wider concerns, notably on the part of Russia. The Turkish-Israeli alliance now appears sufficiently robust, at least for the moment, to withstand opposition from the Arab and Muslim world. Moreover, US support for the entente may grow owing to concerns about terrorism and stability in the eastern Mediterranean basin, as well as the administration's renewed emphasis on stability in the Gulf.

Abstract:
This assessment outlines a basis for U.S. national security planning related to Central Eurasia over the next ten years. The region covered encompasses the five former Soviet states of Central Asia (Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan) and the three former Soviet states of the South Caucasus (Armenia, Azerbaijan and Georgia). Although the two halves of the region are very different and attract the attention of the major powers in distinct ways, planners should avoid rigidly compartmentalizing them given the economic and, to a certain extent, cultural, linkages that exist. It is most important to appreciate the role these linkages play in the geopolitical mindset of the other major powers, namely Iran and Russia, and to a lesser extent, China, India, Pakistan and Turkey. In fact, these linkages are expanding as trends and developments in the region become increasingly transnational, and as the regions overall profile in global affairs becomes more prominent.

Abstract:
“There is only one way to escape these dangers, which is to emulate the progress of the Europeans in science, industry and military and legal organization, in other words to equal them in civilization. And the only way to do this is to enter European civilization completely” (Ziya Gökalp1876-1924). These words of Ziya Gökalp, the most prominent nationalist intellectual of the late Ottoman Empire, whom Mustafa Kemal Atatürk himself called the “intellectual father of the new Republic”, nicely reveal the historical paradox behind Turkish-European relations. They are an expression of both Turkey's desire to be acknowledged as a European state and the deeply rooted Turkish mistrust vis-à-vis the intentions of Europe. The victim of European power politics wants to be equal to its victimizers. On the basis of this paradox, this article claims that the mutual suspicions that have marred Turkish-EU relations cannot be understood without taking the historical legacies of Ottoman-European relations into account. In particular, it presents a critique of the flawed strategy of some circles that try to facilitate Turkey's EU accession by exploiting the country's geo-strategic assets. In putting the focus on security issues, the article will unmask the contradictions in this strategy, which rather contributes to maintaining the historically caused, distorted and sometimes hypocritical communication between Turkey and the EU.

Over the past four years Turkish foreign policy has been experiencing a transformation. Turkey now sees itself not only as part of Europe but also as part of Asia. The Asian character of Turkey, which has been downplayed for decades, has been revitalized, making Turkish foreign policy more active in the Middle East and the former Soviet Union and helping Turkey to improve relations simultaneously with the Arabs and Israel. Turkey's relations with the European Union are progressing favorably; EU membership is a goal, but not an obsession for Turkey.

Turkey's economic crisis is naturally the leading issue in bilateral U.S.-Turkish relations, and it is almost certainly topping the agenda of today's meetings of Foreign Minister Ismail Cem with Vice President Richard Cheney and other senior officials. Of course, these meetings pose the difficult question of how much Washington should do, if anything, to bail out its strategically vital ally. But this is only one of several uncertainties characterizing U.S.-Turkish relations in the early days of the Bush administration. Because so much of Turkey's importance to the United States derives from its critical strategic location, bilateral relations are greatly affected by U.S. policies toward other states in Turkey's region. Of most concern to Turkey will be the evolution of Bush administration policy toward Iraq, Iran, and Russia, and also toward Europe's nascent bid to develop an autonomous security capacity.

Turkey's economic near-meltdown last week — its second financial crisis in three months — was precipitated by political problems, not by narrowly economic issues. Until the political problems are addressed, the prospects for any new economic package will be questionable. With Turkish leaders and the International Monetary Fund (IMF) both seemingly floundering, Turkey likely would welcome suggestions on how to proceed, and the United States would do well to send a special high-level representative to Ankara for several days, as a source of informal advice and as a powerful symbol of U.S. support.

One of the top foreign policy priorities of the Clinton administration during the last few years has been strong support for building a pipeline to transport oil from Baku, Azerbaijan, to the Turkish port of Ceyhan. The administration has argued that this pipeline, bypassing other routes going through Russia and Iran, would be the best way for the economically struggling countries of Central Asia to get their energy exports to market, thereby underpinning their newly won independence. Washington also stresses the supposed benefit of having the pipeline run through the territory of a NATO ally, Turkey.

Abstract:
Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.
