Abstract:
Turkey is entering a critical year, in which its prospects for European Union (EU) membership are at make or break stage. Domestic crises over the past two years have slowed national reform, betrayed the promise of a new constitution and undermined the political will needed to pursue accession negotiations. Its leaders show scant sign of changing course, at least before the March 2009 local elections, and EU states are applying little pressure to reinvigorate reform. Both sides need to recall how much they have to gain from each other and move quickly on several fronts to break out of this downward spiral before one or the other breaks off the negotiations, which could then well prove impossible to start again.

Abstract:
It is possible to argue that there exists a push-pull balance in the EU's democratic conditionality that the EU has been applying since the South European states applied for membership and/or association agreement. This article arguee that this push-pull balance in conditionality has created the Dynamics that could transform candidate states; and the best example that demonstrates the succesful impact of the EU conditionality is the relation between the EU's Eastern enlargement, the EU's democratic conditionality and the successful transformation of political regimes in the Central and Eastern Europe. However, this study puts forward that the push-pull balance of conditionality has started to deteriorate because in particular of the enlargement fatigue in the EU. This change might diminish the impact of the EU's political conditionality in the ongoing enlargement process (Turkey, Croatia and othet Western Balkan states).

Abstract:
When Barack Obama assumes office on January 20, 2009, the president-elect will face many pressing issues. The strategic case for careful and active management of Iraq policy, however, remains strong. Iraq has at least 115 billion barrels of proven oil reserves (9.3 percent of the world total) and borders Iran, Syria, Saudi Arabia, and Turkey. This vital Middle Eastern country could become a terrorist thoroughfare and the scene of future regional wars or it could become a stable and prosperous U.S. ally. What matters now is not how U.S. presence in Iraq started, but how it will change in the next four years. It may be far more economical to finish stabilizing Iraq under the relatively favorable present conditions compared to the unknown and potentially unfavorable situation of the future. Iraq retains the potential to contribute to U.S. policy objectives in the Persian Gulf region and the broader Islamic world. It could yet emerge as a strong democratic state at the center of the Middle East.

The Strategic Studies Institute of the U.S. Army War College and the Atlantic Council of the United States conducted a colloquium entitled “The Evolution of U.S.-Turkish Relations in a Transatlantic Context” on March 25, 2007. Additional support for this conference was provided by the Washington Delegation of the European Commission and the Heinrich-Boell Foundation. The colloquium brought together serving and retired academics, diplomats, and military officers from the United States, Europe, and Turkey.

1125. Cyprus: Reversing the Drift to Partition

Abstract:
One more major effort, strongly encouraged by the UN and European Union (EU), should be made in 2008 to resolve the long-running dispute between ethnic Greeks and Turks on Cyprus and achieve a comprehensive settlement to reunify the island. All sides have much to gain from such a settlement. For the Greek Cypriots, it would end lingering insecurity, give them access to the Turkish economy, the most dynamic in the region, and increase their service industry's value as an eastern Mediterranean hub. For Turkish Cypriots, it will mean being able to enjoy the benefits of EU citizenship of which they are presently largely deprived. For the EU, the unresolved Cyprus problem now hampers its functioning on issues as diverse as cooperation with NATO in Afghanistan and Chinese shoe imports. And for Turkey a settlement would overcome a major obstacle to its convergence with the EU.

Abstract:
The closure case against the ruling AK Party pending before the constitutional court occupied the center stage of Turkish politics throughout the summer. After months of speculation on the fate of the party, the court finally reached a verdict in late July, deciding not to close down the AK Party, and averting what had otherwise promised to be an unprecedented level of political uncertainty, social and economic turmoil, and potential chaos. With the closure case now behind it, the AK Party is expected to be more restrained, and to act responsibly – as it did during the proceedings of the case – while building up its democratic and secular credentials through a reform policy in keeping with the EU accession process. For some time, the ruling AK Party had been under pressure for neglecting, if not abandoning, the EU membership process. In response to critics the government may refocus its energy on the issues that have stalled Turkey's accession.

Abstract:
American and Turkish leaders typically describe ties between the U.S. and Turkey as based on “common values and interests.” Yet given that the Bush administration's relationship with Turkey has been marked by dysfunction and crisis, is that still true? A tendency to see Turkey as a function of Washington's big idea of the moment, insensitivity to a broadening perception in Turkey of U.S. disregard for Turkish interests, inaction in the face of PKK terror, weak leadership on energy security, and schizophrenia toward Turkey's internal politics have left U.S.–Turkish relations worse than when George W. Bush came to office. If U.S. and Turkish interests remain largely convergent at the strategic level, a more independent Turkish diplomacy will likely be part of the Bush legacy. As for “common values,” there is reason to hope that the real damage done to mutual perceptions is reversible.
