Abstract:
U.S. concerns center on Turkey’s democratic backslide and deepening ties between Erdogan and Putin—but the Turkish president also wants to develop a rapport with Joe Biden and fortify his country’s weakened economy. In the seventh in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Soner Cagaptay offers guidelines for reinforcing the strained U.S.-Turkey relationship. Principal causes for unease involve U.S. concerns about Turkey’s democratic backslide and deepening ties between President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin, particularly Ankara’s decision to purchase the S-400 missile defense system from Moscow. Yet Erdogan also wants to develop a rapport with President Biden and fortify his country’s weakened economy. Further, Ankara and Washington can find many areas for tactical cooperation in places such as Syria, Libya, and China’s Xinjiang province, where the government is carrying out a genocide against the Muslim Uyghur population “Erdogan needs to reverse the current dynamic by advancing the narrative that he is getting along just fine with Washington,” the author explains. “Thus, in this early phase of the U.S. administration, Biden would appear to have a brief window of leverage over his Turkish counterpart.” In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. These range from thematic issues, such as the region’s strategic position in the context of Great Power competition and how to most effectively elevate human rights and democracy in Middle East policy, to more discrete topics, from Arab-Israel peace diplomacy to Red Sea security to challenges and opportunities in northwest Africa. Taken as a whole, this series of memos will present a comprehensive approach for advancing U.S. interests in security and peace in this vital but volatile region.

Abstract:
Turkey is making overtures for rapprochement with Egypt. How will Sisi respond? In a surprising development, Turkey-based media channels opposed to the Egyptian regime announced the suspension of all political programs attacking President Abdel-Fattah al-Sisi and his regime, based on directives from the Turkish government. Supporters of the Egyptian regime met the news with happiness and approval, counting it as a victory for Sisi. Yet the Egyptian regime itself refrained from showing enthusiasm towards this paradigm shift, contenting itself with a remark by Minister of Information Osama Heikal in which the minister said the move represented a “good gesture from Turkey.” Meanwhile, Egyptian Islamists residing in Turkey were struck by concerns that President Recep Tayyip Erdoğan could be contemplating handing them over to Cairo. For at least his first decade at Turkey’s helm, if not longer, subsequent US administrations regarded Recep Tayyip Erdoğan as an important partner. More recently, the pendulum has swung the other way; Erdoğan has emerged as a bipartisan bête noir in Washington. President Biden has called Erdoğan an “autocrat”; Secretary of State Antony Blinken referred to Turkey as a “so-called strategic partner,” and large majorities from both parties in Congress have voted to sanction Turkey until it reverses its purchase of Russian weaponry. The image of Turkey that US policymakers appear to be operating with is, as one columnist summed it up, that “Turkey’s president does what he does because he gets away with it.” In other words, Erdoğan is in full control of Turkey’s foreign policy, and, having opened a gulf between the two allies, Washington’s options are to either compel a change in his behavior or suspend its partnership with Turkey until the end of his rule. Much like the earlier, now discarded, belief in Erdoğan’s comity, this view, too, deserves to be challenged.

34. New Turkey’s new diasporic constellations: The Gezi generation and beyond

Abstract:
Turkey, like other countries from both East and West, is gradually withdrawing from international cooperation and seeking recourse to a new distinction between civilizations based on a synthesis of nationalism and nostalgic visions of history, memory, and religion. This transformation has been taking place under the rule of President Recep Tayyip Erdogan’s Justice and Development Party (AKP) and his unofficial Islamist and nationalist coalition partners. The latest outflow constitutes a significant wave of migration from Turkey, the largest since the 1990s when displaced, politically-active Kurds left the country in record numbers due to human rights violations and criminalization. Furthermore, one can easily argue that Turkey is also losing some of its brightest people due to the socio-political pressure and shrinking economy. This new wave of migration is changing the profile of the Turkish diaspora in European countries. Recent migrants are not necessarily in solidarity with one another and may have competing interests. These dynamics are transferred to destination, where the interaction between the newcomers and the older diasporas cause new tensions. Moreover, some elements of the diaspora are supportive of the authoritarian measures, and there are widening trust issues among diaspora groups from different backgrounds. These new developments have turned the diasporic landscape into a highly contested space and a playing field for the transnationalization of Turkey’s domestic disputes. Overall, an analysis of the interviews shows that leavers who had to make an involuntary migration decision did so quickly, without a chance to evaluate consequences, best routes or alternatives. Others who left voluntarily had been considering the decision for a long time, and had made enquiries about which country or sector would be the most beneficial for them. Interviews with individuals who did not need to escape immediately left us with the impression that there is a larger community in Turkey today who may be planning to leave at the first opportunity; the lifestyle migration trends we are observing today could, in the long run, prove to be the tip of the iceberg. It is too early to comment on how the contemporary waves of migration out of Turkey will shape the exporting of Turkey’s domestic conflicts to its diaspora. However, the current situation can give us insights into the direction inter- and intra-group interactions will take in the near future.

Current tensions between Egypt and Turkey emerged in the wake of Egypt’s 2013 coup. They reflect a deep divide between General Sisi’s hostility toward the Muslim Brotherhood and President Erdogan’s support for it. Yet this rivalry has now become exacerbated by new geopolitical fault lines in the Middle East and Eastern Mediterranean, which increasingly pit Turkey against a coalition of regional actors including not just Egypt but also Greece, Cyprus, Israel, Saudi Arabia and the UAE. As a result of these multiple, intersecting factors, Egyptian-Turkish rapprochement will prove difficult for the foreseeable future.

Abstract:
It was around the mid-2000s when Turkey—if only for a short period of time—promulgated the idea of “zero problems with neighbours”. At the time, Turkey was seeking positive reforms in all aspects of public life and a cooperative future with neighbouring countries based on mutual understanding and converging interests. Furthermore, Turkey imagined itself as a bridge between, not as a wall separating and isolating, different regions. Unfortunately, those days are long gone. For almost a decade now, Turkey has been reactionary in its treatment of its own citizens and solipsistic with regard to its neighbours. Democratic backsliding and human rights abuses inside Turkey have become the norm, while militarisation and unilateralism increasingly characterise its foreign policy choices. Its government actions have begun to resemble those of a rogue state. This report seeks neither to explain the intricacies of Erdoğan’s problematic behaviour towards its own people and the rest of the world, nor to denigrate Turkey’s standing. Rather, it aims to raise the alarm about the slippery slope Turkey finds itself on, hopefully well before his governance causes irreparable damage to the region. The report starts by presenting general aspects of Turkey’s relationship with international stakeholders, such as the EU and the US. It proceeds by mapping out internal developments that exemplify strong tendencies of democratic backsliding and human rights abuses. The third part focuses on regional aspects of Turkey’s foreign policy behaviour, starting with the most severe cases that epitomize the militarisation of its foreign policy and violations of international law. It concludes with various cases of political differences between Turkey and states on its periphery, which, combined with the other more severe cases described, demonstrate how Turkey’s foreign policy expectations of ‘zero problems with neighbours’ have turned into a ‘zero neighbours’ reality.

While the main focus of international media and academics is oriented towards Recep Tayyip Erdogan and the Justice and Development Party (AKP), together with their nationalist allies, the Turkish opposition is giving growing signs of deep changes and transformations. Obliged to operate within a “competitive authoritarian” environment, the three biggest parties of the opposition, namely the Republican People’s Party (Cumhuriyet Halk Partisi-CHP), the Good Party (İYİ Parti) and the Democracy and Progress Party (Demokrasi ve Atılım Partisi-DEVA) are in a multidimensional process of transformation and adaptation to the emerging needs and expectations of a growing part of the Turkish society. By exploring new ways to circumvent polarization that brings them closer to the vibrant society, and by searching for new interpretations of nationalism that open new perspectives of inclusiveness, these three opposition parties have the potential to emerge not only as significant political alternatives but also as a reflection of societal change.

Abstract:
Turkey’s activism in the Eastern Mediterranean now appears to be guided by an ambitious legal and geopolitical doctrine, based on the claim of a vast maritime domain – the “Blue Homeland” or Mavi Vatan in Turkish. Developed by admirals of Turkey’s Navy, who are aware of the strategic importance of the sea, this approach is influential among Turkey's military, political, economic, and intellectual elites. Although it presents certain contradictions with the traditional vision of the Islamo-conservatives, Mavi Vatan has been adopted by President Recep Tayyip Erdoğan, offering him the opportunity to consolidate his alliance with nationalist movements and to provide a legal framework for his action in Libya. However, the success of this doctrine also depends on Turkey's ability to modernize its naval forces, an effort that will require the maintenance of strong international partnerships.

Abstract:
The extraordinarily troublesome year 2020 tested many international institutions and bilateral ties, but few experienced sharper challenges than the complex relations between Russia and Turkey, which have a strong impact on crisis developments in Europe’s immediate neighborhood. Moscow can be content that Ankara is now perceived in Paris, Berlin and Washington DC as a major troublemaker, but it finds itself rather too often on the receiving end of Turkish attempts at projecting power. It was the unreserved and forceful support granted by Turkey to Azerbaijan in the war against Armenia in autumn 2020 that forced many Russian analysts to re-evaluate the status and prospects of relations with this important and difficult neighbor. There is a degree of compatibility between the autocratic political systems maturing in Russia and Turkey, but the latter state is a NATO member, while the former perceives the Atlantic Alliance as the inexorable adversary. Many drivers shaping Russian-Turkish relations, from deepening domestic discontent with corrupt authoritarian rule to the shifts in the European energy market, are outside the control of their ambitious autocrats. This analysis will focus on the most recent and ongoing shifts in the character of this relationship. Evaluation of the key dimensions of bilateral interactions, from historical and economic to personal, is followed by an investigation of the dynamics of interplay in four key intersections: the Syrian warzone, the Black Sea area, the Libyan conflict, and the Caucasus, shaken by the new spasm of war around Nagorno Karabakh.

The unprecedented economic growth and personal popularity once enjoyed by the Turkish leader have given way to stagnation, a dwindling support base, and problems abroad. During his first decade in power, Turkey’s Recep Tayyip Erdogan maintained his popularity by delivering unprecedented economic growth and dramatically increasing access to healthcare, education, and other essential services. But in recent years, he and his party have faced setbacks, including humiliating mayoral election losses in Istanbul, Ankara, and other major cities in 2019. At home, the once robust Turkish economy has sputtered, while abroad Erdogan must balance a perilous alliance with Russia’s Vladimir Putin against the need to maintain amicable relations with Washington. A potential refugee crisis from Syria looms as another threat. And on the political front, Erdogan can no longer count on majority support from Turkish voters, a trend driven by disillusionment among millennials, his own clumsy anti-elitist messaging, and establishment fatigue, among other factors.
