Abstract:
Social media platforms, thanks to their inherent nature of quick and far-reaching dissemination of information, have gradually supplanted the conventional media and become the new loci of political communication. These platforms not only ease and expedite communication among crowds, but also provide researchers huge and easily accessible information. This huge information pool, if it is processed with a systematic analysis, can be a fruitful data source for researchers. Systematic analysis of data from social media, however, poses various challenges for political analysis. Significant advances in automated textual analysis have tried to address such challenges of social media data. This paper introduces one such novel technique to assist researchers doing textual analysis on Twitter. More specifically, we develop a clustering methodology based on Longest Common Subsequence Similarity Metric, which automatically groups tweets with similar content. To illustrate the usefulness of this technique, we present some of our findings from a project we conducted on Turkish sentiments on Twitter towards Syrian refugees.

n the wake of Turkey’s June 24 presidential and parliamentary elections, Ankara has undertaken a coordinated campaign aimed at rejuvenating ties with the European Union in the face of a dramatic downturn in the Turkish economy. Turkish-European relations had grown strained in recent years over Turkey’s stalled accession process to join the bloc, as well as the country’s authoritarian drift, sweeping crackdown on dissent, management of the migration crisis, and the cases of EU citizens held in Turkish prison on what European governments considered trumped-up charges.1 Turkish President Recep Tayyip Erdoğan took repeated rhetorical shots at European leaders in 2016 and 2017,2 even suggesting German Chancellor Angela Merkel exhibited “Nazism” for saying that Turkey’s EU accession bid could be reconsidered in light of the deteriorating human rights situation.3 While President Erdoğan’s attacks may have reflected his real animus at perceived European abandonment of Turkey in the face of regional crises and a stalled EU accession process, they were also likely aimed at mobilizing and uniting domestic constituencies with deeply anti-Western views.4 But with the end of the election season and a rapid deterioration of the Turkish economy, the focus has now shifted to restoring ties with Europe. Europe is Turkey’s most important trade and investment partner, and the Turkish charm offensive is motivated by the country’s economic crisis and the crash in the value of the Turkish lira, as well as by faltering ties with the United States.5 The lira’s free fall has brought Turkey’s reliance on external financing into stark relief and even raised the possibility of an embarrassing turn to the International Monetary Fund (IMF) or European Bank for Reconstruction and Development for financial assistance. Turning to the IMF would be a bitter pill for Erdoğan, who seeks to project an image of Turkey as strong, economically self-sufficient, and independent from outside influence. The Trump administration’s tough line on Turkey for the ongoing detention of U.S. citizens—including largely symbolic sanctions on two Turkish cabinet ministers in line with the Global Magnitsky Act and new steel and aluminum tariffs under Section 232 of the Trade Expansion Act6—has cast another cloud over the Turkish economy and further underlined the necessity of patching up relations with the Europeans. In light of this situation, CAP thought it useful to offer insights stemming from its recent nationwide polling of Turks, shedding light on public attitudes toward the European Union and the political dynamics shaping the Turkish government’s approach.7 The nationwide survey was conducted by Metropoll from May 24 to June 4, 2018, and is based on 2,534 face-to-face interviews in 28 provinces. The overall results on each question have a margin of error of 1.95 percent. Like all public opinion surveys, the material presented here is only a snapshot. Moreover, it is a snapshot taken prior to the June 24 elections and further economic deterioration, both of which could somewhat alter the results were the questions asked today. Nevertheless, taken together with other data, these results underscore trends that persist to this day and are likely to continue for some time.

Abstract:
When we look at Turkey’s nuclear strategy particularly in the field of military, we see that the issue of nuclear armament is not frequently discussed (maybe for right reasons). However, outside the country, in other NATO members, this issue is often discussed. What is at stake here is not the debate over how many nuclear weapons each state possesses but what kind of roles nuclear weapons play in the security strategies of countries.The debate on whether nuclear weapons are still needed in today’s world is being made openly before the public opinion. There has not occurred such a debate environment in Turkey yet. I am of the view that beginning such a debate will be of benefit if we indeed have the ideal of ‘open society’.

Abstract:
This article examines whether theories previously developed to explain variations in individual attitudes toward European Union (EU) membership in post-communist Central and Eastern European countries (CEECs) also explain attitudes in Turkey. In CEECs, attitudes reflect whether individuals feel they win or lose in economic and democratic transitions. Although Turkey did not experience a transition from communism to liberal democracy, its political and economic spheres have nevertheless changed to meet EU membership conditions. Using 2002.2 and 2003.2 Eurobarometers, I found that, while satisfaction with economic circumstances significantly increased pro-EU attitudes, satisfaction with the democratic system did not increase pro-EU attitudes in Turkey and many CEECs.

After 60 years of membership in the North Atlantic Treaty Organization (NATO), Turkey’s role in the alliance stands strong amid new security threats and challenging regional change. It also largely corresponds to the New Strategic Concept of the 2010 Lisbon Summit, outlining the range of principles to which the members must adopt in order to continue effective cooperation and meet new responses, capabilities and partners (NATO, 2010). In light of this, Turkey’s strategic geography is crucial for the new security environment in the Euro-Atlantic region and beyond. Taking the recent examples of the intervention in Libya and the missile defense system, this policy update will highlight the importance of Turkey’s role within NATO regardless of initial foreign policy disagreements with the alliance and recent negative trends in Turkish public opinion towards the West.

Abstract:
This report contains the findings of TESEV Foreign Policy Programme’s third survey of the perception of Turkey in the Middle East. Conducted by KA Research in 16 countries between October 19th and December 15th, the survey questioned 2323 people by telephone or face to face. As in previous years, the survey contains striking results. Despite falls in some countries, Syria and Iran being the most significant, the general perception of Turkey in the region has not changed fundamentally. In fact of the countries that regional opinion was sought, Turkey has surpassed even Saudi Arabia into first place with 78% of the region having a favourable opinion of it. The conclusions are similar to those in previous years. However, there are some results relating to the ‘Arab Spring’ that should be noted here.

19. Competitive Regulation: Stepping Outside the Public/Private Policy Debate

Abstract:
The central aim of this work is to try and detail the argument that governmental regulation can move beyond the public versus private policy debate. This argument depends largely on Kant?s and J.S. Mill?s works regarding the harm principle (see Ripstein, 2006; and Mertens, 2007, for further reading). In con-temporary political philosophy, we see the focus turning to equality and jus-tice within the framework of international peace and individual sovereignty (see Krasner, 1988; Guardiola-Rivera, 2010; Campbell, 2010; and Smith, 2008 for more). This discourse is central to my argument because I feel the literature supports my point that accountability, transparency and the right to question the public and private spheres wheresoever they may cause harm to be a right for any individual. It might be that, for many, this is simply part of democratic governance (see Hanberger, 2009; Meijer, 2009; Steffek, 2010; Tallberg, Uhlin and Bexell, 2010). This, in cumulative terms, manifests as the right for the pluralities composing citizenries to collectively challenge public and private industries and institutions if their activities cause harm or are suspect. This in turn may lead to the expectation that our representatives or leaders in civil society should champion this democratic right. If we do not have this right, the public and private spheres may operate in the dark: away from accountability, away from transparency, and away from popular knowledge and scrutiny.

20. Turkey’s Image in the Arab World

Abstract:
The author of this article, Paul Salem states that Turkey’s image in the Arab World (and Iran) became positive in past few years which was negative among the people of the Arab World (and Iran) throughout the 20th century. TESEV’s second survey of public opinion in the Arab world (and Iran) confirms this transformation. The positive opinion includes Turkey as a political, economic and social model; Turkey’s regional mediation and investment; and its popular culture. The TESEV survey shows that the people of the region are very positively inclined toward Turkey, and this implies that they would be favorable to a broader Turkish role that goes beyond confronting Israel, and toward helping the societies of the region move more steadily toward democratic change and economic development. Paul Salem concludes that as the people of the region rebel in favor of democratic change, Turkey certainly has even more potential and responsibility in the Arab World.
