21. Erdogan and Gülen: Political Battle Waged in Court

Abstract:
While Erdogan saw the relationship between his Justice and Development Party (AKP) and Fethullah Gülen’s movement as a natural reflection of mobilized Islamic conservative forces, the relationship has been a subject of debate and many leaders of the party felt that a clash between the two sides was inevitable. Although the movement’s rhetoric has been centred on distancing itself from politics, it has not hidden its desire to play a political role or be represented within the state apparatus. The Gülen movement was helpful to Erdogan in the past in his campaign against the Kemalist current in the administration and the army, but with the demise of this common threat, differences have emerged between the former allies on the administration of the Turkish state.

Abstract:
Turkey’s local elections were held Sunday, March 30, 2014 under what can be considered turbulent political circumstances. These elections were key for a number of reasons: they were the third ones in which the ruling Justice and Development Party (AKP) participated in since its ascent to power in 2002, the large margin by which the AKP won and finally, because a great number of regional and international players considered the elections a test of the AKP and its president’s worthiness and benefit. Presidential elections will also be held in August of this year, and current leader of the AKP and Prime Minister Recep Tayyip Erdogan will continue to face challenges given a severely polarised political atmosphere in the country. This is particularly true given that the presidential position he strives for is seen in Turkey’s political culture as a unifying national position distant from partisan squabbles.

Abstract:
Recep Tayyip Erdogan was sworn in as Turkey’s president on 28 August 2014. The day before, the Justice and Development Party (AKP) agreed to nominate one person, Ahmet Davutoglu, to take Erdogan’s place as prime minister and party leader. As Turkey’s former foreign minister who was also a superior academic, it is important to examine Davutoglu’s rise to the top position in the Turkish political establishment and government as well as the tasks that lay ahead of him. This position paper examines his journey from academia to politics, why Davutoglu was chosen by Erdogan and the AKP and what he must do to maintain the AKP and Turkish government’s momentum.

Abstract:
Kendi kimliklerine eklemlenmiş birer ulus devlete sahip olmayan Kürtler ve Beluciler, konumlandıkları coğrafyalar itibarıyla bölgesel dengeleri derinden etkileme kapasitesine sahip iki halk olarak görülmelidir. Toplumsal yapıları, bağlı bulundukları ülkelerin ulusal kimlik vurgularını reddetmeleri, siyasal/yönetimsel vurgularının sınır aşan bir nitelik taşıması ve ulusçuluk girişimini yönlendiren iki ayrı çizginin bulunması gibi hususlar, bu iki halkın ulusçuluk girişimlerini benzer kalıplar içerisinde değerlendirmeyi kolaylaştıran en önemli unsurlardır. Diaspora etkinliği, medya unsuru, uluslararası farkındalık ve konjonktürel vurgu ise iki ulusçuluk girişimi arasındaki farklılıklar olarak betimlenebilir. Toplumsal altyapıya vurgu yapan geleneksel aktörler ile seküler eksende ele alınması gereken örgütler arasında süregelen rekabet ise, ulusçuluk girişimlerinin yekvücut ve daha etkin bir şekilde ortaya konmasını zorlaştırmaktadır. Kürt ulusçuluğunun son dönemde elde ettiği kazanımlar ve bu halkın geleceğine dair gelecek öngörüleri, oldukça benzer bir toplumsal/siyasal/tarihsel altyapıya sahip olan Beluciler için de bir emsal teşkil edebilecektir. | Kurds and Balochis do not have a state that could be articulated into their own identities. Also they would be seen as nations that have the capacity to affect the regional outlook which they are located. Factors like societal structure, denial of the national identity formation of the states that they live, transboundary character of their societal/ administrative demands are the most important elements that ease to evaluate the nationalist motives of Kurds and Balochis within similar pattern. Efficiency of diaspora, use of media, international awareness and conjuncture could be portrayed as the differences between these nationalist initiatives. Rivalry that continues between the traditional actors that stresses the societal base and the organizations which must be dealt as secular nationalist obstructs the effectiveness and concreteness of the nationalist demands of Kurds and Balochis. Acquisitions that the Kurdish nationalist movement achieves recently and the foresights that oriented towards the future of Kurds could constitute a precedent for the Balochis, who own a similar societal/ historical/political substructure.

Abstract:
En az bir buçuk yüzyıldan beri Türkiye‟de siyasal politikaların ve söylemin sıklet noktasını pozitivist bakış açısının oluşturduğu söylenebilir. Ancak erken denebilecek bir zamanda Türkiye‟ye giren pozitivizmin en belirgin özelliği felsefi derinlikten yoksun olması ve buna bağlı olarak siyasal alanda verimli bir izinin bulunmamasıdır. Çalışmada bunun nedenleri incelenmektedir. Bilim geleneğinin olmaması yanında herhalde bunun en önemli nedeni siyasal kaygıların daima ön planda olmasıdır; ülkenin “beka” problemine yoğunlaşan İttihat ve Terakki temsilcileri için bilimin “açıklayıcılığı” değil, “kurtarıcılığı” önemlidir. Pozitivizmin daha genel olarak bilim-siyaset ilişkisinin Batıdakinin tersi yönde şekillenmesi, yani bilimin siyasetin emrine koşul(landırıl)ması, bilimin popüler şeklinin cazip hale gelmesine yol açmıştır. Daha sonraki dönemlerde aynı mantalitenin geçerli olduğunu söylemek mümkündür.
