Abstract:
Both the EU’s recognition of the importance of its value system and Turkey’s rediscovery of its European component in its foreign policy identity have occurred during a period of radical transformation in the Mediterranean region. The Arab Spring has resulted in a process of renegotiation over territory, identity and governance which has eventually fostered the idea of a new regional political community. The EU is in an advantageous position now if it truly wants to build a political community eastwards and southwards. One logical move would be a renegotiation in the EU over Turkey’s role in a new vision for the future of the EU. Turkey’s European identity and policy style will continue to shape its own neighbourhood policy as it is at the centre of a new geopolitical thinking. Ankara sees itself as having an order-instituting role in its changing neighbourhood and is in a process of recalibrating its policies in this direction. The Turkish and EU models complement each other, and there is no possibility for any other model to compete with these perspectives in the foreseeable

Turkish-Israeli relations suffered a big blow because of the Mavi Marmara affair. As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

Abstract:
In his article “Turkey and the Gulf Dialogue in the Middle East” Şaban Kardaş reflects on the enhancement of the Turkey- Gulf relationship, arguing that both sides have overlapping interests in deepening economic and trade connections as well as in achieving a more equitable settlement to regional disputes. To this end, Kardaş draws on the insights of the TESEV- Derasat workshop on 5 September 2012 where experts discussed the current regional environment, the diverging and converging views on regional issues, the implications of Turkey’s growing involvement in Gulf affairs and the policy options available to the sides. Abstract:
The article “Easing Mental Barriers in Turkey-Armenia Relations, written by Fulya Memisoglu from Cukurova University International Relations Department, hopes to shed light on the reconciliation and normalization process between Turkey and Armenia by focusing on the role and importance of intercultural exchange initiated by the civil society. Memisoğlu, provides the reader with an overview of the main themes addressed during the meetings in Adana, Yerevan and Istanbul organized in 2011 and 2012 by TESEV in collaboration with its local partners. As she argues, these meetings reveal that in addition to diplomatic efforts for normalization and reconciliation at state level, there is a crucial need to reach out to people and work on “people-to-people” relations between two countries in order to tackle perceptions of hostility and create intercultural dialogue. On March 2, 2012, Eurasia Partnership Foundation (EPF) and Turkish Economic Social Studies Foundation (TESEV) organized an international conference titled “Turkey’s South Caucasus Agenda: Roles of State and Non-State Actors” in Tbilisi, Georgia. The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. This publication is the reflection of the commentary that was made by participants during the conference.

Abstract:
For ideological and practical reasons the AKP government, in power since November 2002, has engaged in a policy of progressive integration of Turkey into the Muslim, and more particularly, the Arab world. This policy has been facilitated by the country’s booming economy and assertive foreign policy. Turkey, whose government embraced a political ideology similar to those, brought to power by the Arab Spring, benefitted greatly from the ideological effects of the Arab Spring. These benefits were enhanced by the fact that the political ideology of those brought to power by the « Arab Spring » was similar to that of the AKP. Turkey appeared to be becoming a model for the Arab world. However, the crisis in Syria, a country central to Turkey’s Arab policy, and the inability of the Turkish government to remain neutral has put an end to Turkey’s Arab dream. Turkish engagement in the Syrian crisis has caused deterioration in Turkey’s relations with a number of its neighbors and forced it to renew ties with its traditional western allies from whom it had hoped to distance itself in order to be an independent regional and international player.

Abstract:
This brief critically examines a new area of activism in Turkey’s foreign policy agenda: Turkey’s rise as a mediator in regional and international crises zones. It contextualizes Turkey’s reliance on a multitude of actors to support its mediation initiatives, most notably its vibrant civil society and NGOs, as a successful case of total performance, a principle forming Turkey’s new foreign policy doctrine. The brief then outlines the broad frameworks and characteristics of Turkey’s approach to mediation, as laid out by the Minister of Foreign Affairs, Ahmet Davutoğlu. The brief takes a closer look at the case of Turkey’s involvement in the attempt to seek resolution in the Afghanistan conflict and it illustrates a good example of Turkey’s new style in mediation. The brief concludes with a discussion of the Friends of Mediation Initiative, launched under the UN framework through joint Turkish-Finnish initiative.

Abstract:
Across the world, there are many countries that have established institutions to serve and engage with their citizens and kin living abroad. Such institutions are called Diaspora Ministry/ Department in some cases, while in others they operate as independent units under the Ministry of Foreign Affairs. The dissolution of the Soviet Union in the late 1990s paved the way for the birth of a set of new countries that have their nationals or ethnic kin beyond their borders, and consequently increased the need to establish such institutions. The ensuing process of globalization facilitated countries in their efforts to establish closer ties with their citizens and kin communities. Today many countries work to strengthen their public diplomacy efforts, or “soft power,” and expand their sphere of influence through their diasporas.
