Abstract:
The relationship between academics and policymakers has a complex and multi-layered structure, and there are different views on how this relationship should be. While discussing the political processes in the context of Turkey’s membership, the interactions between academics and policymakers in the relations between Turkey and the EU have the potential to provide solutions in the steps that need to be taken. However, the academic tendency of EU studies in Turkey will be revealed by answering questions such as what subjects are preferred by academics working on the EU in Turkey to study in the knowledge-production process, which subjects they prioritize in EU studies, what the effects of the ups and downs in Turkey-EU relations are on the academy, and how the academy positions itself in the field of EU studies. It is considered that such a study will contribute to further studies on how the academy’s relations with policymakers are and how they should be in studying Turkey-EU relations

Abstract:
Turkey is making overtures for rapprochement with Egypt. How will Sisi respond? In a surprising development, Turkey-based media channels opposed to the Egyptian regime announced the suspension of all political programs attacking President Abdel-Fattah al-Sisi and his regime, based on directives from the Turkish government. Supporters of the Egyptian regime met the news with happiness and approval, counting it as a victory for Sisi. Yet the Egyptian regime itself refrained from showing enthusiasm towards this paradigm shift, contenting itself with a remark by Minister of Information Osama Heikal in which the minister said the move represented a “good gesture from Turkey.” Meanwhile, Egyptian Islamists residing in Turkey were struck by concerns that President Recep Tayyip Erdoğan could be contemplating handing them over to Cairo. Looking ahead, despite the importance of Erdogan’s gesture, any response from Sisi is still unclear

54. Cooperation, Competition, and Compartmentalization: Russian-Turkish Relations and Their Implications for the West

Abstract:
The relationship between the Russian Federation and Republic of Turkey is one of the most important bilateral relationships in Eurasia today. The North Atlantic Treaty Organization’s (NATO) original adversary and one of its earliest members have in recent times veered sharply between cooperation—often against NATO’s interests—and competition so intense that it seemed war between them was possible. Politically, their leaders and their systems of government share a basic compatibility predicated on authoritarianism and resistance to what they claim is Western meddling in internal affairs. Militarily, Moscow and Ankara have at times cooperated closely. For instance, the two have worked to marginalize the U.S. military’s influence in Syria, and Turkey has purchased and deployed Russian S-400 air defense systems, putting its defense relationship with the United States in jeopardy. At other times, such as in the military escalation in Idlib (Syria), the Libyan Civil War, and the Armenia-Azerbaijan Conflict, the two have found themselves backing different sides and had to work assiduously to prevent a direct military clash. Economically, the relationship has been historically unbalanced in Russia’s favor, but Turkey’s increasing trade in services and emergence as an important energy storage and transport hub may change this. The two economies share a basic complementarity, with few areas where they compete in the production of goods and services. This dynamic may increase the ability of their economic relationship to act as a “shock absorber” and minimize the impact of disruptions in other facets of their ties. Overall, Moscow and Ankara have worked to emphasize areas of cooperation and “compartmentalize” areas of difference. Policymakers in Western capitals will need to develop an understanding of the drivers of the Russian-Turkish relationship and their effects on Western interests.

Abstract:
After the national elections of 26 September 2021, the SPD, Greens and FDP formed for the first time in German history a three-party coalition. The new chancellor is Olaf Scholz (SPD), while the minister of foreign affairs is a woman, Annalena Baerbock (Greens), for the first time. The coalition agreement mentions Turkey only as an “important neighbor of the EU” and speaks of “worrying domestic political developments and foreign policy tensions.” During the election campaign, the Greens and Baerbock spoke of a value-based foreign policy guided by human rights, ecological issues and democratic standards would be guiding principles. Baerbock has been critical of Turkey: after it left the Istanbul Convention, for instance, or over the refugee deal and “violations of human rights and the rule of law.” The Greens remain the only party in the Bundestag, which still views the revival of Turkey’s EU accession process as a possibility. The Greens, and the FDP in particular, want to intensify exchanges between the two countries with civil society and youth exchange programs. The new Bundestag is the most diverse ever, with more German-Turks in parliament than ever before (18/19), and a German-Turk holding a ministerial position (agriculture) for the first time. Greens and FDP voters expect a harsher stance on countries like Turkey: a pragmatic approach à la Merkel would disappoint them. The future of bilateral relations will also depend on how cooperative or confrontational a position Turkey adopts. A best-case scenario is also possible: the next elections put a reformist government in power in Turkey, which will then be supported by the new German administration.

Abstract:
Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

Abstract:
With the EU putting the Western Balkan countries in an undefined waiting room, there was more room for maneuver for non-EU players. Turkey among others used this space to broaden its influence in the Balkans from politics to the economy, from culture to military cooperation, albeit from a very low starting point. The bilateral relations with all countries of the region are rather good, President Erdogan enjoys the recognition he is often lacking in other parts of the world. While the pandemic further harmed the EU’s image, it was mostly China and Russia who could fill the void with their own vaccines. Lacking its own vaccine so far, Turkey was much less visible. However, in the long-run, Turkey is not interested in an EU-Turkey confrontation over the Western Balkans, but that these countries join the EU. Through this, Turkey would increase the number of allies in a bloc where friends have become few.

Abstract:
Current tensions between Egypt and Turkey emerged in the wake of Egypt’s 2013 coup. They reflect a deep divide between General Sisi’s hostility toward the Muslim Brotherhood and President Erdogan’s support for it. Yet this rivalry has now become exacerbated by new geopolitical fault lines in the Middle East and Eastern Mediterranean, which increasingly pit Turkey against a coalition of regional actors including not just Egypt but also Greece, Cyprus, Israel, Saudi Arabia and the UAE. As a result of these multiple, intersecting factors, Egyptian-Turkish rapprochement will prove difficult for the foreseeable future.

Abstract:
Although disruption remains the norm in Turkey’s behavior, the EU should stand firm in developing a strategy of “balancing engagement” to keep Turkey anchored in the broader European and transatlantic framework. The Customs Union is an important instrument at the EU’s disposal for concluding an agreement with Turkey and negotiations can lead to an agreement that would balance European and Turkish interests. Moreover, a European strategy towards Turkey should address not only the immediate challenge of Turkey’s assertive behavior in the Eastern Mediterranean, but also the future of EU-Turkey relations along with the pressing migration challenge. An updated EU-Turkey Statement should rectify certain provisions of the current Statement on migration regarding Greece as well as Turkey’s intention to exploit migrants and refugees. Greece is in favor of a “rules-based” relationship between the European Union and Turkey. It could be an active contributor to the advancement of the EU strategy of “balancing engagement” by co-shaping Turkey’s new relationship with the EU.
