Abstract:
Among the most important developments in international affairs of the past decade is the emergence of Turkey as a rising regional and global power. Turkey has long been an important country as a stalwart member of the North Atlantic Treaty Organization (NATO), an aspirant to European Union (EU) membership, and an important link between the West and the East. Yet the changes in Turkey over the past decade have been so dramatic—with far-reaching political and economic reforms, significant social reforms, and an active foreign policy—that the country is virtually unrecognizable to longtime Turkey watchers. Today Turkey is more democratic, prosperous, and politically influential than it was five, ten, and fifteen years ago.

Abstract:
When we consider Saudi Arabian large population, territories and natural resources, it is obvious that it will continue to preserve its geopolitical, geo-economic and geo-cultural importance in future. The assumption of King Abdullah as the ruler of the country provided an opportunity to restructure the country's foreign policy. The new king began to follow a more pragmatic, rational, interdependent, multilateral and multidimensional foreign policy. He pursues an active foreign policy required to be less dependent on a single state (the United States) and on a single product (oil).

Abstract:
Syria is geo-strategically, historically and politically the most central of Middle East countries, hence the over-riding importance of the conflict there. Yet any discussion of the regional implications of that conflict is necessarily highly speculative. Its points of departure are the instances of regional intervention and "overflow" from the situation already taking place. Turkey, with its open support for the armed Syrian opposition, is the leading candidate to establish "safe zones" or even "humanitarian corridors" that could conceivably lead to war. Ankara's growing rivalry with Iran is increasingly being acted out in Syria and is interacting with tensions between Sunni Muslims and Alawites/Shias not only in Syria, but in Lebanon and Iraq as well.

In her article “Turkey and Armenia Post –Protocols: Back to Square One?” Nigar Göksel provides the reader with a brief overview of the history of diplomatic relations between Turkey and Armenia. The article endeavours to shed light on the ways in which “the protocol framework” tried to stimulate a high-level diplomatic normalisation process between the two countries and further examines why this process broke down. As a potentially tricky period approaches, more clarity and communication is needed to create a conducive environment to move forward in the future. Only then will stumbling blocks, like the Nagorno-Karbakh conflict, be solvable. Abstract:
The article “Easing Mental Barriers in Turkey-Armenia Relations, written by Fulya Memisoglu from Cukurova University International Relations Department, hopes to shed light on the reconciliation and normalization process between Turkey and Armenia by focusing on the role and importance of intercultural exchange initiated by the civil society. Memisoğlu, provides the reader with an overview of the main themes addressed during the meetings in Adana, Yerevan and Istanbul organized in 2011 and 2012 by TESEV in collaboration with its local partners. As she argues, these meetings reveal that in addition to diplomatic efforts for normalization and reconciliation at state level, there is a crucial need to reach out to people and work on “people-to-people” relations between two countries in order to tackle perceptions of hostility and create intercultural dialogue. 136. Breaking the Ice: The Role of Civil Society and Media in Turkey-Armenia Relations

Abstract:
Almost three years have passed since the Protocols on Turkey-Armenia relations were signed in October 2009. With their failure to be ratified than a year later, Turkey-Armenia relations have once again seemingly fallen off of the Turkish government, media and public’s agenda. Three years from now on April 24, Armenians will commemorate the 100th anniversary of the mass massacres and deportations of Armenians that took place in the Ottoman Empire between 1915 and 1917. Without a new initiative to restart the rapprochement process, it seems like the next time the Armenia issue will be on Turkey’s agenda in a significant way will be during this commemoration. In short, official relations are “frozen” at present and perhaps for the near future. Yet GPoT Center’s extensive experience in “second-track” diplomacy and conflict resolution projects in various countries gives it a long-term view that lends it hope about future prospects for TurkeyArmenia relations. Particularly in Armenia, GPoT has enacted and continues to enact numerous exchange programs, roundtable discussions and research projects with its Armenian partners that bring together stakeholders from both countries to create and foster dialogue. The “Dialogue-Building between Turkey and Armenia” program was one of such projects. As GPoT Center Project Officers Susae Elanchenny and Narod Maraşlıyan show in this unique report, civil society and media can play an important role in the normalization process even when official relations are “frozen.” By providing the opportunity for Armenian and Turkish journalists, retired officials and civil society activists to have informed, respectful dialogue with one another, these projects can play a key role in “breaking the ice” in the rapprochement process.

This paper will touch upon developments in bilateral relations between Denmark and Turkey and the conditions for Turkey's accession process to the EU in light of the 2012 Danish presidency. While Danish-Turkish relations have been hurt by recent events, such as the political disputes over freedom of speech and the press surrounding the Cartoon Controversy and the Roj TV Affair, at the same time Turkey's stalled negotiation talks with the EU amid freedom of expression issues, human rights concerns, and the unsolved Cyprus dispute have not effectively moved forward since 2010. As a result, the six-months Denmark presidency, preceding the Republic of Cyprus during the second half of 2012, has both demonstrated willingness for closer dialogue and continued EU integration of Turkey and given a genuine gesture towards improved bilateral ties.

Abstract:
This article examines Turkish-Israeli relations from 1948 to 2012 in light of domestic and international events that have impacted the two countries throughout the years. The article examines each country’s threat perceptions, which emanate from developments in the Middle East. The author points out commonalities and confrontations between the two countries, and discusses how the latter can be avoided. The article explores how to improve relations in view of the rapid changes occurring in the region, and discusses how the two countries are positioning themselves in the current restructuring of the Middle East and emerging new power balances, some of which are created by these two major regional players themselves.

139. China Reaches Turkey? Radio Peking’s Turkish Language Broadcasts During the Cold War

A young socialist regime with few diplomatic ties in the 1950s and 1960s, the People’s Republic of China (PRC) made significant attempts to reach foreign audiences through the use of mass media. Shortwave broadcasting was a particularly significant means of disseminating the PRC’s worldview abroad. Radio Peking’s Turkish language section, which was established in 1957 along with Arabic and Persian broadcasts, signaled China’s desire to reach countries in the Middle East. Predating official Sino-Turkish ties and providing a direct cultural link between China and Turkey at a time when few such channels existed, Radio Peking’s Turkish language broadcasts should be regarded as a significant aspect of Sino-Turkish relations during the Cold War years. Based on recently available Chinese language sources, as well as interviews with retired staff, this article examines Radio Peking’s Turkish language section with regard to its organization, program content and audience from 1957 to 1976. It is significant that the PRC regime continued its Turkish language broadcasts amidst various challenges, such as administrative instability, lack of trained personnel, poor technical equipment and unsatisfactory audience numbers.

When one has the opportunity to visit the heart of Anatolia, it is often an eye-opener. While we may read about developments in Turkey, it is quite different to absorb with all of your senses the numerous signs of a flourishing, vibrant, growing, modernizing Democracy. As such, Turkey is more important to U.S. foreign and security policy than ever before. Turkey can act as a strategic bridge along multiple azimuths. Turkey can also become a greater stakeholder and can act as a stabilizer, persuader, facilitator, mediator, as well as an example, as the global community struggles to cope with the challenges and opportunities presented by the new, emerging post-Cold-War strategic landscape. In this article I will touch on three topics: First, I will offer a brief assessment of where Turkey’s bilateral relations with the European Union and the United States stand from a U.S. point of view; next, I will describe three major strategic challenges that I believe Turkey, the European Union and the United States face in the Greater Middle East; and finally, I will attempt to analyze where the opportunities for and challenges to cooperation between Turkey, the European Union and the United States lie, given where bilateral relations stand and the challenges facing them.
