101. “Transforming to Where? The Cases of Egypt and Tunisia”

Abstract:
Egypt and Tunisia have been witnessing radical transformations ever since presidents Hosni Mubarak and Zine el-Abidine Ben Ali were toppled. The countries have seen, among other changes, a remarkable awakening of public interest in politics and in shaping their own societies, an unprecedented flourishing of their political landscapes, and relatively free and fair, and hence historic, elections. However, as is to be expected, uncertainties prevail, and both countries are struggling hard with the complex steps of their respective transitional processes. They are encountering formidable challenges (although the degrees and dimensions of these challenges vary), such as the emergence of new powerful political actors with an Islamic reference system and an unpredictable and unclear agenda as regards their commitment to democratization; a society split along a secular-Islamist divide; and, correspondingly, a lack of consensus on the draft of a new constitution. A deteriorating and hence alarming socio-economic situation, an unwillingness to deal with atrocities committed in the past, a highly politicized judiciary, and a complex and opaque constellation of actors further complicate the situation.

Three years after the citizens of Egypt, Libya, Tunisia, and Yemen took to the streets demanding freedom, dignity, and greater economic opportunity, they are struggling with a harsh reality: political change is a slow, painful process. In many cases, the goals of the revolutions are far from being realized. Yet despite the lack of momentum—and in some cases, notable setbacks—there is a recognition that the wall of fear has been broken. This profound shift means that citizens in these countries will continue to demand basic freedoms and more accountable governments that deliver for their people.

The Middle East is a landscape littered with unrealized peace treaties, broken promises and failed intentions. In the four years since uprisings and reprisals took hold of Egypt, Syria, Libya, Bahrain, Oman and Tunisia, two diplomatic constants have dominated: The limited influence of American power, and a dearth of leadership in the region. Political intransigence and sectarian violence weren't always the norm in the Middle East. Lawrence Wright's new book, Thirteen Days in September, chronicles an era, almost four decades ago, when compromise was considered an asset. Over 13 days at Camp David in Maryland in 1978, US President Jimmy Carter was able to extract a peace treaty from Egyptian president Anwar Sadat and Israeli prime minister Menachem Begin. The accord is still the most lasting achievement to emerge from the Arab-Israeli conflict of the 20th century.

The December 2010 self-immolation of twenty-six-year-old itinerant fruit vendor Mohamed Bouazizi sparked popular protests in Tunisia that rippled throughout the Arab world. Like so many of Tunisia's youth, Bouazizi felt disenfranchised by the Zine El-Abidine Ben Ali regime. For over twenty-three years, a corrupt security apparatus allowed Ben Ali to rule the country with an iron fist. The public avoided criticizing the regime or even mentioning Ben Ali's name for fear of reprisal. During the Tunisian revolution, protesters demonstrated their anger at the security institutions that perpetuated the regime's hold on power by attacking police stations. With the fall of the regime, Tunisians began to publicly voice their opinions on previously forbidden issues such as politics, corruption, and police abuse.

Throughout the world, women and men have different opportunities to participate in the political sphere. This is particularly true when it comes to participation as candidates and elected officials in electoral processes. There are many factors that contribute to existing gender inequalities in politics. While political finance is an important instrument for achieving gender equality in politics, the ongoing debates about political finance rarely consider the impact of money on the level of representation of both men and women in elected offices. IFES' latest publication, Political Finance and Gender Equality, has been developed on the premise that there is an important connection between political finance and gender equality that has not been explored in-depth. Discussions regarding political finance should take into account the issue of gender, particularly in consideration of the challenges that prospective women candidates face with regard to the role of money. This white paper attempts to take initial steps to examine the relationship between these two important issues. After an examination of political finance regulation and its impact on the chances of women and men to effectively run for elected office, the paper reviews the effect of varying electoral systems on gender equality in politics and political finance. Finally, this white paper discusses a recent pilot project in the Middle East and North Africa. A series of interviews with women candidates informed the work of multi-stakeholder working groups in Tunisia and Yemen, and these working groups provided recommendations for reform in their respective countries.

Many questions are raised by the use of surveillance technologies in Tunisia by Ben Ali’s Police State. More particularly, the Tunisian case suggests the emergence of a new control system which associates cyber-police and engineering technicians, Tunisian State and Western high-tech companies. Starting with the Tunisian case, this article aims to analyze this control and surveillance system, and to question the meaning and the role of the idea of “technology neutrality” in its operating.

Abstract:
On October 23, 2011, Tunisia held the first free and democratic elections in the country's history. Tunisian voters were called upon to elect 217 members of the National Constituent Assembly (NCA), whose task was to appoint an interim government and to draft a new constitution within one year, and to prepare the country for general elections. The Islamist party Ennahda was then declared the winner of the election, obtaining 89 seats. The main problem with these elections, however, was the sheer number of participating forces: no less than 110 parties. The socialist, liberal, and democratic parties failed to run together, thereby dispersing the vote. Ennahda thus profited from this fragmentation; had the socialist-liberal-democratic opposition been united, Ennahda may not have won the largest bloc of seats.

Abstract:
The calls for democracy during the “Arab Spring” presented the Saudi Arabian regime with serious challenges. Traditional allies such as the leaders of Tunisia and Egypt fell by the wayside leaving Riyadh practically alone as defender of an authoritarian government. The flames of protest grew closer as both Yemen and Bahrain experienced major unrest. An embryonic Saudi protest movement was snuffed out by a combination of threats and massive financial aid. The kingdom remains stable, since its rulers continue to maneuver skillfully between conservatives and reformers and oil revenue buys support. Still, Saudi Arabia's rulers are watching matters closely and trying to manage slow change that does not undermine the regime.
