1. To Shoot or to Defect? Military Responses to the Arab Uprisings

Abstract:
By examining the events of the Arab uprisings, this paper looks into the nature and dynamics of armies’ responses to popular uprisings. It argues that the outcome of the massive, regime-threatening Arab revolts in 2011 can be assessed by how a military responded to protests: did the army shoot protesters, did it stay idle, or did it largely defect? In light of the rich literature available on the historical experience of the “Arab Spring,” this paper shows that an army’s response to end popular uprisings in authoritarian regimes is determined by several key factors: the military’s level of institutionalization; its relationship to the regime; the degree of the regime’s legitimacy; the amount of international aid it receives; the prospects of foreign intervention; and, finally, the strength of the army’s bond with society and its perception of its own role within society. Additionally, there is a factor often overlooked by scholars; namely, how the military assesses a regime’s capacity to solve the crisis in order to triumph. The paper draws on evidence from the six cases of the 2011 Arab Spring—Egypt, Syria, Bahrain, Yemen, Libya, and Tunisia—to illustrate the dynamics of troop loyalty or defection.

Abstract:
During its first years of transition to a democratic order, Tunisia's efforts were predominantly focused on addressing political challenges. The performance of the country in this regard has been generally positive, as it has managed to consolidate democratic gains despite challenges related to the polarization of politics around identity and religious issues, the rise in insecurity related to attacks by extremist groups, and even the general disenchantment of voters for the existing political elites. However, the gains on the political front came at the expense of economic setbacks. One of the main challenges for the coming period will thus be largely economic. High unemployment, unfulfilled demands for social justice, the rise in corruption, and most importantly in the short term, an unsustainable macroeconomic trajectory, all threaten to upset recent political gains. If the upcoming administration does not address them, social discontent would endanger the hard-won democratic gains.

3. Tunisia: Human Rights Organizations and the State

Abstract:
This paper seeks to describe and analyse in a contextual way how the relationship between human rights organizations and the State in Tunisia has evolved since independence. The establishment and consolidation of national State institutions after independence was the main obsession of the ruling political network in Tunisia. This dictated its antagonistic position and measures against pluralism and inclusion of various political groups, all of which had been once unified in the anticolonial struggle. After independence, this common objective disappeared and differences materialized regarding which political system and policies to adopt in order to building a modern nation-state in Tunisia. The consolidated regime of President Habib Bourguiba succeeded in imposing an authoritarian single-party political system, whose “legitimacy” rested on the anticolonial struggle, that controlled the state, to which all had to show loyalty. The autocratic political system continued after 1987 with the reign of President Zine El Abidine Ben Ali, who presented a retooled authoritarian political vision. The human rights community represented by the Tunisian League for the Defence of Human Rights came under pressure as the State attempted to coerce it into adopting a tailored vision of human rights compatible with the logic of a dictatorship. Ben Ali regime had also set up a façade of commitment to human rights as expressed in various laws, about which he boasted on all occasions and political events with total disregard for systematic violations by repressive state bodies. After the fall of Ben Ali following a popular uprising that rejected repression and authoritarianism and expressed a popular longing for freedom and dignity, a new vision began to form of the relationship between the State and the human rights community in Tunisia. The starting point was very positive with long time human rights activists playing a central role in the process of establishing a vision for the new republic based on respect for the principles of human rights. However, the political contention among various political factions and higher state echelons, fuelled by varying ideologies and interests, has affected this relationship, which oscillated between harmony and dissonance.

Abstract:
This paper addresses the role of the human rights movement in Tunisia in influencing state legislations and practices. It also attempts to tackle a shift from largely monitoring and denouncing rights violations prior to the January 2011 revolution to participating in drafting bills and lobbying for policy reforms that could reduce these violations. The human rights movement was not isolated from what Tunisia experienced in the years following the 2011 revolution, which resulted in massive realignments of social and political structures and practices with a heightened awareness of the importance of human rights and the need to continue the struggle to demand and enjoy them. This new climate witnessed a change not only in terms of the scope of the demands put forth by the human rights movement but also regarding the means and mechanisms it used to achieve these demands, which at times succeeded but ended in failure some other times.

Abstract:
In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

Abstract:
The weakness of a direct causality between democratic transitions and women-friendly outcomes remains a major finding of research on the gendered impacts of transition processes. In the recent Arab uprisings leading to regime changes in the Middle East and North Africa (MENA), women’s mobilization was a significant aspect of the regime changes. By contextualizing the gender dynamics and the outcomes of the democratic transitions in Tunusia, Egypt, Morrocco and Libya, this article analyzes and compares Arab women’s transitional politicization. It also inquires into women’s roles, demands and predicaments within the patriarchal structures of the transitional polities. These transitions presented both opportunities as well as challenges for Arab women under new constellations of balance of power in their respective political systems, which led to the rise of a new gender agenda. It is contended here that specific structural and agency-related factors have been intertwined to constrain women’s transitional mobilization and the post-transitional quest for empowerment. The fragility of the gender equality agenda in the post-dictatorship Arab world has been shaped, to large extent, by the legacies of previous state-led gender equality projects on by women’s (pro-) feminist activism, as well as by the nature of the transition processes and women’s civil society participation during and in the aftermath of the transitions.

7. After the Arab Spring: How the Media Trashed the Transitions

The media played a key role in mobilizing the Arab uprisings of 2010-11, but played a far more negative role in the transitions which ensued. Rather than constituting new public spheres for the negotiation of new identities and institutions, or acting as watchdogs on the emergent regimes, the media in most Arab states contributed to social polarization, popular discontent, and the resurgence of old regimes. While the potentially destructive role of media can be found in all attempted democratic transitions, the Arab cases had several unique characteristics, including the prominent role of transnational broadcasting, the new social media environment, and divisive questions about Islamist movements. This article traces the role of the media in the Arab transitions across three distinct levels: transnational broadcasting, domestic public and private broadcasting, and social media. All three played destructive roles, with transnational television becoming a weapon for proxy wars by regional powers, national media being captured by old elites and private interests, and social media encouraging polarization and informational clustering. Very similar patterns emerge in Egypt and Tunisia, the two key potential democratic transitions following the Arab uprisings.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. The Arab Spring, which took root in Tunisia and Egypt in the beginning of 2011 and gradually spread to other countries in the southern Mediterranean, highlighted the importance of private-sector development, job creation, improved governance and a more equitable distribution of economic opportunities. The developments led to domestic and international demands on the governments in the region to implement the reforms needed to enhance business and investment conditions, modernise their economies and support the development of enterprises.

10. No Arab Spring for Algeria

Abstract:
The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.
