11. Back from the brink: A better way for Europe to support Tunisia’s democratic transition

Abstract:
Tunisia is seeking a major IMF bailout loan – but the risks of securing it are almost as great as the risks of failing to, given the conditionality that would ensue. Democratic reforms in Tunisia have stalled, but post-revolution economic progress has never even begun. Tunisian politicians urgently need to combine receipt of a new loan and its accompanying austerity with economic reform and renewal to grow their way out of the crisis. The Tunisia policy of the EU and its member states is similarly stalled, but they can assist Tunisian leaders by providing new investment – and thereby reboot the democratic transition. Success in this endeavour could provide a model for political and economic reforms elsewhere in North Africa, which is in the EU’s interest as it pursues its goal of strategic autonomy in the face of other powers’ growing influence in the region.

On August 23, 2021, Tunisian president Kais Saied issued a presidential decree extending the exceptional measures of the 80th decree (July 25, 2021), whereby parliamentary activities were suspended and immunity on MPs were lifted until further notice. Saied extended these measures just one day before they were supposed to come to an end, as the 80th decree was supposed to be in effect for only one month.

Eighteen members of the Ennahda Movement, the political arm of the Muslim Brotherhood, submitted their collective resignations from the movement’s membership on September 26, 2021, just only three days after 113 others have resigned as well. This brings the total number of members who resigned in two days to 131 members. This is a significant indication of the intensifying disputes and divisions within the movement following the Tunisian President’s announcement of exceptional measures in the country on July 25, 2021.

On 25 July 2021, Tunisian President Kais Saied dismissed Prime Minister Hichem Mechichi and froze the Assembly of the Representatives of the People, creating a constitutional crisis in a country already embattled by dire COVID-19 conditions. This paper aims to contribute to the ongoing debate on the constitutionality of the measures taken by Kais Saied, by examining both the text of the Constitution and the context to argue that a contextual interpretation is needed in order to adjust to the dynamic nature of societies.

Tunisia’s current political crisis marks perhaps the most faltering moment in the process of democratic consolidation since 2013. This paper looks at the microcosm of Tunisian youth, and in particular those in marginalized governorates that have not benefited in socio-economic terms from the transition to democracy. It shows that political socialization over the last 10 years has so far failed to produce widespread democratic attitudes and explores the implications for the consolidation of democracy in the country.

Abstract:
Although Tunisia has made great strides over the past seven years, its democratization process remains fragile. Disillusionment with and distrust in the government, particularly high among the young, also manifest themselves in low voter turnout. Young voters were strikingly absent in the 2014 parliamentary elections, and in the first municipal elections in May 2018, only 33.7 percent of Tunisians cast their votes. To a great extent, this disillusionment stems from the various, persistent socio-economic problems which had led to the uprisings and the ouster of the former autocratic regime in 2011. Especially in Tunisia’s historically marginalized regions, these issues remain a key challenge.
