1. Reducing remittance costs in the Pacific Islands

Abstract:
Despite years of international policy efforts to bring down the cost of sending money home, fees for overseas workers remitting to Pacific Island countries are among the most expensive in the world. If remittance costs to Fiji, Tonga, and Vanuatu were reduced to the United Nations’ target of less than 3% per transaction, more than A$79 million annually would go directly to households in those countries. The Australian government should better support Pacific people working under its temporary labour scheme who remit significant earnings home by using existing financial architecture and building up digital capabilities in the Pacific region.

Abstract:
There’s a long and proud history of peacekeeping in the Pacific. Countries in the region have hosted missions, and contributed to them, to support their neighbours, resolve conflicts and maintain a more secure and peaceful region. They have also sent personnel abroad to contribute to global efforts to maintain international peace and security. Yet, this is an area that’s less explored and understood. The Pacific is frequently viewed as a beneficiary of peacekeeping rather than as a substantive contributor. In this report, we attempt to address that gap, drawing on interviews and discussions with government officials and returned peacekeepers in seven case-study countries (Fiji, Papua New Guinea, Samoa, Solomon Islands, Tonga, Timor-Leste and Vanuatu). We offer recommendations for Pacific countries, as well as the Australian Government, about opportunities for further partnerships to support the engagement of countries in the region in UN peacekeeping.

3. The Use of Aid to Counter China's "Djibouti Strategy" in the South Pacific

Abstract:
China has gradually militarized its facilities in the horn of Africa (Djibouti) under the pretense of anti-piracy operations and development aid since 2017, which has forced the U.S., France, and Japan to accept a permanent Chinese military presence in the same 14,400 square-mile African territory, where China is now holding live-fire exercises. Dubbed the “Djibouti strategy,” Beijing is now executing this tactic across the South Pacific, one of the most aid-dependent regions of the world. China, one of the highest contributors to Official Development Assistant (ODA) in the South Pacific, uses that tool at first under the guise of aid while actually employing it to shape the islands’ infrastructure to its own strategic military advantage. China is currently building infrastructure capable of dual economic and military use in Fiji, the Cook Islands, Samoa, Tonga, Vanuatu, and other Pacific islands. These projects support China’s aim to break through the First and Second Island Chains, a series of pro-U.S. countries that limit Chinese naval access to the Philippine Sea and Pacific Ocean. Meanwhile, U.S. ODA is deployed inefficiently and inconsistently through 19 separate agencies. The design, delivery, and administration of U.S. development assistance must be reformed. ODA is a national security issue, not just a humanitarian one. The U.S. defense community needs to embrace the strategic potential of ODA and its capacity to strengthen democracies and counter malign influence abroad.

In 1967, after a four year assignment in Seoul, we returned to Washington for a home tour. I was assigned to the Australia, New Zealand and Pacific Islands desk of the Bureau of East Asian and Pacific Affairs. There were three officers in the office, and my main interests were Pacific Islands. The only Foreign Service post in the islands was a consulate in Suva, Fiji. The consular district itself included 3 million square miles of Pacific Ocean, from New Caledonia, near Australia, to French Polynesia—other groups were Tonga, the Gilbert and Ellice Islands, the New Hebrides (an Anglo-French Condominium), and the Solomon Islands. In 1970, the British Crown Colony of Fiji gained its independence, and the Consulate became an Embassy and the Consul in Suva became Chargé d’Affaires (the Ambassador to New Zealand was made Ambassador). About the same time, Tonga, which had the status of a British-protected state, chose to take over what responsibilities the British had and become an independent state, or as the King of Tonga, Taufa’ahau Tupou IV, preferred, “made its reentry into the Comity of Nations”. With that, the United States decided to add Tonga to the hat of the Ambassador in Wellington. However, the Ambassador at the time left his post before presenting credentials in Tonga.

5. Food Security in the South Pacific Island Countries with Special Reference to the Fiji Islands

This paper analyses the status of food security in selected South Pacific Island countries, namely Cook Islands, Fiji Islands, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Vanuatu at the national and household levels during the period 1991-2002. Due to narrow resource base and production conditions, Pacific Islands concentrate on a few primary commodities for production and exports. During recent years import dependency for food items has increased mainly due to a decline in per capita food production and a rapid rate of rural-urban migration. Currently, export earnings can finance food imports but earnings could fall short of the requirements needed after the expiry of some commodity preferential price agreements with importing countries. National food security is dependent on the continuation of subsistence farming and tapping ocean resources in conjunction with the on-going commercial farming of those crops in which Pacific Islands have a comparative advantage. Increased productivity is crucial for improving agricultural performance through government investment in rural infrastructure, agricultural research and extension, irrigation and appropriate price incentives. This would also help alleviate poverty for improvement in economic accessibility of food by households. There is also a need to design appropriate disaster risk management programmes to minimize any adverse effects on the food supply.
