Abstract:
Timor-Leste during and after the process of disarmament, demobilization, and reintegration (DDR) in the years 2000-2004 did not achieve an acceptable level of security. This article, using a DDR maximalist perspective and a liberal perspective in security studies, examines the UN limitations in providing a solid problem-solving process and its implications for DDR. The qualitative data collected from several personal interviews to different stakeholders is analyzed using thematic analysis. Based on these interviews and observations this research finds that the UN had several limitations to carry out DDR in Timor-Leste, being the most salient, the weak legitimacy and the lack of professionalism in human resources.

Abstract:
Timor-Leste is a small democratic country in an increasingly strategic region. Since gaining independence in 2002, Timor-Leste has made remarkable progress as Asia’s youngest democracy, but it has a long way to go in improving its economic and political situation. ASEAN membership for the Timorese is viewed as a way to reconcile economic, security, and geopolitical interests, while carving out a regional identity. Timor-Leste’s push for ASEAN membership started in 2011 and intensified during the latter half of 2019 when Foreign Minister Dionisio Babo Soares visited all ten ASEAN capitals in the summer followed by ASEAN fact finding missions in Dili in the fall. While Timor-Leste’s response to COVID-19 is impressive, the economic toll continues to be severe. Therefore, ASEAN membership is a comparatively lower priority this year, but is still under consideration by members, based on Vietnamese Prime Minister Nguyen Xuan Phuc’s speech during the recent ASEAN Summit.

Abstract:
This article departs from liberal institutionalism theory which argues that security sector reform is an important element to guarantee community security in post-conflict state. Nevertheless, this article discovers that Security Sector Reform run by the United Nations in Timor Lester from 2000-2012 failed to provide effective community security. While the people of Timor Leste have their own perceptions about the meaning of security, religious and cultural institutions, the church and "uma lisan" have provided mainly social protection and mechanisms for conflict resolution. Based on in-depth interviews with 15 key informants and survey to 100 respondents during the field research in Dili, this article suggests that the security role of the church and "uma lisan" has substantially substituted the ineffectiveness of the international and state-led security institutions during the United Nations mission in the country.

In this policy briefing, our fifth in our series on prevention at the UN, we draw on examples from Côte d’Ivoire and Timor-Leste to illustrate how countries have developed integrated actions on prevention that cut across sectors, including security, development, and human rights. We then highlight options for the UN to better support these strategies through cross-pillar approaches and identify practical ways forward for governments implementing prevention approaches.

5. Security sector reconstruction in a post-conflict country: Lessons from Timor-Leste

Abstract:
Post-conflict missions by the United Nations are increasingly mandated to reform the security sector and to establish viable security governance organs in, often, collapsed states. UN missions in Timor-Leste, tasked with the build-up of local security institutions and forces from 1999 to 2005, were regarded by some as successful examples of externally-led security sector transformation in so far as they managed to establish a local police force and local security governance institutions. Yet, the breakdown of the Timorese security sector during violent clashes between newly created security forces in 2006 hinted at weaknesses in the externally driven implementation of SSR. The UN mission subsequently mandated to assist in rebuilding the dysfunctional security sector, was however openly challenged by growing local resistance towards external meddling into the highly sensitive domain of security, and simultaneously, by assertive local approaches to security governance. By tracing the UN mission's steps in performing SSR before and after the security breakdown of 2006, the paper explains inherent flaws in the UN's approach and expounds the Timorese' alternative approach. It will be argued that the UN failed to enforce its security governance model in Timor-Leste creating the way for an evolving local approach to security governance.
