Abstract:
The biggest headlines during the first four months of 2011 were generated by the triple tragedy in Japan, which left Tokyo (and much of the rest of the world) shaking, especially over nuclear safety. On the Korean Peninsula, Chinese concerns about the ROK/US “enough is enough” (over?)reaction to North Korean aggressiveness resulted in Beijing's acknowledgment that the road to a solution must run through Seoul, providing a new foundation for a resumption of Six-Party Talks. Meanwhile, elections among the Tibetan diaspora began a long-anticipated political transition, shaking Chinese policy toward the province. More fighting between Thailand and Cambodia over disputed borders has rattled ASEAN as it challenges the most important of its guiding principles – the peaceful resolution of disputes. Economic developments all highlighted growing doubts about the global economic order and the US leadership role. It's easy to predict the biggest headline of the next four month period: "Bin Laden is Dead!" Implications for Asia will be examined in the next issue; initial reactions were predictable.

42. US-Southeast Asia Relations: Dismay at Thai-Cambodian Skirmishes

Abstract:
Both the US and ASEAN expressed dismay at border skirmishes between Thailand and Cambodia around the Preah Vihear temple and two other ancient temples about 160 km to the west. Artillery exchanges and small arms fire call into question the two countries' commitment to the ASEAN rule of the peaceful settlement of disputes among its members. Washington has promised to aid Philippine maritime capabilities to patrol both its South China and Sulu Seas' territorial waters as part of a larger US goal of keeping Asian sea lanes open. New ships and radar installations as well as navy and coast guard training are being provided by the US. In Indonesia, the US embassy inaugurated a new public diplomacy program, @america, an interactive information technology site designed to demonstrate the breadth of American life to Indonesia's tech-savvy young people. Wikileaks releases of US embassy cables published in the Australian press critical of President Yudhoyono caused some tension between Jakarta and Washington. As the current ASEAN chair, Indonesia seemed to follow Secretary of State Clinton's call for an ASEAN role in resolving the South China Sea islands dispute. US relations with Vietnam and Cambodia continue to be strained over human rights concerns. While ASEAN has called for the lifting of economic sanctions on Burma since its recent national election and the release of Aung San Suu Kyi from house arrest, Washington seems in no hurry to follow suit, labeling the election as fatally flawed and noting that political prisoners remain in jail. Finally, the US promised high-level participation in ASEAN-led regional organizations, including the ARF, the ADMM+, APEC, and the EAS.

43. Recalibration of the Framingham Equations in the Thai Population

Abstract:
We derived equations for predicting cardiovascular disease (CVD) risks for Thai men and women, separately, over a specific time period using associations between risk factors and CVD events from the Framingham cohort study. The equations were recalibrated against the cumulative risks estimated for Thailand. Equations were developed separately for predicting risks of ischemic heart disease (IHD) and stroke. Recalibration of the Framingham equations reduced the CVD risks predicted for Thai men by 97% and for Thai women by 10%. The correction was largest at younger ages. In older women, recalibration increased the predicted risk. When compared with an existing equation for Thai men our recalibrated Framingham equation produced similar predictions for CVD risks over 8 years. However, the recalibrated Framingham equations are more flexible because they can be used for predicting risks over any time span and for women and men.

44. Deep in South China Sea Diplomacy

Diplomacy related to the South China Sea disputes dominated US actions at the May ASEAN Summit, the June Shangri-La Dialogue, and the July ARF meeting. Washington endorsed ASEAN consultations before the Association's meetings with China on the territorial disputes as well as an independent ASEAN role in the South China Sea negotiations separate from the bilateral negotiations preferred by the PRC. Related to US support for ASEAN is Washington's assistance to the Philippines in gradually building its archipelagic security capability by funding Coast Watch South radars and promising more military hardware to the ill-equipped and underfunded Philippine armed forces. Manila also maintained its efforts to obtain a specific defense commitment from the US in the event of a military conflict with China over South China Sea islands. The Cambodia-Thai border dispute continues to flare periodically. ASEAN mediation efforts have established a timetable for military disengagement but, as yet, no implementation. Washington has endorsed the ASEAN efforts. In Indonesia, radical Jemaah Islamiyah, al Qaeda-affiliated cleric Abu Bakar Bashir was sentenced to 15 years in jail for aiding the formation of a new terrorist affiliate in Aceh. As in his previous trials, Bashir blamed his arrest and sentence on US and Jewish machinations. Although the Obama administration has appointed a new envoy, Derek Mitchell, as special ambassador to coordinate international approaches to Burma, this enhanced engagement runs parallel to increased US economic sanctions, suggesting little has changed with the new “civilianized” government.

45. The Ongoing Insurgency in Southern Thailand: Trends in Violence, Counterinsurgency Operations, and the Impact of National Politics

Abstract:
Since January 2004, a Malay-Muslim-based insurgency has engulfed the three southernmost provinces in Thailand. More than 4,500 people have been killed and over 9,000 wounded, making it the most lethal conflict in Southeast Asia. Now in its 8th year, the insurgency has settled into a low-level stalemate. Violence is down significantly from its mid-2007 peak, but it has been steadily climbing since 2008. On average, 32 people are being killed and 58 wounded every month. Most casualties are from drive-by shootings, but there are also about 12 improvised explosive device (IED) attacks a month.

46. From REDD to Green: A Global Incentive System to Stop Tropical Forest Clearing

Abstract:
In this paper, we develop and illustrate a prototype incentive system for promoting rapid reduction of forest clearing in tropical countries. Our proposed Tropical Forest Protection Fund (TFPF) is a cash-on-delivery system that rewards independently monitored performance without formal contracts. The system responds to forest tenure problems in many countries by dividing incentive payments between national governments, which command the greatest number of instruments that affect forest clearing, and indigenous communities, which often have tenure rights in forested lands. The TFPF incorporates both monetary and reputational incentives, which are calculated quarterly. The monetary incentives are unconditional cash transfers based on measured performance, while the reputational incentives are publicly disclosed, color-coded performance ratings for each country. The incentives include rewards for: (1) exceeding long-run expectations, given a country's forest clearing history and development status; (2) meeting or exceeding global REDD+ goals; and (3) achieving an immediate reduction in forest clearing. Drawing on monthly forest clearing indicators from the new FORMA (Forest Monitoring for Action) database, we illustrate a prototype TFPF for eight East Asian countries: Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Thailand, and Vietnam. A system with identical design principles could be implemented by single or multiple donors for individual or multiple forest proprietors within one or more countries, as well as national or local governments in individual countries, tropical regions, or the global pan-tropics. Our results demonstrate the importance of financial flexibility in the design of the proposed TFPF. Its incentives are calculated to induce a massive, rapid reduction of tropical forest clearing. If that occurs, a TFPF for East Asia will need standby authority for disbursements that may total $10–14 billion annually for the next two decades. This financial burden will not persist, however, because the TFPF is designed to self-liquidate once all recipient countries have achieved clearly specified benchmarks. We estimate that the TFPF can be closed by 2070, with its major financial responsibility discharged by 2040.

47. Waging Peace: ASEAN and the Thai-Cambodian Border Conflict

Abstract:
Border clashes between Thailand and Cambodia that caused dozens of casualties and displaced thousands have challenged the Association of South East Asian Nations (ASEAN) to finally turn its rhetoric on peace and security into action. Cambodia's successful attempt to list the Preah Vihear temple as a World Heritage Site came against the backdrop of turmoil in Thai politics after the 2006 coup that deposed Prime Minister Thaksin Shinawatra. Thai pro-establishment movements used this issue to whip up nationalist sentiments against Cambodia as they tried to topple the Thaksin-backed government. The emotionally charged campaigns halted border demarcation and sparked a bilateral conflict. In early 2011, the dispute turned into the most violent clash yet between ASEAN's members, testing its historical commitment to non-aggression and prompting it to get involved. This has raised expectations that it might live up to its stated aspiration to keep peace in its own region. As yet, however, while its engagement set important precedents, it has no significant achievements. More robust diplomacy and leadership are still needed.

48. Stalemate in Southern Thailand

Abstract:
The deadly conflict in Thailand's predominantly Malay Muslim South is at a stalemate. Although military operations might have contributed to the reduction in violence, the government of Prime Minister Abhisit Vejjajiva has made little effort to tackle the political grievances that drive the insurgency. A limited unilateral suspension of hostilities offered by rebels has met no significant response. Draconian laws that grant security forces sweeping powers remain imposed while justice for serious cases of past abuse remains unaddressed and torture of suspects continues. As bloody anti-government protests in Bangkok distracted the nation in early 2010, the death toll in the six-year-long insurgency steadily climbed. The conflict in the Deep South remains on the margins of Thai politics and unresolved. A paradigm shift is needed to acknowledge that assimilation of Malay Muslims has failed and that recognition of their distinct ethno-religious identity is essential. Dialogue with insurgents and reform of governance structures remain two missing components of a comprehensive political solution.

49. Lethal Counterfeits

The border between Thailand and Cambodia is a petri dish for drug-resistant strains of malaria. Scientists believe that in this region, more than 50 years ago, parasites that cause the disease mutated to fight a common antimalarial drug, chloroquine, and multiplied. People carried these new parasite strains across the world, spreading the drug resistance. Today, these same borderland parasites show new signs of resistance. This time, it's to a combination of drugs, including one called artesunate, that had, until recently, made inroads against the spread of the disease. In 2004, the Cambodian government found that nearly one in five cases of artesunate sold by retailers in four provinces bordering Thailand lacked sufficient amounts of the active ingredient. Six years later, Cambodian health officials cracked down on the distribution of these counterfeits. By April 2010, officials had closed two-thirds of the country's 1,081 illegal retail shops, the main sellers of fakes.

50. The Impact of Migration and Remittances on Wealth Accumulation and Distribution in Rural Thailand

This paper studies the impact of internal migration and remittance flows on wealth accumulation and distribution in 22 rural villages in Nang Rong, Thailand. Using data from 943 households, the study constructs indices of household productive and consumer assets with principal components analysis. The changes in these indices from 1994 to 2000 are modeled as a function of households' prior migration and remittance behavior while correcting for potential selectivity bias with propensity score matching. The findings show that rich households face a decrease in productive assets due to migration of their members, while poor households with migrants gain productive assets and improve their relative status in their communities. These results suggest an equalizing effect of migration and remittance flows on wealth distribution in rural Thailand.
