21. Substance Abuse Policy in Thailand: Current Challenges and Future Strategies

Abstract:
Substance abuse has been an important social and public health problem in Thailand for decades. The National Household Survey on Substance and Alcohol Use in Thailand, which has been conducted six times, shows that substance abuse has steadily increased. Extrapolated country-wide in recent data, the estimated number of people who have used at least one addictive substance at some time in their lives was 2,964,444 or 5.8% of the total population aged 12 - 65 years. Kratom, Methamphetamine, methamphetamine hydrochloride crystal (ice), and cannabis were the most prevalent substances of abuse. Historical documentation and policy reports were used in this study. The objectives of this study were to complete a document review, determine the effectiveness of previous measures to control illegal substance abuse in Thailand, and consider options for the future. Controlling illegal substance abuse in the future and minimizing total harm requires a delicate balance of efforts to reduce the prevalence, quantity, and harmful effects of substances. Drug policy interventions should be continually evaluated for their effectiveness. The strategies relevant to drug policy, apart from primary prevention, are health services for chronic drug users, reform of criminal sanctions against drug addicts, and legalization of kratom.

22. Incident Prevention and Mitigation In The Asia Pacific Littorals: Framing, Expanding, and Adding to Cues

Abstract:
This paper explores the possibility of South China Sea claimants and regional countries playing an active role in developing measures to prevent untoward incidents involving government (including naval and maritime law enforcement) and non-government vessels while political negotiations take place with respect to the proposed Code of Conduct between ASEAN and China. It argues that such a comprehensive incident prevention and mitigation plan must be multidimensional and multilevel in its approach, cascading from the political, strategic, operational, to tactical levels. This study breaks down into three main sections. The first examines the framing of the existing Code for Unplanned Encounters at Sea (CUES) and its expansion as well as any new prevention and mitigation initiatives. The center of gravity and theory of success for CUES must be at operational and tactical levels, this paper highlights, while also proposing that CUES should be expanded to include sub- surface and aerial- based actions as other potential triggers for unplanned encounters and unintended escalations at sea. The end-state calls for a comprehensive CUES in light of the multidimensional nature of the SCS maritime landscape. The second section of this paper assesses the prospects for an expanded CUES, focusing on maritime law enforcement and irregular forces. It examines the viability of expanding this mechanism through what this paper terms as “Phased” and “Blanket” Approaches, which is dependent on the regional political climate. The third, final section raises two proposals at the strategic level, and six proposals pegged at the operational and tactical levels of planning and activity to build on and enhance the existing slate of such mechanisms as CUES to promote navigational safety and risk reduction in regional waters.

Abstract:
As the Islamic State (IS) terrorist group evolves into the next phase of its life cycle, it is operationalising its so-called wilayats (governorates) in different parts of the world. In June, with the loss of ground in Iraq and Syria, IS has made significant territorial gains in the Philippines along with carrying out a high profile terrorist attack in Indonesia. The operational strength and sophistication exhibited in these latest developments in Southeast Asia is concerning for three particular reasons. First, IS will stay alive and relevant through its wilayats notwithstanding its defeat in the Middle East. This could result in higher levels of violence and radicalisation in the regions where IS might turn its attention. The ability of the so-called Caliphate to operate in the online and offline spheres has already provided the group a virtual sanctuary to survive and stay relevant despite real world defeats. Second, with the seige of Marawi in the Philippines by IS, the city and surrounding areas may emerge as a new hub for IS supporters, sympathizers and lone-wolf fighters. In its latest issue of Rumiyah, the terror group has encouraged its supporters to relocate to Marawi if they cannot migrate to Iraq or Syria. This might galvanise a new wave of pro-IS fighters in Southeast Asia. IS has already prepared them for the setbacks in the Levant and provided them with sufficient religious grounds to press on with their ‘struggle’ through its propaganda machinery. The porous and heavily forested terrain and cluster of small islands with almost no control of the government in southern Philippines suits IS designs to fortify and consolidate its footprint in the region. It will require concerted efforts under the auspices of the Association of Southeast Asian Nations (ASEAN) to counter IS gains in the region. Even though Singapore, Malaysia and Indonesia have done remarkably well to check the security challenge posed by IS, more needs to be done in places like the Philippines and Thailand with coordinated operational efforts and timely intelligence sharing. Third, IS online followers, supporters and sympathisers are now moving from open social media platforms to encrypted ones such as Telegram, Whatsapp and WeChat. This adds a new layer of complexity to keep track of vulnerable segments of youth susceptible to radicalism and disrupt any terrorist plots that may be planned and executed through communication in encrypted social medial platforms. Various Social Media Companies (SMCs), law enforcement agencies, academia and civil society organisations (SCOs) will have to team up and redouble their efforts to discuss how to deal with the challenge of cyber radicalism. Further procrastination in operationalising stronger social media strategies to counter violent radicalism will hamper efforts to curtail the spread of extremist propaganda and avert terrorist attacks. Equally important is the realm of counter-ideology and promotion of religious moderation. A strong rebuttal of Sunni extremist groups’ exploitation of Quranic verses and other religious texts to further their narrow agendas serves to de-legitimise their efforts. Once the ideological appeal of these groups is neutralised, it will be easier to counter them operationally. Terrorist groups can survive loss of sanctuary and decapitation of the top leaders, but ideological de-legitimization deprives them of the moral support they enjoy among the vulnerable social segments. 24. Targeting credit through community members

Abstract:
Delegating the allocation of public resources to community members is an increasingly popular form of delivering development programs and are associated with a tradeoff between improved information about potential beneficiaries and favoritism towards local elites. Unlike targeting cash transfers to the poor, the optimal targeting of credit is a more complex problem involving issues of productivity, repayment, and market responses: This paper analyzes this problem using a large-scale lending program, the Thai Million Baht Credit Fund, which decentralizes the allocation of loans to an elected group of community members, and provides three main results. First, exploiting a long and detailed panel, I recover pre-program structural estimates of household total factor productivity and find that resources from the program were not allocated to high-productivity, poor households, which is inconsistent with poverty and productive efficiency as targeting criteria. Second, using socioeconomic networks data, I show that actual targeting is strongly driven by connections to village elites and is related to lower program profitability, which suggests favoritism as a reason for mistargeting. Finally, I exploit quasi-experimental variation in the rollout of the program and uncover evidence that, in general equilibrium, informal credit markets compensate for targeting distortions by redirecting credit towards unconnected households, albeit at higher interest rates than those provided by the program. The results highlight the limitations of community-driven approaches to program delivery and the role of markets in attenuating potential targeting errors.

Abstract:
As the primary agency for law enforcement, the police operates at close proximity to the public and exerts significant influence over the security of individuals and communities through its behaviours and performance. Therefore, ensuring accountability of both the individuals and institutions of the police is a fundamental condition for good governance of the security sector in democratic societies. The parliament, as the highest representative body in a democratic system, plays a significant role in maintaining police accountability. The objective of the edited volume on “The Role of Parliament in Police Governance: Lessons Learned from Asia and Europe” is to put forward good practices and recommendations for improving police accountability, with an emphasis on the strengthening of the role of parliament in police governance. The comparative analysis includes insights and lessons learned from eight country case studies including Belgium, Germany, India, Indonesia, the Netherlands, Philippines, Thailand and the United Kingdom. The findings of the cases studies can be taken into account when analysing and considering options for improving the accountability of the police to parliament as well as strengthening independent oversight bodies and parliament-police liaison mechanisms. However, it must be emphasised that these good practices always need to be adapted to the exigencies of the local context.

26. CP ALL and the Case of Value Web Creation

Abstract:
How should convenience store operators like Thailand’s CP-ALL construct its value chains? What does economic theory teach us about an under – modelled area of management theory (namely value chains)? In this paper, Bryane Michael, Christopher Hartwell and Vladimir Korovkin use a seemingly unrelated economic model analysing Vietnam to tell something about the conglomerates running convenience stores licenses like CP-ALL. They find that convenience stores may not want to raise capital from Thai banks and the Bangkok stock market when labour productivity exceeds capital’s. They also find that inefficiencies inherent in Thai markets may significantly reduce the optimal size of a convenience store operator like CP ALL. These operators may also (counter-intuitively) need to give up a significant share of their profits to “value service providers” when the cost of capital falls. As such, counter to the usual World Bank nostrums, improvements in Bangkok’s stock market and banks may actually hurt firms like CP ALL.

Abstract:
Today, perhaps more than ever, humanitarian crises permeate the lives of millions, triggering increased human movement and repeatedly testing the international community's capacity to respond. Stakeholders within the international community have recognized that existing legal and institutional frameworks for protecting forced migrants are inadequate to address the diversity of movements and needs. This article examines the situation of noncitizens who are caught in violence, conflict, and disaster, and asserts that they are an at-risk population requiring tailored responses. Recent history has witnessed numerous humanitarian crises in which noncitizens have been among those most seriously affected. With more people than at any other point in history residing outside of their country of origin, the presence of new and sustained eruptions of violence and conflict, and the frequency and intensity of disasters predicted to increase, noncitizens will continue to be caught in countries experiencing crises. Destination countries, as well as origin countries whose citizens are caught in crisis situations abroad, must understand the challenges that noncitizens may encounter in accessing assistance and protection, and must formulate responses to ensure that their needs are adequately accommodated. While both citizens and noncitizens may encounter difficulties in any given humanitarian crisis, research on five recent crises—the Libyan uprising, the Tohoku earthquake, the tsunami and Fukushima nuclear accident in Japan, flooding in Thailand, Hurricane Sandy in the United States, and the on-going conflict in Syria—demonstrates that a range of factors create particular challenges for noncitizens. Factors related to the underlying environment in the country undergoing a crisis and the responses of different actors may exacerbate the vulnerability of noncitizens. Moreover, different groups of noncitizens manifest distinct protection needs due to specific attributes. In a given context, the interaction of these factors leads to varying levels of vulnerability for different groups, and the experiences of noncitizens in crisis situations implicate a range of fundamental human rights. Promising practices which may reduce the vulnerabilities of noncitizens and their exposure to harm during crises include: limiting immigration enforcement activities in favor of dispensing life-saving assistance; communication of emergency and relief messages in multiple languages and modes; facilitating entry and re-entry; and providing targeted relief services. These practices are not limited to countries experiencing crises; origin countries have also displayed judicious actions, undertaking bi-lateral negotiations to address specific needs and seeking external assistance in order to protect their citizens who are caught in crisis situations. This article seeks to inform ways to mitigate the vulnerabilities and address unmet assistance and protection needs of noncitizens caught in countries experiencing crises. It focuses primarily on vulnerabilities experienced during crises, acknowledging the importance of preventative action that targets the potential vulnerabilities and needs of noncitizens. It also acknowledges that assistance and protection needs often persist beyond the abatement of crises and warrant ongoing intervention. The observations presented in this paper are drawn from desk research on a limited number of situations, and therefore, the article is an introductory attempt to call attention to the issues at play when a crisis occurs, rather than an in-depth study of the subject. Nonetheless, it offers recommendations for alleviating the exposure of noncitizens, which include actions aimed at: addressing the underlying legal and policy landscape related to crises and relevant areas like immigration so as to account for the presence and needs of noncitizens; ensuring that all categories of noncitizens are able to access, understand and navigate information regarding emergency and relief assistance and are able to utilize them; and limiting the exposure of noncitizens to harm through targeted measures that address their particular needs and vulnerabilities.

In the last two decades, populists around the world have celebrated a renaissance. As the role of political parties declines, and globalization creates socioeconomic uncertainties that unsettle anxious electorates, anti-establishment figures or movements have found it easy to attract support. Whether Hugo Chavez in Venezuela, Thaksin Shinawatra in Thailand, Narendra Modi in India, or Alexis Tsipras in Greece, populists have been able to mobilize voters by attacking a supposedly collective enemy (mostly, domestic or foreign forces accused of exploiting the country's economic resources) and by appealing to the poor as their main constituency. In some cases, populists have been so successful at the ballot box that established political forces resorted to violence to try removing them—as evidenced by the failed coup against Chavez in 2002, and the military overthrows of Thaksin in 2006 and of his sister, Yingluck, in 2014.

Abstract:
Despite the poor odds, low-income households in rural Thailand spend significant amounts on tickets of the Thai Government Lottery. One explanation might be that, due to lack of information about the properties of the game, the prospects of winning are upwardly biased. This would imply that an improved understanding of the actual odds should curb the demand for lottery tickets. We test this hypothesis in a randomized-controlled experiment in which we informed treated participants about the probability distribution of the Thai Government Lottery. The intervention leads to more precise perceptions of the lottery’s probability distribution. However, the willingness to pay for lottery tickets is not affected by this better knowledge. Non-cognitive aspects apparently play a more important role for participation decisions.
