Successful implementation of t anzania's land reform is being held back by a scarcity of resources and a lack of coherence within the land administration system. ordinary men and women in the villages are losing out, not experiencing any improvement in tenure security. Urgent support is needed to enable village authorities to carry out their task.

Abstract:
Tanzania's 2005 push to increase rice production by ambitious rural investments in irrigation and by tariff protection of its rice industry from cheap imported subsidised rice has apparently highlevel political support. Yet, the implementation has run into problems: non-compliance with the tariff, substantial smuggling of cheap rice through Zanzibar, and low sustainability of irrigation schemes due to poor local-level operation and maintenance.

Independent candidates are not allowed in Tanzania. This restriction has raised debate which dominates multipartism and its efficacy in the country. Since the inception of multipartism in 1992, there have been three major cases on independent candidates. In the first two cases, the High Court ruled in favour of independent candidate. However, in the third case, the Court of Appeal, while subscribing to the need of independent candidates, it nullified the previous judgments by the High Court on the ground that the court had no jurisdiction in declaring a constitutional provision to be unconstitutional; and that the independent candidate issue being political and not legal should be resolved by the parliament. I argue that the Court of Appeal failed to exercise its mandate in administering justice. I further argue that such failure is attributed to the fear by the justices from the ruling party and its government.

34. Ethnic Party Bans in East Africa from a Comparative Perspective

Abstract:
Since 1990 the banning of ethnic and other identity-based parties has become the norm in sub-Saharan Africa. This article focuses on Kenya, Tanzania and Uganda as three East African countries that have opted for different ways of dealing with such parties. Using case studies, it traces the origins of the party bans in Tanzania and Uganda and explores the reasons for the absence of a ban in Kenya. The analysis shows that the laws on particularistic parties have actually been implemented by the appropriate institutions. However, these laws have only marginally influenced the character of the political parties in the three countries: A comparison of regional voting patterns suggests that bans on particularistic parties have not ensured the emergence of aggregative parties with a national following in Tanzania and Uganda. In Kenya on the other hand, where such a ban was nonexistent until 2008, parties have not proven to be more regional.

Abstract:
This paper examines remittance and diaspora policy formation in Tanzania as cargo cult. Both migration-development policy formation and cargo cults express the belief in the miraculous transformation of the local by the arrival of wealth emanating from the outside. The paper is based on ethnographic research in Dares Salaam, and adds to our understanding of the links between migration and development in Tanzania, and to our understanding of the relationship between remittances and the state, where the underlying cultural values, ideas and imaginaries expressed in remittance policies and thinking have been ignored.

36. Tanzania's Land Law Reform: The Implementation Challenge

Abstract:
A new wave of land reforms has passed Sub-Saharan African countries in recent years. Tanzania got its reform in 1999. Though expectations to outcomes are high, not much is known about how reforms affect local governance of land. This working paper provides an overview of implementation projects carried out in Mainland Tanzania and describes experiences gathered so far. It focuses on establishment of formal institutions for land administration and dispute settlement in rural areas. The implementation process is described as slow and uneven. With a few exceptions, implementation has been project-driven, largely controlled by donors and implementing agencies. At the same time the responsible ministry retains some control through its know-how, which is shared with other stakeholders in bits and pieces only. The paper concludes that more resources, more commitment and a freer flow of information is required if reform objectives are to be achieved. Independent research is urgently needed.

Abstract:
After the september 11 attacks, the Bush administration's foreign policy toward Somalia focused primarily on counterterrorism. This focus was a result of Somalia's proximity to the Middle East, U.S. concern that al-Qa'ida might relocate to the country, a history of terrorist bombings targeting Western interests in nearby Kenya and Tanzania and early contact between al-Qa'ida and individuals in Somalia. Although ties exist between al-Qa'ida and Somalia's al-Shabab militant group, the overwhelming objective of U.S. policy in Somalia should not be confronting international terrorist activity. Instead, the United States should contribute to creating a moderate government of national unity in Somalia, which offers the best hope of minimizing Somali links to international terrorism. Long-term U.S. interests in the Horn of Africa will not be served by a policy that is consumed with military action to the detriment of supporting economic development and a broad based Somali government.

Abstract:
Tanzania's current growth and poverty reduction strategies are contained in its second PRSP. This document, and the processes leading to its formulation, has helped to mobilize donor funds. However, the content of the PRSP is largely irrelevant for implementation, and has contributed little to better inter-sectoral linkages and synergies both of which were its main purposes. The immediate reasons for this irrelevancy include a participatory planning process not aligned with the domestic political process and with no budget constraints which led to a shopping list of un-prioritized initiatives; an implementation machinery around the budget process which in practice does not ensure that resources are allocated in line with the document's priorities; and limited understanding and/ or acceptance across the spectrum of government institutions and political leadership that the PRSP is the overall strategic guiding document.

39. "Whose Affirmative Actions is Affirmative?" Lessons from Tanzania

Abstract:
Elections in Tanzania have resulted into the underrepresentation of women in the formal decision making organs particularly the parliament. To address this problem the government introduced women special seats as one of the ways to empower women to participate in making decisions that affect their concerns. The threshold level for such special seats was set at 15 percent in the 1995 elections, 20 percent in the 2000 elections and it was increased to 30 percent of all the parliamentary seats in the 2005 elections. This article argues that while there is a positive trend in terms of the numerical representation via an affirmative action system, the same is yet to be owned by women themselves. The affirmative action in Tanzania is strategically used to divide women and to further the interests of political parties, particularly the ruling party. Thus, women struggles for their inclusion in the formal decision making organs should simultaneously demand for the need to owning the affirmative action itself.

Abstract:
One of the key trends characterizing agro-food trade in the last two decades has been the increas-ing complexity of public and private standards that are applied to imports into developed countries. This paper aims to identify critical areas to facilitate compliance with sustainability standards in coffee, which is the major traditional export crop for Tanzania. Coffee experienced a dramatic downward trend in world market prices that led to a decreased contribution to foreign exchange earnings in producing countries in the early 2000s. Although prices have improved over the past few years, economies that are dependent on traditional agricultural exports such as coffee need strategies to ensure stability in export earnings. One of the possible venues for increased agricultural export value is through exports to niche markets, such as coffee that is certified against one or more sustainability certifications (e.g. Fair Trade, Utz Certified, Organic, and Rainforest Alliance).
