Abstract:
Even 9 years after international intervention in Afghanistan, little is understood about the tribes and ethnic groups that make up the country. How they react, think, feel, and prioritize remain largely unknown quantities, and therefore international attempts to influence them are perhaps unsurprisingly proving problematic. But perception is everything in Afghanistan, and information activities are playing an increasingly important part in shaping perception and generating support for insurgents and counterinsurgents alike, both inside and outside the country. Hundreds of different groups and actors are at work, from the diverse component parts of the Afghan populace to the array of governmental, military, and nongovernmental organization (NGO) elements of international effort. All are communicating-some even coherently. All are influencing-some intentionally, some unintentionally.

Abstract:
Against the backdrop of wars in Iraq and Afghanistan and a changing strategic environment in the broader Middle East, political leaders now are confronting the difficult question of how to achieve long-term stability. The toppling of the Taliban-led government in Afghanistan and removal of Saddam Hussein from Iraq displayed the capability of America's military to marshal overwhelming conventional force against its enemies. However, this overwhelming capability soon was eclipsed when this same force struggled to secure durable peace either in Iraq or Afghanistan.

Abstract:
From Pakistan's perspective, a stable Afghanistan-with a government favorably disposed toward Pakistan and that contains the Taliban threat and does not allow it to spill over into Pakistan-would represent success. Without going into history, let me just say that Pakistan's policy now is to help Afghanistan attain long-term stability and build national institutions, including the Afghan National Army and Afghan National Police. But at the same time, we are realistic enough to understand that Afghanistan's institutions of state will not emerge overnight; it takes decades to build an army; it takes a long time to build an ethos of a comprehensive and integrated civil service. So the first priority in Afghanistan ought to be to beat the insurgency, to contain the Taliban threat, and at the same time to make it possible for reconcilable elements in the insurgency to be brought into the political mainstream through a process of reconciliation. But Pakistan's own security is important to Pakistanis, and we certainly do not want Afghanistan to be used for intelligence or military operations aimed at undermining Pakistan's security.

Abstract:
The coalition strategy has reached an impasse. None of the efforts attempted since the summer of 2009 has halted the deterioration of the political and security situation. Although a few tactical successes might be possible, the coalition cannot defeat the Taliban or rally local commanders to its side. Moreover, the Karzai government enjoys very limited legitimacy and appears incapable of rebuilding a state that can assume responsibility for its own security in the foreseeable future. The coalition faces the risk of an endless engagement accompanied by an intolerable loss of life and treasure.

The current strategy of defeating the Taliban militarily is unrealistic. The coalition is on the defensive across much of Afghanistan and, with current troop levels, can at most only contain the insurgency. On present course, the coalition is swiftly heading toward an impasse.

Abstract:
On march 30, 2009, militants launched a deadly assault on a police training center outside Lahore, the capital of Pakistan's Punjab Province. Eight police cadets were killed. Less than a month earlier, on March 3, gunmen in Lahore ambushed members of the visiting Sri Lankan cricket team, killing at least eight people. Punjab, the most populated of Pakistan's provinces, has largely escaped the bloodshed plaguing the country's troubled northwest. Yet since 2007, violence has escalated in the province. The bold terrorist attacks in Pakistan's heartland—within Punjab Province and in the Pakistani capital of Islamabad—show that local logistical support for these attacks is attributable to what is often labeled the “Punjabi Taliban” network. The major factions of this network include operatives from Lashkar-i-Jhangvi, Sipah-i-Sahaba Pakistan and Jaysh-i-Muhammad—all groups that were previously strictly focused on Kashmir and domestic sectarian violence.

Abstract:
A country rarely fights the same war twice in one generation, especially from opposite sides. Yet that in many ways describes the U.S. role in Afghanistan today. In the 1980s, the Central Intelligence Agency, working from a safe haven in Pakistan, engineered the largest covert operation in its history to help defeat the Soviet 40th Red Army in Afghanistan. Today, the United States is fighting a Taliban-led insurgency in Afghanistan that operates from a safe haven in Pakistan. Many suggest that the outcome will be the same for the United States as it was for the Soviet Union—ultimate defeat at the hands of the insurgency. Pakistan's role as a safe haven is remarkably consistent in both conflicts, but focusing exclusively on that similarity misses the fundamental differences between the two wars. This article will address those differences, and will also assess how Pakistan's role is impacting the United States' possibilities for success today.

The use of blacklisting has eroded due process rights and discredited elements of the international fight against terrorism. In the wake of a conceptually flawed peace agreement, the Taliban takeover of large parts of Malakand division, subsequent military action in the area, almost three million internally displaced persons (IDPs) have fled to camps, homes, schools and other places of shelter across Northwest Frontier Province (NWFP). The challenge for the Pakistan Peoples Party (PPP)-led government and international actors is to make relief, rehabilitation and reconstruction efforts responsive to needs and empower local communities in Malakand Division. Failure to do so will reverse any gains on the battlefield and boost radical Islamist groups.
