Abstract:
Apparently irreconcilable positions on the 'one China' principle have emerged between China and Taiwan over the last decade, with Taiwan for some time now asserting not only that it is a separate political entity but an independent sovereign country. China for its part remains absolutely unwilling to compromise its position that Taiwan and the mainland are part of one country, and has not renounced the use of force as a means of making that principle a reality. The risk of war between them must, accordingly, continue to be taken seriously.

China's underlying position on its cross-Strait relations, however strong its current commitment to peaceful diplomacy, is that Taiwan must make sustained, visible progress toward a peaceful settlement or risk a resort to armed hostilities. It has also indicated that any move by Taiwan that might demonstrate its substantive rejection of this new demand could well be the last straw.

Abstract:
In the last decade, Taiwan has moved slowly but surely away from its commitment to the idea of 'one China', the proposition, long agreed on both sides of the Taiwan Strait, that Taiwan and the mainland are parts of one country. This has led to steadily mounting tension between Taiwan and China, for both of whom the issue goes to the heart of their sense of identity. While the prospect of an outbreak of war across the Strait remains distant, action is needed by all relevant parties to contain and reverse the situation.

204. Chinese and Indian Engineers and their Networks in Silicon Valley

Abstract:
In recent years, Asian immigrants have played an important role in Silicon Valley's growth, as suppliers of both engineering and entrepreneurial talent. Given their relatively large numbers, the Indian and Chinese communities' contributions have been particularly noted. The Indians' presence became more marked toward the last few years of the century, bolstered by arrivals working on the Year 2000 (Y2K) problem. The Chinese, by contrast, had older roots set down amid long-standing political, economic, and educational links with Taiwan. Both communities have formed extensive ethnic professional networks, with large memberships and well-attended, regular "networking" events, such as monthly meetings and special interest group sessions. The popularity of these events suggests that members find them valuable. While some of the value is probably noneconomic, the avowedly economic mission (see below) and long-term popularity of these gatherings means that most members primarily derive economic benefits. These networks and their members are the subject of this paper. The author acknowledges the collaboration of Professor AnnaLee Saxenian of the University of California, Berkeley, in the design of and data collection for the survey which forms part of this paper. When he pledged to do whatever was necessary—even use U.S. military forces—to help Taiwan defend itself, President George W. Bush seemingly replaced Washington's long-standing policy of “strategic ambiguity” with a policy of strategic clarity. Although the president and his advisers subsequently retreated from his initial rhetorical stance, both China and Taiwan are likely to believe that Bush's original statement accurately reflects U.S. policy. That creates an extremely dangerous situation for the United States.

China's People's Liberation Army (PLA) is embarked on an ambitious, long-term military modernization effort to develop capabilities to fight and win short-duration, high- intensity conflicts along its periphery. China's defense modernization is broad reaching, encompassing the transformation of virtually all aspects of the military establishment, to include weapon systems, operational doctrine, institution building, and personnel reforms. China values military power to defend economic interests, secure territorial claims, and build political influence commensurate with its status as a regional power with global aspirations. In recent years, the PLA has accelerated reform and modernization in response to the central leadership's concerns that developments across the Taiwan Strait could put at risk Beijing's objectives for Taiwan unification.

Abstract:
The nature, scope, and viability of the strategic relationship between the People's Republic of China (PRC) and the United States have emerged as leading security policy issues. Among the many reasons for this are: China's evidently growing defense budget and its military modernization campaign; its often threatening rhetoric over Taiwan; its reputed espionage activities; and disputes over collateral security issues, such as China's continuing proliferation of weapons of mass destruction. Furthermore, Beijing's lack of transparency concerning its strategic capabilities and modernization programs, and the intentions that undergird each, make it difficult to confidently forecast China's future direction; yet significant strategic decisions undertaken today will have far-reaching and long-term implications. There is a growing sense among defense analysts and specialists that the future disposition of Chinese strategic forces may only modestly resemble that of the past. Looking ahead, U.S. policy- makers must address three central questions: (1) the likely extent of China's strategic modernization; (2) the degree of complementarity of U.S. and PRC regional and strategic interests over time; and (3) the implications of each for U.S. foreign and defense policy.

Abstract:
Relations across the Taiwan Strait have reached an apparent impasse. Both China and Taiwan have, in a sense, painted themselves into corners. Yet, aware of the considerable costs that will inevitably be incurred by new and higher levels of tension or conflict, both President Jiang Zemin of China and Chen Shui-bian, the newly elected President of Taiwan, share a vital interest in finding a face-saving way out of their respective dilemmas without compromising their longer term objectives. In the process, each is being influenced and constrained by a number of factors related to politics, economics, and broad strategic interests. Overall, these factors will provide incentives to seek a reduction of tensions, at least in the short term. At the same time, years of mutual mistrust and the stark and growing differences between their respective political and social cultures will continue to affect the prospects for a mutually acceptable resolution of the issues separating China and Taiwan.

Abstract:
The initial postwar challenge from East Asia was economic. Japan crashed back into global markets in the 1960s, became the largest surplus and creditor country in the 1980s, and was viewed by many as the world's dominant economy by 1990. The newly industrialized countries (Korea, Taiwan, Hong Kong, Singapore) followed suit on a smaller but still substantial scale shortly thereafter. China only re-entered world commerce in the 1980s but has now become the second largest economy (in purchasing power terms), the second largest recipient of foreign direct investment inflows, and the second largest holder of monetary reserves. Indonesia and most of Southeast Asia grew at 7 percent for two or more decades. The oil crises of the 1970s and the financial crises of the late 1990s injected temporary setbacks but East Asia has clearly become a third major pole of the world economy, along with North America and Western Europe.

As Americans consider their options for protecting and advancing their interests in Asia in the twenty-first century, it is natural that there will be wide-ranging views and vigorous debate. Recent events such as the 1996 Taiwan crisis, the Asian economic meltdown in 1997, and the exchange of state visits by presidents Bill Clinton and Jiang Zemin in 1997 and 1998 have intensified, then moderated and redirected, much of the debate over a very short span of time. Two years ago, for example, the Chinese were worrying aloud about American efforts to “encircle” China. Now they talk about “building a constructive strategic partnership with the U.S.” Despite these ups and downs, however, the fundamental choices for the United States have remained largely the same.
