Abstract:
With the United States facing two major revisionist powers, Russia and China, as well as additional security threats from North Korea, Iran, and jihadist terrorism, a critical advantage for the United States is its global network of alliances and strategic partners. As the 2018 National Defense Strategy states, “Alliances and partnerships are crucial to our strategy, providing a durable asymmetric strategic advantage that no competitor or rival can match.” The advantage of having military allies and partners is enhanced by the core capacity of the American military having remained largely the same over the past decade, though the global security environment grew more complex and difficult during that time. In short, the United States needs allies and security partners. But the United States needs allies and partners that can pull their weight militarily if the country is going to be able to maintain a favorable balance of power in critical regions of the world. The second edition of A Hard Look at Hard Power provides an in-depth examination of the overall strategic perspective, defense plans, budgets, and capabilities of seven key European and Asian allies, three frontline strategic partners, and NATO.

Abstract:
Events throughout 2020 have seen a measured but steady increase in tensions surrounding Taiwan. The government of the People’s Republic of China (PRC) continues to deny any legitimacy to the democratically-elected government of the Republic of China (ROC) in Taiwan. The PRC also continues to make menacing insistence upon unification on Beijing’s terms, in language that has grown more strident throughout the tenure of Chinese Communist Party (CCP) General Secretary Xi Jinping (China Brief, February 15, 2019; China Brief, November 1, 2019). Against this background, the PRC has reacted with both harsh rhetoric and saber rattling to enhanced U.S.-Taiwan diplomatic contacts in August and September, as well as a reported further round of impending U.S.-Taiwan arms sales (see discussion further below). One PRC English-language outlet opined in late September that “The U.S. has been releasing all kinds of supportive signals to Taiwan this year, with the level and frequency of their so-called interactions flagrantly enhanced… While [some in Taiwan] jump at such signals, they’d better think long and hard whether the signals are sweet poisons from the U.S. for Taiwan” (PLA Daily, September 25).

Abstract:
On May 24, 2019, Taiwan became the first in Asia to legalize same-sex marriage. In what was widely celebrated as a milestone in the LGBT (lesbian, gay, bisexual, and transgender) rights movement in the region, Taiwan joined twenty-seven other countries/regions in achieving marriage equality. This article looks into this development and its implications, with a focus on the constitutional court ruling and the vote that revealed a contradictory public opinion.

174. Challenges and Prospects for the CPTPP in a Changing Global Economy: Taiwanese Accession and Canada’s Role

Abstract:
In the past, Canada has had to deal with the matter of Taiwan very delicately. China considers Taiwan to be an integral part of the nation: a rogue province that must eventually be reunified with the mainland. Since Canada relies much more on trade with China than with Taiwan, the stakes have favoured policies that avoid engaging with Taiwan in ways that would unnecessarily irritate China. As a result, there has been little appetite here for negotiating a bilateral trade deal with Taiwan. That attitude is finally changing. One main reason is because China is already angry with Canada, and vice versa. Relations between the two countries are at an all-time low, and domestic support for accommodating China is minimal. As a result, Canada is freer than before to consider negotiating a trade agreement with Taiwan. At the same time, Taiwan is interested in joining the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), to which Canada is already a party. By supporting Taiwan’s accession to the CPTPP, Canada can achieve a free-trade agreement with Taiwan without having to negotiate one bilaterally. The ability to do so under the aegis of a multilateral agreement should serve to mitigate any remaining concerns that China might further retaliate against Canada directly. However, striking back at China is not a reason for Canada to support Taiwan’s accession to the CPTPP. We should do so because it is in the interest of Canada and the other members of the CPTPP to add to the strength of the organization by welcoming an economy that is an important global trader and a key player in global supply chains. In addition, Taiwan is a country that is clearly willing and able to accept CPTPP disciplines. Canada should move quickly and enthusiastically to support Taiwan’s accession. The benefits of having Taiwan join Canada in a free-trade agreement are obvious. The opportunity to make it a reality is finally here. The Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), which entered into force on Dec.30, 2018 for six of the 11 signatories that had completed ratification at that time (Australia, Canada, Japan, Mexico, New Zealand and Singapore),1 is a beacon of hope in a dark, protectionist landscape. Along with the Regional Comprehensive Economic Partnership (RCEP) agreement, which was signed on Nov. 15, 2020, the CPTPP advances the trade and investment liberalization agenda at a time when protectionist measures by some major trading countries are threatening to undo decades of progress. The commitments and new disciplines of the CPTPP are particularly important because of malaise infecting the World Trade Organization, where the work of the Appellate Body has now ground to a halt because of actions by the United States, and to offset the negative impact of the U.S.-China trade war now underway.

Abstract:
Unmanned systems are likely to transform the Taiwan Strait battle space in the coming years. The People’s Liberation Army (PLA) has fielded a large and increasingly sophisticated force of unmanned aerial vehicles (UAVs) opposite Taiwan. This underscores the importance of exploiting advanced unmanned systems to deter opportunistic acts of aggression, and to defeat the PLA’s potential use of force in the event that deterrence should fail. This report examines the current state and trajectory of Taiwan’s indigenous UAV capabilities, and illuminates the role UAVs play within both Taiwan’s defense strategy and the American-led Indo-Pacific security network more broadly. In addition, this report evaluates the PLA’s organizational infrastructure designed for a Taiwan campaign, discusses cross-Strait political-military challenges, and highlights future opportunities to expand U.S.-Taiwan military and security cooperation as part of long-term strategic competition with the People’s Republic of China (PRC).

Abstract:
The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.
