Abstract:
hat if China were to attempt to seize Taiwan by force and the US and allies responded militarily? One consequence would be the disruption of China’s trade with many countries, including Australia. While strategic analysts have been working over such scenarios for years, there’s been little study of the likely economic consequences. This study is focused on the short-term shock to Australia’s economy. The objective is to contribute to an understanding of the nature of Australia’s economic relationship with China and the likely paths of adjustment should that trade be severed. It also explores the options available to the Australian Government to ameliorate the worst of the effects of what would be a severe economic shock. The conclusion of this report is that the disruption to the Australian economy would be significant. There would be widespread loss of employment, along with consumer and business goods shortages that would be likely to necessitate rationing.

142. Twenty Years of One Country Two Systems in China: Evaluation and Future Prospects

Abstract:
This study evaluated China's model of “One Country, Two Systems” (一國兩制) 20 years into operation and the bilateral relationship between Taiwan and Mainland China ‒ focusing on Hong Kong, Macau, and Taiwan ‒ and examined future prospects. The study is meaningful in that it conducts a more objective evaluation than the previous studies by empirically analyzing data accumulated over the past 20 years of implementation of the One Country Two Systems principle from various perspectives. In addition, it is also a timely study in that it analyzes how the One Country Two Systems arrangement is likely to develop in the future, and what impact this would have, making considerations for changes in China's national strategy during the Xi Jinping period and the competition for hegemony between the U.S. and China. The results of the analysis indicate that over the past 20 years China has been experimenting with the possibility of coexisting different systems in one country, and that the One Country Two Systems arrangement, as a new form of unification which has never been attempted in the history of mankind, has actually shown the possibility of success. However, in recent years, various political contradictions have been exposed in the process of implementing the arrangement, mostly in the Hong Kong society, and the resulting conflict has gradually intensified. While maintaining the current capitalist system for 50 years, Macau is expected to gradually progress in its “Sinicization,” with continuing active economic and social exchanges and cooperation with mainland China. As a result, Macau is expected to be fully incorporated into China's socialist system in 2049, 50 years after the return, but it is likely to remain a city of special character considering Macau's region and its economic structure. On the other hand, the One Country Two Systems arrangement with Hong Kong is expected to undergo a difficult process in the future. In the midst of various conflicts surrounding Hong Kong, the guarantee for Hong Kong’s autonomy is expected to end in 2047 amid efforts on the part of the mainland government to sinicize Hong Kong. And China wants to apply the philosophy of “One Country, Two Systems” to its reunification with Taiwan as well, but in reality this remains very low in possibility.

Since the conclusion of the Treaty on Good-Neighbourliness and Friendly Cooperation in 2001, the balance of power between China and Russia has appreciably shifted in favour of the former, but their common definition of the enemy and the complementarity of their core interests remains as strong as it ever was. If the China-Russia relationship is not an alliance, then what is it, and what are its limits? In the Xi-Putin era, apprehension and ambition have transformed the ‘axis of convenience’ into an axis of necessity. But will ‘strategic partnership’ prove important or irrelevant to potential conflicts in Taiwan, Belarus or Ukraine? How much should be made of divergences of approach in Central Asia and the Arctic, where China’s rise leaves no stone unturned? To what extent will Russia continue to welcome the growth of China’s power — to the point of nuclear parity with the United States and, by extension with Russia itself?

144. The Poison Frog Strategy: Preventing a Chinese Fait Accompli Against Taiwanese Islands

How could Taiwan and the United States respond if China seized one of Taiwan’s outlying islands, such as Pratas/Dongsha (hereafter Dongsha) in the South China Sea? Whereas the U.S. national security community has focused on defending Taiwan against Chinese invasion, China’s recent military activities suggest that this kind of coercion and limited aggression might be an equally urgent question. More worryingly, such a scenario could be a prelude or pathway to war involving China, Taiwan, and the United States. To explore potential policy and strategy options to prevent such a calamity, the Gaming Lab at CNAS wargamed this scenario with Taiwanese, American, and regional experts. Worryingly, the game found few credible options for pushing China to abandon Dongsha and return to the status quo. However, the game found numerous areas where preparation and multilateral coordination—particularly in concert with Japan—could deter limited Chinese aggression against Taiwan. During the game, the teams representing the United States and Taiwan struggled to compel a Chinese withdrawal from Dongsha without escalating the crisis. The team representing China avoided further escalation given its first-mover advantage, constrained territorial gains, and geographic proximity. In contrast, the U.S. team had to push its forces far forward in ways that were risky and would be difficult to sustain.1 Punitive non-military options, such as economic sanctions or information campaigns, took too long to produce effects and appeared too weak to compel China to abandon its gains.2 More aggressive military responses risked escalation to war, which both the U.S. and Taiwan teams wished to avoid. With few viable coercive options and the onus of escalation falling on the U.S. and Taiwan teams, the game reaffirmed the difficulty of rolling back territorial aggression of this kind. Indeed, discouraging China from seizing Taiwanese territory before it happens is the most salient lesson of the game. The United States and Taiwan must begin coordinating today to build a credible deterrent against limited Chinese aggression or coercion toward Taiwan.3 Doing so will help identify ways to make a territorial fait accompli by China—such as the seizure of Dongsha—too unpalatable to consider, while also communicating the U.S. commitment to defending Taiwan. This strategy will require advance planning and communication of joint responses and defenses against coercion and territorial aggression. Rather than scrambling to respond to a fait accompli, as occurred in this game, the United States and Taiwan should prepare to implement coordinated, whole-of-government deterrent measures quickly and ensure immediate consequences for Chinese coercion or aggression short of war. Japan’s cooperation is essential in this type of scenario because it could change China’s calculations of the military and diplomatic risks of coercion or aggression. A joint statement from Japanese Prime Minister Yoshihide Suga and U.S. President Joseph R. Biden in April 2021 referenced “peace and stability across the Taiwan Strait” and encouraged “the peaceful resolution of cross-Strait issues.”4 The United States would rely heavily on Japan for basing infrastructure to conduct military operations to support Taiwan.5 And, although the statement did not elaborate further, unambiguous Japanese support will be necessary to create a regional, as opposed to bilateral U.S.-Taiwan, response to Chinese coercion or aggression. Specifically, Japan’s involvement could enable coordination with India and Australia via the Quad relationships.6 It could also create opportunities to work with other states facing Chinese coercion and territorial aggression, such as Vietnam and the Philippines. Wargames are not predictive, but they are useful tools for exploring decision-making and identifying vulnerabilities. As China’s assertiveness rises, failure to prepare for the threat of an incursion against Taiwanese territory presents grave risks to Indo-Pacific security. The United States, Taiwan, and regional allies and partners can better understand how to build an effective deterrence strategy to discourage Chinese aggression or coercion through multilateral gaming, to include crisis simulations and exercises.

145. Taiwan’s Opportunities in Emerging Industry Supply Chains

Abstract:
To some, the acute supply chain crisis that has followed in the wake of the coronavirus pandemic is a sign of poor planning, lack of resilience and surge capacity, and industry rigidity. Inflation is also having a major impact and will inevitably lead to some supply chain reconfiguration. But structural shifts matter too, including rising costs in mainland China—the world’s manufacturing’s powerhouse—and the overconcentration of freight in just ten companies that control 85 percent of global container capacity. Globalization has bequeathed a system that seemed efficient until it was tested by the multidimensional crises of the last two years. In industry after industry, C-suites are planning for a world of disruption. At a minimum, companies aim to build resilience and redundancy into their supply chains. But there is another factor—political risk—that is complicating planning, especially in technology-intensive industries. Specifically, the emergence of multidimensional strategic competition between Beijing and Washington has interrupted the flow of goods, capital, people, technology, and data. And these geopolitical disruptions look set to become a long-term structural trend. This is a sea change that will invariably bleed into many industries and rejigger supply chains. But amid the disruption, some economies will have fresh opportunities to attract investment, build out new industries, and diversify their growth drivers. Taiwan is one such economy that may stand to benefit from the supply chain rethink. This paper explores some ways that it could do so. But to seize opportunities in this dynamic environment, Taiwan needs policy changes and technology investments to better position its ecosystem of government, business, academia, research institutions, and labor to attract new supply chain opportunities, especially for the Fourth Industrial Revolution and the emerging economy of the twenty-first century. Two prior Carnegie Endowment studies of Taiwan’s economic competitiveness included specific recommendations that could comprise the foundation of an ecosystem that serves the public interest by bolstering Taiwan’s profile and role in more and more global supply chains. Most notably, these were Carnegie’s recommendations to position Taiwan’s economy as a trusted hub, trusted vendor, trusted tester, and trusted conduit for technology-intensive R&D and production. Taiwan’s public interest would benefit if such opportunities became a counterpoint to mainland China’s scale advantages. But Taiwan faces intense competition from other economies in Asia and Europe that also seek to capitalize on supply chain shifts, reaping the harvest from their investments while carving out specialized niches amid rising suspicion of mainland China-origin technology products and services. This study aims to help to refine competitive choices for Taiwan while highlighting unique comparative advantages that would make it an especially attractive place for new global investments. The paper digs deeply into two opportunities for Taiwan. The first involves dynamic changes in one of the high-tech industries that Taipei has made into a strategic priority—the life sciences, including biotechnology and precision medicine. Despite twenty years of concerted effort and some signal successes, especially with drug development and diagnostics, Taiwan has not captured a role or market share analogous to its multidecade build-out in semiconductors. For Taiwan, trust will be the crucial variable and competitive advantage. Taiwan could, for example, leverage its advantages with high-quality medical data to become a locus for clinical trials, while also leveraging other advantages for global supply chains in the drug discovery, advanced diagnostics, and personalized medicine markets. But to do so, it will need to make policy and regulatory changes and make some new strategic investments. The second chapter turns to whether Taiwan’s economy could be positioned as a leader in testing, validating, and deploying software, which would give Taiwan-based firms a larger role in the information technology services business where mainland China, India, and others have a larger profile. Elements of Taiwan’s ecosystem could potentially be positioned to use software engineering to ensure that business software and services produced by local companies and their international partners are more tested and more trusted than competing products on the market.

Abstract:
Taiwan was the first developing country to adopt an export-oriented trade strategy after World War II. The factors usually associated with big shifts in policy—a macroeconomic crisis, a change in political power or institutions, lobbying by export interests, pressure from international financial institutions—were not present; it was ideas that were key. In 1954, economist S. C. Tsiang proposed that Taiwan boost export earnings rather than squeeze import spending to deal with its chronic shortage of foreign exchange. He recommended a currency devaluation to establish a realistic exchange rate and a market-based system of foreign exchange allocation to end the inefficient rationing by the government. Four years later, a policymaker, K. Y. Yin, fought for the adoption of Tsiang’s proposal, helping clear the way for Taiwan’s phenomenal growth in trade.

The U.S.-China trade war and the pandemic have had a profound impact on cross-border supply chains. In the past few years of U.S.-China tensions, China has been accused of engaging in unfair competition by abusing its national power, from trade and technology to COVID-19 responses. Amid such accusations, some countries have been stepping back from cooperating with China due to national security concerns. As the lockdowns have further disrupted value chains and highlighted the vulnerability of global supply chains, enhancing supply chain resilience has now become a national imperative for the U.S., Japan, and other countries, with an emphasis on strengthening their production capabilities in the semiconductor and medical care industries.

148. The One-China Policy: Adapting to Tensions in the Taiwan Strait

Tensions are growing in the Taiwan Strait. Chinese warplanes have violated Taiwan’s air defense identification zone in record numbers, prompting fears of an invasion.1 2021 was the first year in which a potential crisis over Taiwan rose to the level of a “Tier 1 risk” in the Council on Foreign Relations’ Preventive Priorities Survey, which is an annual survey of American foreign policy experts.2 The United States faces a decision about what it can do to help prevent crossstrait tensions from escalating into war. A vital question is whether, and how much, the United States should change its “One-China policy.” Beginning with the Trump administration and continuing with the Biden administration, the United States has bolstered its support for Taiwan and become more assertive in resisting Beijing’s claims of sovereignty over the self-governing democracy.3 Although U.S. officials stress that the United States continues to adhere to the One-China policy, there is growing concern, as expressed by Daniel Russel of the Asia Society Policy Institute, that the United States is “edging closer and closer to the line that separates unofficial relations with official relations, which, in effect, could hollow out America’s One-China policy.”4 How much flexibility is built into the One-China policy, and what limits does the policy impose on what the United States can do to support Taiwan? To answer those questions, this policy brief explains what the One-China policy is and how it can exhibit both continuity and change. Analysis of the One-China policy often focuses on the Three U.S.-China Joint Communiqués, the Taiwan Relations Act, and the Six Assurances, which can create the impression that the One-China policy has not changed since those texts were formulated in the 1970s and 1980s.5 In fact, the One-China policy has been revised, such as in the Taiwan Policy Review during the Clinton administration.6 The One-China policy is neither set in stone nor completely fluid, and this policy brief identifies which elements are fixed and which elements are variable. It explains the OneChina policy at three levels: the fundamental position, the doctrinal statements, and the practices and conventions. These levels of policy range from the most abstract to the most concrete, but each is logically consistent with the others.

The scale of an all-out Taiwan (Republic of China, ROC) invasion by the Chinese Communist Party’s (CCP) military—the People’s Liberation Army (PLA)—defies human comprehension and would likely eclipse any historical comparison. In this important contribution to the field, Senior Director Ian Easton analyzes Chinese military studies frameworks and internal PLA documents to answer pressing questions that will help Taiwan and the United States both understand and better plan for potential crisis scenarios. He highlights the centrality of ROC port facilities—and Taiwan’s ability to defend them—in the PLA’s potential invasion plans for Taiwan, illustrating likely operational strategies explored by PLA leadership. In addition to postulating ports likely targeted in a PLA invasion, he provides recommendations that the Taiwanese government could undertake to ensure its port infrastructure security, as well as recommendations for the United States on how to be a supportive partner to Taiwan in that effort.

150. Righting a Wrong: Taiwan, the United Nations, and United States Policy

Fifty years ago, on October 25, 1970, the United Nations General Assembly passed Resolution 2758, which expelled “the representatives of Chiang Kai-shek” from the United Nations (UN) and gave the Republic of China’s seat to the People’s Republic of China (PRC). For several years now, the UN has misread the resolution as meaning that Taiwan is a province of the PRC. Neither the resolution nor the UN Charter empowers the UN Secretary-General to make this determination. Quite to the contrary, as Michael Mazza and Gary Schmitt demonstrate in this report marking the 50th anniversary of Resolution 2758, Taiwan’s participation in the UN system would be in accord with international law and the interests of a globalized world. Absent greater flexibility from Beijing regarding Taiwan’s engagement with the UN, the authors argue, the United States should launch a full court press to achieve Taiwan’s formal membership.
