921. Hamas Weapons in Jordan: Implications for Islamists on the East Bank

Abstract:
On April 18, the Jordanian government announced it had discovered a cache of weapons -- including rockets, C-4 explosives, and small arms -- in a northern Jordanian town. Jordanian authorities said the weapons belonged to Hamas and had entered Jordan from Syria. Subsequently, Jordan arrested ten Hamas militants and cancelled a scheduled visit by Palestinian Authority (PA) foreign minister Mahmoud al-Zahar, a Hamas leader. While the discovery of these weapons underscores Hamas's continuing efforts to prepare for terrorist acts even while it proclaims a tahdiya (period of calm), it also has important implications for internal Jordanian politics and the rising influence of Jordan's own Islamist movement.

922. Preventing Turkey's Popular Slide away from the West

Abstract:
Iran's nuclear program presents one more issue on which Washington sees Middle East developments in a different light than does the Justice and Development Party (AKP) government in Turkey. Since coming to power in November 2002, AKP leaders have pursued rapprochement with Damascus and enhanced dialogue with Iran. In March 2006, the AKP welcomed Hamas leaders in Ankara. It is surprising that Turkey, a traditional bastion of Western policies in the Middle East, is promoting close ties with anti-Western actors that have hurt Turkey for decades—Syria provided safe haven to the terrorist Kurdistan Workers Party (PKK) and Iran supported the PKK and radical Islamist terrorists. Why do the Turkish people not resent such policies? The Iraq war and the U.S. agenda for political transformation in the Middle East have clashed with the Turkish people's desire to preserve the Middle Eastern political landscape. What is more, U.S. inaction against the PKK's Qandil enclave in Northern Iraq is angering most Turks in the way Syrian and Iranian support for the PKK upset them in the 1990s. Turkish confusion and anger toward the United States stands in sharp contrast with the improved image of Syria and Iran in Turkey. Meanwhile, with AKP discussing Middle Eastern politics in terms of Islamic codes, some Turks now identify with the region through Islam and not their national identity. The challenge for Washington is to find a way to prevent Turkey's popular slide away from the United States.

Abstract:
On March 22, leaders from across the Lebanese political spectrum completed another round of the ongoing National Dialogue. The talks, which started earlier this month, have touched on some of the more salient topics in Lebanese politics. Conspicuously absent from the agenda, however, has been a discussion of disarming militias, such as Hizballah, a key element of UN Security Council Resolution 1559. The indefinite postponement of this critical issue will make it difficult for the United States to continue to actively support its democratic allies in post-Syria Lebanon.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

When Shiite ministers recently “suspended” their participation in the Lebanese cabinet, though without resigning, it highlighted an increasingly apparent reality in post-Syria Lebanon: Two powerful camps coexist today. One, led by Hizballah, in alliance with the Amal movement, sits atop a Shiite community generally, though not unanimously, supporting their positions. The other reflects a cross-communal parliamentary majority, the cornerstone of which is the Sunni-led Future Movement of Saad Hariri, son of the murdered former Lebanese prime minister Rafiq Hariri.

This is the second in a series of USIPeace Briefings written by Scott Lasensky and Mona Yacoubian of USIP's Center for Conflict Analysis and Prevention. It is based on discussions at a recent seminar. The views expressed do not reflect those of USIP, which does not take policy positions. One year after the assassination of former Lebanese Prime Minister Rafik Hariri and facing mounting international pressure, the Syrian regime is consolidating its hold on power and adopting a more defiant stance, both in the region and toward the West. On December 12, Lebanese journalist Gibran Tueni—who had been staunchly opposed to Syrian involvement in Lebanon—was killed by a car bomb in Beirut. The attack occurred amidst continued Syrian intimidation of key witnesses as well as an orchestrated Syrian campaign to discredit the UN's Hariri investigation. Then, in a late December interview on al-Arabiya, former Syrian Vice President Abdel Halim Khaddam accused the Syrian regime of directly threatening Hariri just before his death. Khaddam is now openly calling for regime change, even reaching out to exiled leaders of the Muslim Brotherhood. In February 2006, U.S. Secretary of State Condoleezza Rice criticized the Syrian government for encouraging violence and inflaming popular anger over the Danish cartoon controversy.

Abstract:
Over the past year and a half, Lebanon has witnessed tremendous political upheaval. In September 2004, Parliament extended the term of the country's president, Emile Lahoud, for three years after heavy-handed Syrian interference. Attempts were made on the lives of several public figures; among those killed was former Prime Minister Rafik Hariri. A popular uprising forced Syria to withdraw the troops it had deployed in Lebanon since 1976. New parliamentary elections were held in May and June, 2005, and resulted in a new majority coalition of reform-minded, albeit sectarian, leaders who promised an overhaul of Lebanese politics.

928. Jordan and Iraq: Between Cooperation and Crisis

Jordan wants a strong, stable, moderate, and unified Iraq. Having wrestled with the dilemmas of an assertive Iraq for many years, Jordan—like Iraq's other neighbors— now faces a myriad of challenges presented by a weak Iraq. The kingdom, for years a linchpin in the U.S. strategy to promote peace and stability in the region, is now less secure in the wake of the U.S.-led occupation of Iraq. Jordanian leaders worry that Iraq is becoming a haven for terrorist groups, a fear dramatically heightened by the November 2005 suicide bombings in Amman. Jordan also has an interest in the development of an Iraq that does not inspire radical Islamist politics in Jordan. Moreover, the kingdom is anxious about growing Iranian involvement in Iraqi politics, and—more broadly—increasing Iranian and Shiite influence in the region. Despite periodic crises of confidence and lingering Iraqi resentment over Jordan's close ties with Saddam Hussein, the two countries have managed to forge deep ties; in fact, Jordan has taken the lead among Arab states. In the face of repeated attacks and threats, Jordan has maintained a strong diplomatic presence in Baghdad. The kingdom has also played a positive, if modest, role in stabilization and reconstruction efforts. The economic impact of the Iraq crisis in Jordan has been mixed. Jordan has benefited greatly from serving as a “gateway” to Iraq for governments, aid workers, con - tractors, and businesspeople; its real estate and banking sectors are booming, and it stands to reap more benefits from increased trade and transport should the situation in Iraq improve. However, with the fall of Saddam Hussein, Jordan lost the sizable oil subsidies and customary shipments it received from Iraq. One of Jordan's principal economic interests in the new Iraq is securing future energy assistance. Unlike many of Iraq's other neighbors, Jordan can claim only modest influence over developments in Iraq. The kingdom does have notable intelligence capabilities vis-à- vis Iraq, and it reportedly helped the United States track down and kill Al-Qaeda in Iraq leader Abu Musab al-Zarqawi. Although some Jordanians highlight cross-border tribal and family connections with Iraqi Sunni Arabs, they pale in comparison to those of Iran, Turkey, and Syria. Jordan's most significant means of influence is its hosting of a large and ever-changing Iraqi expatriate community, composed mostly, but not solely, of Sunni Arabs. Jordan's relationship with the United States remains strong. Viewing Jordan as a reliable and friendly government is nothing new in Washington, but what is new is the determination of King Abdullah to make a strategic relationship with the United States a centerpiece of Jordan's foreign policy. Although the kingdom's behind-the- scenes support for the U.S.-led invasion and occupation of Iraq widened the credibility gap with the public, King Abdullah is willing to pay the cost for his close alliance with the United States in order to pursue what he sees as Jordan's larger interests. For Jordan, “the Palestinian Question” looms larger than Iraq. Given their support for U.S. policy in Iraq and their contributions to the global campaign against terrorism, along with the country's central role in Arab-Israeli peacemaking, Jordan's leaders have been disappointed with what they see as U.S. inaction on the Middle East peace process. Moreover, given the turmoil in both Iraq and the Palestinian territories, Jordan must contend with the twin prospects of “state” failure to its east and west.

In one way or another, we are headed for a new engagement with the regional players to in an effort end the Iraq war. The idea of bringing in the neighbors to help stabilize and reduce the violence in Iraq is very attractive, and could contribute to a plausible exit strat- egy for the United States. The likelihood of “regionalization” being a success, however, depends on which version. And even with the more cooperative schemes being suggested, the closer one looks, the less promise it seems to hold.

930. A Long Road to Damascus. Syria and the Peace Negotiations with Israel

Abstract:
From 1991 to 2000, Syria and Israel, two of the key actors of the Middle-Eastern conflict, entered into extensive peace negotiations. What lessons can be drawn from the process in terms of Syria's objectives, motivations and perceptions, considering that this actor remains largely unknown? Such concerns will be addressed by identifying the major issues at stake: territory, security, and water resources. By analyzing all the obstacles on the road to peace, we will evaluate the potential for a resumption of peace talks in the new regional context. The death of President Hafez al-Asad in June 2000 and the rise to power of his son Bashar, the deterioration of the Israeli-Palestinian situation since the start of the Intifada and Ariel Sharon's election in Israel, the war launched by the United States in Iraq, the assassination of Lebanon's former Prime Minister Rafic Hariri, the withdrawal of Syrian troops from Lebanon in April 2005, and the meeting of the 10th Baath Party Congress in June have all drastically impacted on domestic and regional dynamics. The purpose of the study is to shed new light on Syria's constraints and opportunities, and their impact on her bargaining position.
