Abstract:
Recently with the sinking of the migrant boat off the coast of Greece, or the deceased of the Syrian child refugee on the beach of Turkey has us questioning how to tackle the refugee crisis. Deriving from the Refugee Convention of 1951, it states that a refugee is an individual “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality, and is unable to, or owing to such fear, is unwilling to avail himself of the protection of that country.”

82. The Middle East and the Maghreb in the Czech Foreign Policy

Abstract:
In 2017 the Czech foreign policy toward the Middle East and the Maghreb did not witness significant shifts and followed the wider goals established in the previous years. It continued to be oriented on the stabilisation of the states affected by the wars in Syria, Iraq and Libya, limiting the number of refugee arrivals to Europe, strengthening the business co-operations with promising regional partners and enhancing the co-operation and strategic partnership with Israel. Accordingly, economic diplomacy, security assistance and humanitarian relief remained the dominant modes of engagement with most of the countries in the region. Similarly to the previous years, the Czech policy mostly reactively followed the common EU positions, while being proactive regarding the issues concerning Israel and, to a lesser extent, also Syria, Jordan, Iraq and Libya. The Czech policy for the Middle East did not strongly enter the domestic public debate. The only exceptions were the conflicting positions on the issue of the Czech embassy’s relocation to Jerusalem and the role of the ambassador in Syria.

Abstract:
This book is a lively journalistic read, filled with stories and details of encounters between jihadists, smugglers, organized crime, drug smuggling across the Sahara, kidnapping of rich tourists, and European ransoms. The author, an Italian journalist, describes herself as a ‘chronicler of the dark side of the economics of globalization’ and has written several books on ISIS, terrorist financing, and money laundering. In Merchants of Men, Napoleoni argues that the proliferation of failed states and the breakdown of law and order in regions like the Sahel, accelerated by the burgeoning cocaine business in the region, have enabled a rapid increase in trafficking and kidnapping. The profits of these merchants of men have flourished, aided by the secrecy of European governments surrounding the ransoming of their citizens (notably, the U.S. does not, publicly at least, pay ransoms). Napoleoni raises these and a number of intriguing issues in the preface. She points to the “false sense of security about the globalized world” that allows both “young, inexperienced members of the First Nations Club” and humanitarian aid workers to explore the world and bring aid to conflict zones — and become the primary target of kidnappers. She gives (unsourced) statistics about the growth of the kidnapping industry and its mirror, private security companies, and asks whether “the economics of kidnapping are immune from the laws of economics,” because as competition has increased between kidnappers and private security firms, prices have gone up instead of down. She argues that when the migrant crisis erupted in Europe in 2015, the business of hostage taking — already set up with “a sophisticated organizational structure in place and plenty of money from trading hostages” — switched to trafficking in migrants and refugees. The profits of these merchants of men have continued to increase since then.

Lebanon is facing overwhelming socioeconomic, security, and demographic challenges as the civil war in neighboring Syria enters its seventh year. Since the start of the crisis, Lebanon has received $4.9 billion in assistance, but demands on the country's resources, services, and civil order remain heavy. Without a political solution to the Syrian conflict, humanitarian and development aid cannot deliver and sustain sufficient results for the refugees or for the Lebanese people. How will Lebanon continue to deal with these conditions? The Middle East Institute (MEI) and the Johns Hopkins School of Advanced International Studies, Foreign Policy Institute (SAIS-FPI) were pleased to host Philippe Lazzarini, the United Nations deputy special coordinator in Lebanon. He discussed opportunities and challenges for shifting the international response to Lebanon's Syrian refugee crisis beyond short-term humanitarian and stabilization efforts to a more sustainable economic growth strategy.

87. Women’s Economic Participation in Conflict-Affected and Fragile Settings

Abstract:
Globally, women continue to face significant cultural, institutional, and structural barriers to meaningful economic participation. These challenges are intensified for women living in or coming from countries embroiled in conflict. Yet, we know that women’s economic empowerment strengthens women’s rights and grants them increased control over their own lives, allows them to better provide for their families, and contributes to the advancement of their communities and societies. When women are empowered economically, they are safer and less likely to fall victim to domestic violence and sexually transmitted diseases, their children are more likely to go to school and stay in school longer, their daughters marry at later ages, their families are healthier, more sustainable, and more stable. As research clearly shows, women’s increased participation in the economy confers universal benefits. However, failure to analyze and understand how women uniquely contribute to the political, social, and economic environment hampers these societies’ abilities to codify viable peace and promote lasting prosperity. The inaugural volume of the Institute’s Occasional Paper Series reflect the Institute’s recent thematic workshop on women’s economic participation in post-conflict and fragile settings held at Georgetown University in December 2015. As part of Bridging Theory and Practice, this recent symposium brought together leading practitioners and academics to problematize the varied ways women’s full economic participation in fragile settings can and does contribute to more viable peace and lasting prosperity, as well as the myriad political, cultural, and structural barriers that hamper the realization of women’s agency in such contexts. At the conference, practitioners and scholars compared cases from across the globe, gained valuable insights from successful approaches, and uncovered lessons on how to overcome remaining barriers. Presenters covered a range of issues within the field, from gendered resiliency programming during humanitarian crises to the security and developmental implications of women’s land tenure, from the economic status of Syrian refugee women to protecting spaces for women’s economic participation in post-conflict settings. There was also significant discussion on the data that is missing and still needed, particularly surrounding women’s economic participation in conflict-affected areas, how that research can be pursued in the future, and how integral these missing pieces are to fully understanding the economic challenges that women face during conflict, as well as the opportunities that arise out of these difficult times. While it would be impossible to detail the entirety of the thought-provoking discussions that occurred, this volume attempts to share some of the ideas outlined in that symposium. In the following pages, Ann Hudock identifies the key spaces women need safeguarded in fragile contexts if they are to unleash their economic potential. Subsequently, Karen Sherman and Sarah Williamson dive deeply into case studies on South Sudanese women and Syrian refugee women, respectively. Sherman elucidates the obstacles South Sudanese women face in achieving any semblance of economic stability, the methods they employ to overcome such obstacles, and the perils of not facilitating women’s full economic participation in this fragile setting. Williamson unpacks detailed data surrounding the limited employment and economic opportunities Syrian women enjoy both in Syria and across the larger Middle East and North Africa region as refugees. In doing so, she not only unveils the coping mechanisms families in crisis must deploy to meet the challenges of living in protracted crisis and how those mechanisms uniquely and adversely impact women and girls, but she also paints a way forward. Each article provides a rich and nuanced story of how women participate in the economies of war-torn and fragile states. In the end, we hope this volume gives policy makers, practitioners, and academics a unique understanding of and head start in the continued work to implement successful programming to economically empower women in post-conflict and fragile settings.

88. Refugees in Jordan and Lebanon: Life on the Margins

The outbreak of civil war in Syria led to a mass exodus of refugees to neighboring countries and beyond. Many of these refugees fled to Jordan and Lebanon where they face a myriad of challenges, including of how to provide services for such a vast population increase. Overall, while Jordan has taken a number of steps to address some of the key challenges faced by refugees,1 Lebanon has taken fewer steps. Perhaps this is due to Lebanon’s unique history and fears that a large influx of refugees could change the country’s fragile sectarian balance and even lead to a renewed civil conflict.2 Against this background, the fourth wave of the Arab Barometer reveals that refugees in Jordan and Lebanon show different feelings about the degree to which they feel secure in their host country and how they the degree to which available services are meeting their needs. Overall, the findings reveal significant differences in the degree to which Syrian refugees feel safe and secure in the two countries. For example, while a majority of refugees in Jordan (59 percent) are not very worried or not worried at all about being harassed or threatened in street, only 25 percent of refugees in Lebanon say the same. This result shows similarities with citizens of their host countries: while 58 percent of Jordanians are not very worried or not worried at all, only three-in-ten (29 percent) of Lebanese have such concerns. However, Lebanese tend to see Syrian refugees as a greater challenge to their country than Jordanians: 44 percent of Lebanese as opposed to 35 percent of Jordanian cite Syrian refugees as one of the two most important challenges that their countries face today. Perceptions of Syrian refugees toward the quality of public services also diverge to a great extent. Although the vast majority in Jordan are satisfied or very satisfied with healthcare system (86 percent) and the education system (81 percent), only 53 percent of refugees in Lebanon say the same about the educational system, and just 28 percent in Lebanon are satisfied or very satisfied with healthcare system. Economic conditions are even more challenging for refugees in both countries. Most face with difficulties in meeting their household expenses. However, Syrian refugees in Jordan are more likely to show greater optimism toward economic conditions than those living in Lebanon. Notably, support for democracy remains strong among the refugee population in both countries, with 79 percent in Jordan and 85 percent in Lebanon agreeing or strongly agreeing democracy is better than other forms of government. At the same time, refugee communities in both countries define democracy based primarily on socioeconomic terms instead of political outcomes. Moreover, most believe that political reform should be instituted gradually instead of once (85 percent in Jordan and 80 percent in Lebanon).

Abstract:
Syrian refugees and Palestine refugees from Syria have fled their homes in search of safety. But Oxfam’s 2017 research revealed that most people interviewed do not consider that they have found complete safety and protection in Lebanon. Refugees’ views on what constitutes ‘safety’ are individual and subjective. This paper argues that the international community and host governments should not make decisions for refugees about what or where is ‘safe’, but instead should support refugees to find safety in the present, and determine their futures for themselves.

90. Not Without Dignity: Views of Syrian Refugees in Lebanon on Displacement, Conditions of Return, and Coexistence

Armed conflict in Syria has displaced millions of people inside and outside of the country. When a political settlement to the conflict is eventually reached, the process of refugees returning to Syria and rebuilding their lives, relationships, and communities will be long and complex. However, discussions with displaced persons about return and coexistence can begin now, even in the face of ongoing violence and displacement. This research report is based on interviews with refugees living in Lebanon and representatives of local and international organizations in both Lebanon and Turkey working on issues related to Syrian displacement. The report provides an important window into the experiences of refugees in Lebanon as well as their concerns, expectations, and priorities regarding conditions of return and coexistence. The research findings highlight the harms experienced by Syrian refugees at both the individual and collective levels, including the loss of loved ones, houses, property, and businesses in Syria and difficult economic situations and discrimination in Lebanon. Displacement has had devastating impacts on families and led to broad social fragmentation, including sectarian and political divisions and rifts between those who left Syria and those who remained. The effects of conflict and displacement will be generational, as refugee children have been traumatized by their exposure to violence and largely deprived of education. The findings also capture common priorities among Syrian refugees in Lebanon for return. Most do want to return, not just to Syria but to the regions and communities where they previously lived. Common preconditions for return include safety and security; shelter, livelihoods, and the physical reconstruction of homes and infrastructure; compensation or restitution for the loss of property and housing; the provision of education for children and youth; psychosocial support; and family reunification. One positive development among refugees in Lebanon is that many youth engaged with local and international civil society organizations have acquired new skills and an openness to people with different religious and political beliefs that one day may contribute to rebuilding relationships in Syria. Views about the potential for coexistence and justice vary widely. Some refugees believe that Syrians will be ready to rebuild ties once the conflict ends, while others are less optimistic. Some believe that justice is necessary for return, while others think it unlikely to occur. The research makes it clear that the restoration of dignity will play an important role in establishing the necessary conditions for refugee return and coexistence. While return will ultimately depend on a political resolution to the Syrian conflict, several steps can be taken now that are likely to have implications for return and coexistence in the future.
