21. A Reversal: Will al-Qaeda’s Influence Recede in the Coming Period?

Abstract:
Al-Qaeda has sought to exploit the 17th anniversary of the events of 11 September 2001 to assert its survival and ability to stay at the forefront of terrorist organizations worldwide. In doing so, it seems to be trying to cover up the multiple challenges facing it at the present stage, which may cause its influence to diminish in the medium and long term. Thus, it cannot be ruled out that the fears expressed by many of its leaders over the organization declining influence is the main factor that prompted Ayman al-Zawahiri to increase the media messages he sends to the organization cadres and members along with other organizations, especially its rivals, as well as the international and regional powers concerned with combating terrorism. It is a remarkable shift from what happened in the past years, which witnessed a relatively limited appearance of al-Zawahiri to comment on events with the aim of proving that he is still alive and interacting developments. The new development raises many questions about the significance of the flurry of messages, particularly that they come at a time the region is witnessing numerous important variables with profound impacts, such as the receding influence of the pro-al-Qaeda groups in Syria against the backdrop of the recent security and political arrangements.

Abstract:
Since its 1979 revolution, the Islamic Republic of Iran has incited violent, radical, and often sectarian nonstate groups across the Middle East to serve as proxies in its military campaigns to influence regional and international politics. This “proxy model” has become increasingly salient since the U.S. invasion of Iraq in 2003 and more recently in Iraq and Syria, and is now Iran’s primary tool for advancing its regional intersts. The U.S. and the West in general have largely paid attention only to radical Sunni groups such as al-Qaeda and ISIS. With a few exceptions, such as Lebanon’s Hezbollah, nonstate Shi‘i militant groups have generally avoided the same intense Western scrutiny. This study compares and contrasts regional conflicts that have been shaped by Iranian proxies and Iran’s successful—and unsuccessful—attempts to recruit to its militant groups. It also identifies the key forces that have shaped Iran’s ideological and operational sponsorship of nonstate militant groups, both Sunni and Shi‘i, as well as its motivations and preferred modus operandi.

Ches Thurber is an Assistant Professor of Political Science at Northern Illinois University. He was previously a research fellow at the Chicago Project on Security and Terrorism at the University of Chicago and at the Harvard Kennedy School’s Belfer Center for Science and International Affairs. His current book project, Strategies of Violence and Nonviolence in Revolutionary Movements, examines why political movements seeking to overthrow the state embrace strategies of either armed insurgency or civil resistance.

Graeme Wood is a correspondent for The Atlantic. He was the 2015 - 2016 Edward R. Murrow Press Fellow at the Council on Foreign Relations and is a lecturer in political science at Yale University. He was formerly a contributing editor to The New Republic and books editor of Pacific Standard. He was a reporter at The Cambodia Daily in Phnom Penh in 1999, then lived and wrote in the Middle East from 2002 to 2006. He has received fellowships from the Social Sciences Research Council (2002-2003), the South Asian Journalists Association (2009), the East-West Center (2009-2010), and the U.S. Holocaust Memorial Museum’s Center for the Prevention of Genocide (2013-2014). He has appeared many times on television and radio (CNN, ABC, BBC, MSNBC, et al.), was the screenwriter of a Sundance Official Selection (2010, short film), and led a Nazi-hunting expedition to Paraguay for a History Channel special in 2009.

Abstract:
Insurgencies are often thought of as domestic conflicts between state and non-state actors seeking to challenge governmental legitimacy, overthrow the government, or take territorial control from the state. However, thinking about insurgency merely in terms of domestic affairs substantially limits our perspective, and might be misleading both in terms of theory and policy. In addition, the tendency of policymakers and scholars to focus their attention on counterinsurgency bears the risk of considering the solution before understanding all nuances of the problem. Seth G. Jones’ Waging Insurgent Warfare is truly a book about insurgency. Using both qualitative and quantitative methods, Jones analyzes how insurgencies start, strategies and tactics used by insurgent groups, their organizational structures, and their informational campaigns. The author devotes particular attention to the role of outside support for insurgencies from various types of actors including great power states. Finally, he addresses the issue of how insurgencies end. Only in the concluding chapter does Jones discuss the implications of the key findings of the book for counterinsurgency.

More than four years after the start of the Syrian uprising, the country is the stage of a protracted civil war with a perplexing multitude of armed opposition factions competing over territory with the regime and among each other. Well over 1,000 such groups are currently active in Syria (Carter Center, 2014a, p. 11). They range from relatively small local protection units with a few hundred fighters to large movements with a national reach, such as Ahrar alKSham, which is estimated to number at least 10,000 fighters (Stanford University, 2014b).

As the Syrian crisis enters its fifth year, regional and international priorities in Syria have changed as a result of Daesh or the so-called Islamic State (IS) group’s expansion. Attempts to repackage the conflict and transform its essence into “fighting terrorism” have increased. In this context, initiatives have been launched to revamp the Syrian regime’s image on the grounds that the conditions that led to the first Geneva Communique no longer exist.(1) However, the prospect that Assad’s regime can be rehabilitated to make it acceptable domestically, regionally or internationally are at best a delusion. The regime’s repressive policies during the years that followed the revolution’s outbreak has made it a polarising rather than a unifying actor, one that has broken all possible lines of political capital and made its institutions even more sectarian during the crisis. In addition, armed groups representing divergent trends have emerged, and they will necessarily play a major role in any future arrangement, one that will not present itself unless power is redistributed in a way that changes the existing system’s structure.

In an attempt to paint a more complete picture of the Islamic State (IS), this report identifies key areas where the IS has shown strength, learning, and adaptation. This report also highlights key areas of weakness, mistake, and failure. In doing so, the reader should be well aware that this product provides such an overview with the explicit understanding that there is more to learn in each of these areas. The report proceeds as follows. The first section traces the historical evolution of the group, with emphasis on the fact that well executed design and an ability to take advantage of accidents led to the creation of the IS. The second section provides a very brief and preliminary comparison of the IS to other prominent militant organizations against which the United States has fought: al-Qa’ida and the Taliban. This section is followed by a third that outlines and explores the strengths and weaknesses of the IS as a whole, noting that the IS’s success comes from its ability to leverage all parts of its organization to achieve maximum gain. This section also points out that, despite this success, the fact that the IS is attempting to operate across multiple functional areas will test the group’s ability to adapt over time and will ultimately expose the group’s shortcomings. The fourth and final section steps back to examine, at the strategic level, some of the challenges faced and opportunities available to those combating the IS.
