Abstract:
In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

Abstract:
After four years of being unable to travel to see my home and family in Damascus during what Syrians refer to as “The Crisis,” I am now visiting them for the third time in recent months. The political chaos that swept the country between 2011 and 2015 created high levels of uncertainty about who might be perceived as a threat to the regime, while the deteriorating security conditions elevated the risk of kidnapping and blackmailing. Although for an outsider, the situation does not seem to have become any safer, Syrians, particularly in Damascus, have learned to adapt to the current situation and find a sense of stability in the chaos.

Abstract:
On April 22, 2015, CCAS Visiting Lecturer Dr. Mohammad AlAmad and his family left their home and lives in Syria behind. “Human smugglers drove us to the Turkish border,” says AlAhmad, “and then my wife and I carried our two young children, walking through barbed wire and muddy water into Turkey. We were full of trepidation, fear, and the pain of being displaced.” Though AlAhmad left Syria because he had been accepted to participate in the Institute of International Education’s Scholar Rescue Fund, which provides support for threatened scholars and places them with visiting appointments at partner academic institutions, he did not yet know his family’s ultimate destination. Once in Turkey, AlAhmad learned that his appointment would be at Georgetown, starting in August.

Abstract:
The early months of 2016 mark five years since the eruption of the Arab uprising. The region’s wars, failed transitions, resurgent authoritarianism, and spiraling sectarianism and Islamist extremism make for a grim anniversary. To take stock of what went wrong and what might still go differently, POMEPS asked more than a dozen scholars to reflect on the experience of the last five years in a single country or a thematic issue. What has changed since the uprisings began half a decade ago? What has remained the same, or returned to pre-uprising forms? What do these developments mean for the political science of the Middle East? All these questions, and more, are pondered in the essays published in POMEPS Studies 18, Reflections Five Years After the Uprisings. All were first published in the Washington Post’s Monkey Cage blog, and collected in an open access PDF here. Together, the essays offer a diverse, informed study that should help scholars, journalists, policymakers and the public reflect on the five years since the Arab uprisings, and consider the Middle East’s future.

Abstract:
This article presents the findings of a sixty-days ethnographic research in a group of Free Syrian Army’s fighters in Aleppo and its region (July 2012, January 2013) and in a group of Mujahedeen affiliated with the Islamic Front in the Hama region (May 2014, September 2014). Literally embedded in these brigades, our research allowed us to describe "the ordinary life" of these combatants who were engaged into the battle for more than three years. Adopting ethnographical tools (interviews, observations), this article discusses how fighters explain the legitimacy of their engagement and the processes of radicalization.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries. Farouk El-Baz takes us to Egypt, where he proposes a grand economic plan to pull the country out of poverty and set it on a path toward longterm growth. From Egypt, we move west to the oft-neglected country of Algeria, where Kheireddine Bekkai argues for more inclusive education policies on national identity. Finally, Amira Maaty comments on the region’s desperate need for robust civil societies, while Sarah McKnight calls for improvements in Jordan’s water policies.

Abstract:
The Arab Spring is a social movement triggered by a complex set of social, political and economic factors. Despite the initial success of the Arab Spring in ousting some of the bureaucraticauthoritarian status-quo oriented regimes, mass mobilization of people could not oust all dictatorships and introduce meaningful reforms toward more democratization in the region. Worse, the mass protests that started as part of the Arab Spring later deteriorated into utter chaos and even civil war in some parts of the region. With the disappearance of state authority in those places, sub-state actors gained ground, challenging the stability and order that were once provided by authoritarian regimes through coercion. The IS’s sudden expansion has mainly resulted from large scale instability in Iraq and Syria and the disappearance of nation-state borders between the two states. The IS, which emerged as a sub-state actor, is currently in the process of becoming a proto state. Thus, this paper has two simultaneous research goals. The first is to establish the link between lack of institutionalization of the Arab Spring and its failure to bring about positive and meaningful political change in the region with the power vacuum created in the region and subsequent emergence of sub-state actors and groups like the Al- Qaeda in Iraq and the IS (Islamic State) in Iraq and Syria. The second is to study and evaluate the emergence and growth of the IS in conjunction with the deteriorating security situation in Iraq and Syria, and how the international involvement with the IS might have shaped the tactics and the course of action that the IS has taken since the IS captured the city of Mosul in June 2014, shocking the whole world. Peter Seeberg & Musa Shteiwi wrote an article on the "European Narratives on the "Arab Spring" – From Democracy to Security". The article discusses the EU’s reaction to the developments in the MENA-region in the period 2011-14. Initially relatively optimistic metaphors like ‘the Arab Spring’ or ‘the Democratic Tsunami’ were part of the media-comments from Western leaders, but three years. later the situation in the region seems to have changed significantly and consequently the narrative in the EU has switched from a predominantly pro-‘Arab Spring’ discourse to a focus on security aspects in a broad sense and, especially concerning the situation in Syria (to some degree also Lebanon and Libya), a focus on counter-terrorism. The article are concluding remarks by Peter Seeberg and Musa Shteiwi from a workshop on EU-Middle Eastern relations held at the Center for Strategic Studies in Amman in May 2013. Dr. Musa Shteiwi is the director of the Center for Strategic Studies, University of Jordan. Peter Seeberg is the director of the Center for Contemporary Middle East Studies in the University of Southern Denmark.

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

Abstract:
We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. John Strickland points us to an economic transformation with global consequences taking place in the region’s skies: the growth of Gulf airlines. Lastly, spanning the politics of the Palestinian Authority, the political economy of oil and gas, and the underpinnings of the region’s grassroots political movements, this year’s staff interviews offer fresh perspectives on pressing issues.
